We have no Public Hearings tonight. OLD BUSINESS PRESIDENT SCHULMAN: We have... similarly, we have no Old Business. PUBLIC SPEAKS PRESIDENT SCHULMAN: Turn to Public Speaks. We do have three speakers signed up this evening. All of them fascinating and interesting and smart. Our first is Reverend Walter Moss. Reverend, good evening, welcome again as always. WALTER MOSS: Good evening. PRESIDENT SCHULMAN: But if you’ll give us your name and your residential address, please. WALTER MOSS: Yeah, Pastor Walter Moss, 1601 Harvard Avenue NW, Canton, Ohio. I come this evening to just share a little bit about our CIRV Project. There was an article in The Repository on Saturday, the 19th, that highlighted a study that was done at Walsh University and Kent State, and at CIRV we were also a part of that project. Matter of fact it was two years that we did the survey, but I wanted to make sure that the Council knew that we had citizens throughout the City who walked with the young people from the colleges that went throughout the northeast neighborhood. And those people volunteered their time, and so I wanted to... uh, to recognize that there were citizens also involved in that project. It also mentioned in the article that there was a reduction of crime, which is true. And also I wanted to announce that on Thursday, December the 1st, at 3:00 the CIRV Project will have a formal call-in at Common Pleas Court, and on Friday, December the 2nd, from 10:00 to 12:00 noon we’re having an informal call-in right here at Canton City Council Chambers with women who are on parole or probation, and both of those call-ins target gang violence, gun violence, people who might be connected with folks who are in the gangs. And so I believe that with the project collaborating with all the agencies, police agencies throughout Stark County, and specifically right here in Canton, that we’ve definitely seen a reduction in crime, and we’ve also seen a reduction in what we call the gang group, that activity amongst themselves. And so the one reason why we are doing the call-in is because we want to remind them that, you know, if they use a gun that law enforcement will do their thing, and that community... uh, we want to see all the violence stop, and so this is part of our prevention piece, and so that’s why we’re doing a call-in on December 1st, and the informal call-in on December 2nd. If you’ll step forward and give us your name and your residential address, please. PATRICIA KIRK: Yes, thank you. My name is Patricia Kirk. I live at 131 5th Street NE, and you had asked for... you had asked for information about silver cells. Silver cells are long underground structures that give places for roots of trees to live, and they deal with pollution and they deal with storm water at the same time. And no, they’re not cheap. I mean it’s good, but it’s not cheap. DAVID MORGAN: David Morgan, I live at 922 27th Street NE in Canton, and I’m here tonight to offer you an invitation before we all have to register our particular faith, to attend the annual Thanksgiving service for the Canton area. This is I believe the 35th annual occasion where Christians and people of the Jewish faith and Muslims, and people of the Baha’i’ faith and Unitarians and people who generally have a certain degree of faith in this nation we call America, gather to give thanks in different songs, in different tongues, in different ways together as citizens of this great Republic. We give thanks to that which we believe is above us and part of us and through us all as a creative entity, a divine presence, a nation spirt. So I would invite you all to come and join with us tomorrow night at 7:00 at Trinity United Church of Christ, it’s on Blackburn out at Five Points, and enjoy the time together with our neighbors, the fellowship with those who are different and yet the same. MISCELLANEOUS BUSINESS PRESIDENT SCHULMAN: Turning now to Miscellaneous Business. Is there any? I would just before you... I would just recommend that, you know, we take a long close look at our relationships here and make sure that we are not on the short side of the stick as usual. I... I know this is a great opportunity for this City. We’ve spent a lot of time working on it. I know the Mayor and his Administration have, and the people themselves have spent hours and hours putting this together. But we still must be mindful that the City itself needs help, and we  COUNCIL PROCEEDINGS JOURNAL 102 JOURNAL PAGE -581- MINUTES OF THE MEETING NOVEMBER 21, 2016 should share in the rewards of... of this enterprise. And so we... and we’ve been told, and we’ve made it very clear that we need to make sure that the City itself is taken care of as well as this beautiful edifice that they plan on putting in. So I think we have to be ever mindful of that, and I know the Mayor and his Administration, particularly Mr. Williams, is, but it’s... it’s not fair to our people if we don’t expand this to include the center city, cause that is really an important part of this enterprise, and it’s not fair if we don’t help our people. So with that, any other remarks? BY UNIDENTIFIED VOICE: Yeah, oooh. PRESIDENT SCHULMAN: Yes. SERVICE DIRECTOR BARTOS: I just wanted to announce a bit of good news. Uh, we had... the Mayor and I had a great meeting earlier today, and we can officially say that Light Up Downtown, which is I believe December the 1st, will be the grand opening, or grand re-opening of the downtown ice rink. That’s in partnership with the city of Canton, the SID, the Special Improvement District, the Canton Parks, Canton Rec. Um, other players, Coon Restoration, Steve Coon, Tom Schervish, Jr. has been integral with... with his knowledge of ice rink operations. Uh, and just a ton of people have come together to make this possible and make this happen, so... Also Arcade Coneys is gonna be playing a role in helping rent out the skates and being involved. So we really appreciate everybody’s efforts to make this happen, but it’s been a long time coming, and we’ll finally have ice skating downtown again, so that’s all good news. (Applause) MEMBER DOUGHERTY: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER DOUGHERTY: Yeah, are you gonna be the first skater? (Laughter) SERVICE DIRECTOR BARTOS: Mr. Chairman, yes I will and yes indeed. PRESIDENT SCHULMAN: Well, I hope that ice is really packed tight. (Laughter) Any, uh... SERVICE DIRECTOR BARTOS: They have to send me out there to test it to make sure it’s safe for everybody else. PRESIDENT SCHULMAN: Any... any other comments? Leader. MEMBER MORRIS: Yeah, just to chime in on the TDD. Um, it was almost a year ago on Christmas Eve and Christmas Day, Deputy Mayor Williams remembers this as well as our local Building Trades. Law Director, be very mindful that IRG will... they’re in business to make money, and please do your due diligence to protect us. I’m not very trusting of them. Cost us some time on our holiday last year because they pulled some legislation out, wordage, so just a reminder, not trusting. Uh, also everybody have a nice safe Thanksgiving.
