(Note: President Schulman states the ORC Section as 715.04, but the correct Section is 715.014.) Is there anyone in the audience wishing to speak for or against this zoning ordinance? We have four speakers tonight. Our first is Jonathan Bailey. Mr. Bailey, as always welcome to Canton City Council. If you’ll give us your name and your residential address, please. JONATHAN BAILEY: My name’s Jonathan Bailey. I live at 830 Cherry Avenue. The main reason why I came down I already discussed with you, but while I was listening to your guys’ meeting over here earlier, you’re paying how much to mow the grass? BY UNIDENTIFIED VOICE: A lot. JONATHAN BAILEY: What was that again, the number you threw out? PRESIDENT SCHULMAN: It’s a lot. JONATHAN BAILEY: It’s a lot. So, these people ain’t mowing the grass and they’re not paying a fine, so why don’t you try something different. Go to a different direction and turn this liability into an asset, and have COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -536- MINUTES OF THE MEETING NOVEMBER 7, 2016 an appropriate shaming punishment. What you could do is you can use, what do you call them, public ser... uh, where people get sentenced to public service, they could do part of the work. Use goats. Goats will eat all that up and you can sell the milk and meat. That sounds funny, right? But it’d be a punishment too because you’d have these goats in your yard for not mowing your lawn. They wouldn’t cost you nothing. You would be turning a liability into an asset, and you could be making money instead of spending money. And people will get out and start mowing their lawns real quick if they start seeing you putting up snow fences and a couple stakes, and to some people making sure, just call them shepherds, for making sure they don’t wonder away. You start doing that, watch, the city will start getting really pretty real quick. Do that. It’d be a lot cheaper. Just an idea, and it is funny. (Applause) PRESIDENT SCHULMAN: Good job, Mr. Bailey. Thank you, Mr. Bailey. I hear you. That’s why we love public speaks when people have different ideas, and they’re... not... not all the intelligence resides up here, I can assure you. So our next speaker is Jim Adams. Mr. Adams, good evening to Canton City Council. If you’ll give us your name and your residential address, please. JIM ADAMS: I’m Jim Adams. I’m the Health Commissioner for the Canton City Health Department. I live at 3518 Crown Point Street NW in Massillon. Thank you for letting me take a couple of minutes to talk to you about our Health Department’s annual report. You received a communication at this meeting filing our annual report. I just want to take a couple of minutes to thank Council, both individually for the support you’ve given us in the community, and allowing us to go out into your community and serve the residents that you represent. We hope we do that well, and address the needs that you have for the people in your various wards and areas, and also City Council as a whole for appropriating funds for some of the support for our department. You currently appropriate almost two million dollars a year for our operation. Our total operation budget is almost seven million dollars a year, so for every dollar that you spend in public money we try to leverage almost three dollars in other funds that we receive through fees and per grants and contracts and things like that. So we really try to be good stewards of the money that you entrust us with and hope it goes to programming that you’re proud of and makes a difference in people’s lives. I’d also like to thank the community for their continued support for the oper... for our Health Department operations. Without them we wouldn’t be able to do the job that we’re able to do. What are we going to do in 2017? Let me just outline three areas that we’re gonna be working on. One is, I’ve talked about before, is we are going to apply for national public health accreditation, set a voluntary standards. We intend to subm... complete and submit that application early in 2017. We’re also going to continue our operations in kinda of a lean and mean fashion, so you know, we hear the message loud and clear there’s not a lot of general fund money to go around and we appreciate that and want to be able to try to provide the services... the best services we can for... the most efficient way possible. We are expanding and continuing to expand our reach into the... into the community through better collaborations with public health, aligning ourselves with planning prevention and clinical activities. A couple of examples is our infant mortality reduction project called Thrive. We’ve been able to bring in about a million and a half dollars this year, another million and a half dollars for Medicaid funding to help support that programming next year. Early next year we’ll be releasing a Community Health Improvement Plan that will contain specific goals and objectives that we think are suitable for the... for the city of Canton. So we thank you for continuing to allow us to be your public health department because to better we can... together we can prevent communicable disease, promote health, and protect the community from harm. So thank you very much. (Applause) PRESIDENT SCHULMAN: Thank you, Commissioner Adams. We’re very proud of you and what your organization does, and the work it does for our community. Our next speaker is Pete DiGiacomo. Mr. DiGiacomo, as always welcome to Canton City Council. If you’ll step forward and give us your name and your residential address. PETE DIGIACOMO: My name’s Pete DiGiacomo, 600 Dent Place SW, Canton, Ohio. Same place for 51 years. What I wanted to talk about was on 9th and Schroyer Avenue. I know there’s a group of skate boarders that have kind of adopted that area down there. For the folks that have never been down there, they’re doing a really good job. I live down there. That’s my neighborhood. I pass it every day. This past weekend I know they were in there building some type of loop or something to that effect. But it looks... they keep it clean. It looks nice. I don’t see weeds and emp... you know, broken glass, bottles, cans and stuff like that, but I’m just giving them... I don’t know all the... I don’t know any of them, but I’m just giving them an attaboy. They did a good job. That’s all. PRESIDENT SCHULMAN: Alright, thank you. (Applause) And our last speaker is Henry Preston. Mr. Preston, as always good evening, welcome to Canton City Council. If you’ll give us though for the record your name and your residential address, please. HENRY PRESTON: Good evening. My name is Henry Preston. I live at 326 31st St NW, also known as Market Heights, also known as part of Mr. Councilman Morris’ 9th ward. Uh, here to address Councilman Smuckler, his comments last week addressed to me. I thought they were a bit disingenuous. Maybe they were not, maybe I read you wrong, I don’t know. But I looked at my transcript and I saw I did not really say what I meant to say, and I... I apologize to Councilman Morris and Councilman Fisher. The City, when they fund things they do what’s called fund accounting. What it does is they take money out of the general fund from taxpayers, taxpayers put it in, and they fund fire department, police department, and they chose to fund the Chamber of Commerce, which is all fine and dandy. I... I thought Councilman Morris was disrespected of not being able to bring it to the floor, what I wanted to say was during that vote on Ordinance 14. That’s what I was talking about, that Councilman Fisher and Councilman Morris voted no. And I think the reason I’m kind of speaking about this a little strongly is because in the last 90 days I’ve called the police department and they’ve responded. Three times I got a report. I think that’s outstanding. I’ve never ever had that happen before, so I think the police department deserves some funding and I’d like to keep it that way. Sometimes... one time I called, the police were there in five minutes. It doesn’t get any better than that. Councilman Morris has done a lot in his neighborhood over there on 19th Street. I remember when he was a rookie here, and he came up with the Shot Spotter. I thought that was very commendable. Nobody else had any effective way of addressing the shooting. I’m sure it wore on his mind every night that he heard gun shots like Forth Worth, Texas at the turn of the century, Dodge City, Kansas. I’m sure he got tired of that, and I think he... I think he should have had a little more respect, at least to be able to discuss it. Thank you very much. PRESIDENT SCHULMAN: Thank you, sir, very much. An Informal Resolution respectfully submitted by Council-as-a-Whole on this the 7th day November, 2016. Whereas, Doug Lewis became a Firefighter/Paramedic on March 8th, 1993. Doug is has been a captain since January 16th, 2001 on the 2nd Battalion, operating out of Fire Station #7; and Whereas, on June 27, 2016, Captain Lewis responded to a structure fire with the Fire Station #7 crew at a residence located at 1515 Parkhill Pl NE. Upon entering the house, Captain Lewis went upstairs locating 3 adults and a child who were all asleep and led them out of the burning dwelling; and Whereas, if it were not for the heroic efforts in public safety and firefighting displayed by Captain Lewis, the residents of that house would have probably perished. Now, Therefore Be It Resolved that we, the Members of Canton City Council, do hereby go on public record commending and honoring the 2016 CANTON FIREFIGHTER/PARAMEDIC OF THE YEAR, CAPTAIN DOUG LEWIS for his dedication, loyalty and for ensuring the safety of the citizens of Canton. Her teacher is Conrad Keim, and Whereas, in her essay, Kayleigh stresses the importance of checking Smoke Detectors by using a calendar to set 6 month reminders to change the batteries. Just so... for point of record, Member Dougherty was the Chairman of Public Property Capital Improvement, worked well with the police department and brought Shot Spotter to program into the city of Canton. I’ve been a huge supporter of it. Even when we were looking at budget cuts this year, we fought to make sure that we kept it there. As for the increase in patrols and the wonderful service you’re getting up in your area, that is a compliment to yourself and your neighbors. Squeaky wheel gets the grease. We’ve had a lot of complaints up in that area. We’ve had numerous meetings with the police department about increasing the patrols in that area. And because of your due diligence and your neighbors of constantly being on the phone and calling and reporting, you’ve gotten what you wanted. You’re getting increased patrol, so you guys get all the credit for that one so, thank you.
