Before we begin our meeting, we have a number of very sad deaths in the last two days, and I’d like Member Smuckler to tell you who passed and have a moment of silence. MEMBER SMUCKLER: For those of you that are not aware, this has been a horrific last couple days for deaths. Joe Martuccio’s father died; Craig Massey, a former Councilman, his mother passed away; Roger Zachary, who has been a fixture in this Council Chamber, his wife passed away; Jane Vignos, who was a former County Commissioner and Recorder, two of her sons passed away; and...Chris, am I missing anybody? MEMBER WEST: Ms. Tina Schumacher, who used to always come down here from Canton Towers, she also passed away this past evening. MEMBER SMITH: I think you’ve got ‘em all. MEMBER SMUCKLER: And...I would ask the Council President for all this horrific sadness in this community, that we have a moment of silence and please pray in your own way, to help these people get through these very difficult times, the last forty-eight hours. Our first is our friend, Patricia Kirk. If you’ll step forward. Good evening, welcome as always. If you’ll give us your name and your residential address please. PATRICIA KIRK: Thank you very much. It’s good to be here. Can you hear me? Okay. PRESIDENT SCHULMAN: ...But I do need your name. PATRICIA KIRK: Yeah. My name is Patricia Kirk and I live at 131 5th St. NE. President of Downtown Central Neighborhood Association and a member of the Canton Tree Commission. I would like to say that on November 1st, when there was the Mayor’s Safety Meeting downtown, it was a very good idea. It was very good and particularly because local people were involved and they gave their opinions and their certain perspective on problems that nobody else can give. I think we need more of this. We may be having more of this and I’m just not aware of it. Also, as I noticed in the Caucus Meeting, when we’re talking about money, what’s the first thing we don’t talk about? Nature. What’s the first thing we put on the side? Nature. What is the thing that gives us more? Nature. I have an idea on improving the downtown area. As you know, atmosphere does affect the people and attracts businesses. Do you know what Silva, S-I-L-V-A, cells are? Our Engineer does. They are basically...they support the weight of a truck, but they provide room for tree roots to grow. Trees do not die when you use this. Also, they...a company comes down to the city to show the city how to install them and train them so that they don’t have to hire other people out. They can do it themselves next time. We always think about them alongside roads and sidewalks, you don’t get the bumps in the sidewalks type of thing. What about using them in Kresge Lot? To my mind, I don’t know, it would be cheaper because there would not be the concrete that we would have to avoid. They would still be strong, they would still provide room, and we need trees so bad. I know you’re not aware of this, but we still have kids COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -555- MINUTES OF THE MEETING NOVEMBER 14, 2016 that are excited to see a small tree, because they’ve never seen those trees before. We have, in one building downtown, two hundred people. There are some people, er...some cities that don’t have that in the entire city. We need nature because it calms, it soothes, it reduces crime, it helps the health. I want you to think about this, it is a possibility, we should look into this. Thank you very much. Our next and last speaker is Pete DiGiacomo. Mr. DiGiacomo, as always, welcome to Canton City Council. It’s good to see you. If you’ll give us your name and your residential address, please. PETE DIGIACOMO: My name is Pete DiGiacomo. I live at 600 Dent Place SW, Canton, Ohio. I brought this up a couple years ago...down on, below 9th and Schroyer SW, there’s an RV dump station. This past weekend, and I...the only reason why I bring this up, so...is I live down there, I see it weekly. There were four motor homes, what they call the diesel pushers, the big ones, dumping their...what they call their waste water and their gray water. PRESIDENT SCHULMAN: Where is this? PETE DIGIACOMO: See, how many people...just...like this...do you know about the waste water...okay. It’s on Schroyer Avenue, south of 9th St. SW. There’s one, two, three ball fields down there. But it’s where people bring their RV’s down to dump their waste water, their sewage water...and, the city of Canton pays to have it cleansed, cleaned, and distributed back into the river, where it goes. In times where, I don’t know how much money you would save, if you would save anything at all, but I would think you would save something because the motor homes carry, I don’t know how many gallons each one brings in there, but they bring in enough. Last year, and I haven’t seen any since last year, tour buses were going in there and dumping. But like I said, I have not seen the tour buses this year, but again, the motor homes that are going in there, I don’t know what they carry, how much, what they call the gray water, the waste water, but that goes into out sewage system and we pay for it. Doesn’t seem quite right. Someone’s driving a million dollar motor home, or whatever, and it’s free. Thank you. PRESIDENT SCHULMAN: Thank you as always, Mr. DiGiacomo. PRESIDENT SCHULMAN: Yes, sir. COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -563- MINUTES OF THE MEETING NOVEMBER 14, 2016 MEMBER SMUCKLER: Myself and Councilman Dougherty spent two and a half hours down at Habitat on Saturday and first, I’d like to read you statement from Habitat. “While funding is vital for us to continue our home building mission, we find it equally important that our partnership does not simply exist because we are the only vehicles you have to utilize these funds (meaning the home funds), but you are educated advocates in our partnership as well.” And I can say now that I am an educated advocate for the partnership that we go along with, with Habitat for Humanity. I have never seen an operation that well run. She told me that her failure rate is 2%. That 98% of the people that they fund, pay the money back. There’s a key word there, “pay the money back.” These are not hand-outs, these are not grants. The people that go there are schooled in how to fix problems. I told her I needed to come down to that class, to fix your house because all I do is pick up the phone. The financial arm of this is well run and we need to be a partnership with this group. And last, but certainly not least, Councilman Dougherty, as always, has done a wonderful job with this group...of evaluating every last house in his ward...every house. I saw the map, I saw it hanging there and I saw what goes into what they’re doing. I am telling you that one Monday night, Mr. Majority Leader, I think we need to go down there because this is something you have to see to believe. We should meet down there at 5:00, 5:30, whatever the case is, and have them take Council as a tour down there. I whole-heartedly believe in what they’re doing and that everybody that wants it, deserves an owner occupied home. Thank you. PRESIDENT SCHULMAN: Thank you Member Smuckler. Very well said. Mayor. MAYOR BERNABEI: Mr. President. On behalf of the Administration, I want to indicate our whole-hearted support also, for Habitat. They do a tremendous job with regard to everything since I’ve been the Mayor. I’ve got the opportunity to attend two of their dedication celebrations, and again that is an event worth attending and there is, as a matter of fact, a celebration...a dedication celebration tomorrow night at 6:30 p.m. at the Timken Company. They are dedicating seven new houses, seven new families, six of which are in the city of Canton, so again, that’s a heart warming...heart warming event to attend, and again, I fully support Habitat and everything that they do for us. MEMBER WEST: Yes, about two or three years ago, we partnered with Habitat and it put over two million dollars in the Northeast side of town. Made a major transformation in the Northeast side of town, and they do do wonderful work. I have nothing but praise to say, and I know Fisher, myself, and Mariol went through a few years ago and yes, they do have a fantastic operation there. So, I have nothing but respect for them.
