They will be operating in Stark, Carroll and Tuscarawas Counties along with Com ingTogether Stark County and Aultm an Hospital. He thanked all for their support. Nicole Kelly is the new Director at Triad Services and has four people working with her. You can contact them through video phone or they have the equipm ent to call a deaf person directly. John Anderson feels the Football Heritage Corridor should be created to enhance the Lincoln Highway into a cultural journey. Each Council Mem ber could nam e his or her NFL hero down the corridor to rem ind people of the heritage of our town and help all these businesses along this route. Jam es Parker thanked Mr. Anderson as a third generation businessm an. He has challenged Canton to renam e Central Plaza to Jim Thorpe Plaza with a keynote statue in the center and to use this piece in the way that Massillon uses the nam e Paul Brown. This will add vibrancy to the downtown areas of both cities. Leland Pettis heard about shootings at the last Council m eeting and realized that this problem was happening in his neighborhood also. He feels this problem is Canton wide and it is not just a Council or a Police problem that all citizens need to be available to help. Mr. Pettis proposes a special working group and volunteers to sit on this group for a solution to the violence. Pete DiGiacom o gives kudos to the crew that is out patching the roads. They did a very good job in this area. W hile he knows that it is hard work to revoke a liquor license, he has watched it happen and he feels that the people living in these neighborhoods with bad bar establishm ents have just as m any rights as the business owners. Kathryn W are has owned a hom e for 25 years across from Ridgewood Castle Apartm ents and on the weekends there is so m uch traffic and illegal parking that an em ergency vehicle could never get through if they needed to. She feels that a lot of m oney could be m ade in a short tim e with tickets and towing over just a few block area. Mrs. W are feels that this property needs to be rem oved from the Section 8 housing list. Michael Seechrist purchased a hom e in 2001 but then was deployed from 2004 until 2006. W hile he was gone, everything in the Ridgewood Castle Apartm ents changed. He has now had a car stolen, sees drug deals daily and has had to fight off a couple of intruders. He can no longer even sit on his front porch and would like som ething done. George Sim ionides has an investm ent property behind Ridgewood Apartm ents and his tenants are now afraid for their safety. He has expressed his concerns to the owner of the apartm ent com plex to no avail. He finds needles, pregnancy tests and other form s of trash on his property daily. He witnesses people publicly urinating on a regular basis and he has been threatened that his property will be burnt to the ground. Mr. Sim ionides has attem pted to m eet with the owner of Ridgewood and has been told by the secretary that no one will ever get a m eeting with him . Leroy Lynch is concerned about the robberies in the Law Dept. and there are people that have lost their jobs. W e need to get these people back to work because they can’t wait another m onth after m onth. Bruce Brewer is the President of Vassar Park Neighborhood Association. He is pleased with the am ount of police support in the area but wants to have Council to have legislation to enforce the landlord to have control over their tenants. There have been no changes with all of the talking and this apartm ent causes m any problem with the entire area. Jonathan Morrero says the Ordinance on foreclosures is to help stop blight in the city. This will m ake the banks responsible for the tenants. He also thanked Norm a Mills for bringing this forth to create a change in the city. Bret Moore feels that it is a tragedy the way the Ridgewood Castle is now run. He has had a firm belief in the city governm ent and the police have shown m any tim es that they will respond when called. He would just like Council to do som ething about the property owner. Bruce Noram an lives at the rear of Ridgewood Castle Apartm ents and they have had several neighborhood m eetings and have tried to m eet with the owner without success. The adm inistration and Council need to apply pressure because the police continue to respond and other city departm ent heads have responded but this sess pool continues to spread. He is pleading with Council to m eet with the owner and explain that things m ust change. Pete Papcostas would support a Heritage Football Corridor but was here to discuss the opposition of changing 2 nd Street through 6 th Street NE from one way to two way. He does not see how this would benefit the city and after speaking to both residents and hom eowners, he has not found anyone in favor of this change. John Fisher has been a resident in the southwest end since 1991 and even pays higher taxes to live on a corner lot. They are changing the parking on Dartm outh SW to only be perm itted on one side of the street and he was already unable to park in front of his hom e and this will prevent him from parking on the side as well. He is worried that this will pit the neighbors against one another for the few available parking spaces and this is occurring because of a com plaint from one renter on the street. There has never been a vehicle or a pedestrian accident in this block and he feels that the people that have lived on this street for several years should have a say in which side the parking will be done on. If this parking change goes through, he would like to have all city residential streets evaluated for parking bans. Michelle Cunningham is concerned by the two group hom es within the sam e block on 12 th Street NW . There are four sexual predators living there unsupervised. She would like to understand the laws on how these can be opened in a residential area so close to schools. Debbie Young is also concerned about the group hom es. They people living there are not slight offenders, they are rapists and repeat offenders. She has heard that a third group hom e m ay be opened in the sam e block and while she has two sm all children, she feels this is too m uch in one area and needs addressed. Theodore Bischoff has been in his hom e for years and all of the neighbors try to m ake their houses nice. These rapists, robbers and thieves from the group hom e walk around without any type of supervision day and night. He feels the residents should have been notified prior to these opening because having them on his block has reduced his property value. Bill Griffith is a representative of the Canton Disc Golf Association and is concerned about the changes with the Park Com m ission. He has obtained over 400 signatures against the changes to the Park Board because he is sure it will affect the m aintenance of the park itself. He asks that another solution be found for the budget that can still m aintain the status of the park. Elizabeth Bowen is the Regional Director of Planned Parenthood and she is here to represent the 7,000 patients of the facility. This is one of the nations m ust trusted health care providers. W hile they do provide birth control, they also provide cervical and breast cancer screening, HIV testing and m uch needed patient education program s which could not continue without funding. Mervin Rininger has heard that there is a possibility of dissolving the Park Board and asks if anyone has concerned a park levy. Clerk Tim berlake and Mem bers of Council and the adm inistration sponsored about 75 passes for children to have unlim ited carnival rides during the event. He also discussed the changing of the one way streets to two way in an effort to stim ulate W ard 2. They have now agreed to a com prom ise of changing just 2 of the 4 streets originally proposed. Mem ber W est is also very proud of the persons in the deaf com m unity that stepped up and petitioned the state to get these services to rem ain in Canton. President Schulm an thanked Mem ber W est for all his work on the project with the deaf com m unity. Safety Director Ream will get with Mem ber W est on the street changes after m eeting with the Engineering Departm ent. He will also m eet with the Law Departm ent regarding a resolution for the parking situation on Dartm outh SW . He wanted all persons to know of that both he and the Police Chief are aware of the ongoing problem s at the Ridgewood Castle Apartm ents and that the city has com m itted a large am ount of resources over the years trying to com bat the growing issue. He does feel the frustration of the neighboring residents and stated that all city departm ent heads will continue to m ake this a m ore liveable area for these neighbors. Mem ber Cirelli asked if an Ordinance could be passed that says after so m any police calls to a particular hom e, that the owner would be fined. This particular landlord does not care about the tenants or the city so som ething m ust be done. Law Director Martuccio says that while this is a creative idea, you never want to discourage people from calling the police when necessary. There are all currently looking into som e changes with a possible public nuisance through the com bination of Code, Sanitation, the Police and other city departm ents but you cannot just displace 400 people from 200 apartm ents with no where for them to go. Mem ber Morris stated the police are now flooding his neighborhood and while he appreciates all the efforts, a city worker was still held up at gunpoint and a public school had to go on lockdown. W hile he feels the police are doing a great job, there are just too m any unrespectable to cuff them all. Director Ream says that since m ore beds will be opening at the Stark County jail, now som e of the m ore harden crim inals can be placed there and they can begin to concentrate on the gangs and street thugs. He looks forward to the days when there is m ore m oney to hire m ore officers. Mayor Healy thanked Council for the postponem ent of the Park Board Ordinance. This now puts the Board on a 90 day notice to com e up with a working plan. Law Director Martuccio hears the residents that are upset about the group hom es and he has m et with Mem ber Mack on this issue. Unfortunately, the state currently has preem pted the city in m any ways. They are doing research to find the way through the hom e rule laws by state. They are also reviewing saturation of predators in a particular area. Mem ber Mariol thanked Planned Parenthood for being in W ard 7 and for all they do for wom en’s rights. Mem ber Hawk is concerned about the group hom es in his neighborhood because just one person has purchased these hom es and has converted them just to m ake m oney. President Schulm an says after 40 years the United W ay has chosen not to fund Planned Parenthood and 6 out of 10 wom en use this as their prim ary care facility. He feels that the United W ay has caved to the intolerant m em bers of society and people need to rem em ber that it is a constitutional right for wom en to have an abortion and Planned Parenthood is not in the business of encouraging abortion but provides support and education when this choice is m ade. Mem ber W est has a m om ent of silence for two lives lost in the city this weekend. Mayor Healy says the fund drive for United W ay will kick off this week for city workers and the city will accept earm arks to any particular organization. Mem ber Dougherty asks who will be doing the Resolution for Planned Parenthood. President Schulm an responds that he will address that when the Resolution is done.
