I want to make sure I’m... Georgiann Milan? Okay. She’s not here. Uh, Eric Resnick? Mr. Resnick, as always, welcome to Canton City Council. If you’ll step forward and give us your name and your local address. ERIC RESNICK: Thank you, Mr. President. Eric Resnick, 1828 Grace Avenue NE. Mr. President, Members of Council, and especially the new members, Mr. Chester and Mr. Hall, who is my new Councilman. And... and welcome. Um, Members, I was very pleased that many of you took issue in committee with the idea of the... the tourism development district including a provision that would allow sales tax to be charged on Canton City School District events. Um, and I... and I’d like to speak to that. Um, I am a member of the Canton City Schools Board of Education, and I have to disclaim this by saying that the Board of Education has taken no action on this, but individual members have had conversations about it, and there is a lot of concern. Um, this is, from my perspective, a double burden on the Canton City School District family, and I would also argue the Plain Local School District family. You know, the... the Hall of Fame Village is in part financed by tax increment financing, a TIF, and it’s a pretty substantial TIF. It’s a thirty year TIF that the financial... the financial equivalent value versus the same development with no TIF. The loss to the Canton City School District alone is the equivalent of a 5.8 mill levy over thirty years. I was not on the school board when that was passed, but it was approved by the school board, and it was approved by City Council. But that’s a lot of money, and it’s a burden on the Canton City School District and also Plain Local School District, who has a stake in it. So this tax, which as I was sitting listening to the conversation, the thought that I had, well, it might not just be football either, because the Memorial Field House and the Natatorium are also inside that district. And none of it’s acceptable, Members, and I... again, I appreciate your raising the concern, and I would... would implore you that you go forward with this... with this tourism development district without any tax or any penalty to either of the school districts because it’s a burden on our families and it’s the right thing to do. And I thank you. PRESIDENT SCHULMAN: Thank you very much, Mr. Resnick. Appreciate it. (Applause) Our next speaker is James Parker. Oh, Mr. Parker, you are here. I didn’t see you. If you’ll step forward, give us your name, as ususal, and your residential address, and welcome and happy new year to you and your family. JAMES PARKER: Thank you, and the same to you, President Schulman. Best wishes and happy new year’s to everyone here. James Parker, 630 Penny Street SE, North Canton. Concerning the development of what’s called Market Square, in the words of poet, Andrew Marvel, “how vainly men themselves amaze,” or in the words of the poet, Robert Burns, “The man of independent mind, he looks and laughs at all that, and a man’s a man for that and all that.” What is Canton’s mission statement or vision? It’s hard to find on www.cantonohio.gov. Something about self image and history. What is the Pro Football’s Hall of Fame mission statement? It’s clear on their website. Take a page from their play book. Honor the heros of the game, preserve it’s history, promote it’s values and celebrate excellence everywhere. Does this fit the criteria for Market Square? Does it complement one another? Or is it the world’s largest OJ squeezer meets a giant steel banana? Does spindly and extravagant come to mind? What about the lightning rod effect, potentiated by a mist of water inside it? And what happens if lightning strikes? Whamo, super charged lawsuits. LED light beams? Ooh, wow! High tech? Not! What happened to the CZB plan that you all approved of and voted on? That the Renkert Building should be the directional valet, the North Star, not the Kresge lot. I’ll tell you, they’re playing chess at the Hall of Fame and you’re playing checkers with a Yahtzee guidebook. No one told these architects when they designed this to try and incorporate the Renkert Building and Market Square together like a Shinto wedding. But that’s exactly what the plan calls for. The CZB plan quotes Renkert to be the North Star, the directional valet. Plan your work and work your plan. It’s not polymorphic. I think what we have here is a failure to communicate. Where’s the edginess, the attitude? I feel that’s one COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -24- MINUTES OF THE MEETING JANUARY 23, 2017 thing your architecla... architectural elements lack, that and one major component, a true folk hero. In this regard, the legend, Jim Thorpe. How about a Jim Thorpe plaza? Or a statue? At least at the north central plaza. How about working off the already ten story Renkert Building? Video projection, video imaging could easily outdo the fourteen stories with far less cost and LED lights. It could be a real show stopper. Project onto the Renkert Building, the north and west sides. On the north side, the 1958 Colts-Giants game, sudden death, the greatest game ever played. And on the north wall, that, and then over the loud speakers instead of this elevator music, how about the 1958 Colts-Packers game or Hall of Fame enshrinees’ speeches. You could switch games. But, at least have that as a mantel piece. Thank you. PRESIDENT SCHULMAN: Thank you very much, as always. (Applause) And you’re always interesting and inspiring, and I appreciate your being here. Thank you. JAMES PARKER: My pleasure. PRESIDENT SCHULMAN: Our... our next and last speaker is C. David Morgan, Reverend Morgan. Good evening, welcome, as always. REVEREND MORGAN: Thank you, Mr. President. C. David Morgan, 922 27th Street NE, Canton. I’m here tonight because you’re talking about a planner, and you’re talking about plans, and tax breaks, and fee increases, and God knows what all else, and all supposedly to upbuild the core of our city. We hear a lot about downtown, but we’re really talking about the core of our city, the core of our city which is in fact the Canton City School District where two thirds of the households have no one under eighteen living in them. Two thirds of the households have no one under eighteen living in them. And we’re talking more and more about housing for young professionals who are singles and maybe couples, but certainly without children, housing for the elderly, halfway housing and supportive housing. I don’t hear a lot of talk about developing housing on an affordable scale for middle class families with children. I don’t hear much talk about dragging the Canton City School Board and Administration kicking and screaming into an understanding that we’re planning for the city, and that includes the school district, and that if we don’t have students, we don’t need a school district. And we better take this seriously because we’re getting to the point now that the taxes and the fees are basically being paid by people whose income is flat and marginal and one third of whom live below the poverty level. This is not a recipe for success in terms of funding our schools. It may work really well to bring high income people into the city for the income tax for the city, but if we don’t have a good school system, we’re gonna play hell attracting families and the next generation of Cantonians. So I beg you, please, include this in your plans, make it part of your priorities, work with your planner, and do your parts to enhance the way we develop our core to include families with children. West was born in Beaver Falls, PA, moved to Ohio to attend Mount Union College for Business Administration and took up residency in Stark County. Finding his purpose in life, to serve others, Thomas returned to school to receive his Bachelors and Masters in Social Worker Administration, became a master of his craft, and was published in collaboration with Dr. Hewitt Rusty Clark, from the University of Southern California, on Transition to Adulthood; and Whereas, in 2004, Thomas was elected to Canton City Council and served 7 terms, representing Ward 2. He has served on many committees and chaired the Grants & Development, Judiciary, Annexation, and Downtown Development Committees. He has sponsored and co-sponsored numerous legislation including Canton Amnesty Week, Roadside Memorials, and the Dumpster Legislation requiring landlords and tenants to purchase a dumpster in the event of evictions and moving. Thomas, along with Council Member Mack spoke before the legislative authority and local municipalities in support of the city’s Downtown Outdoor Refreshment Area; and Whereas, his civic experiences have included serving on numerous boards, such as The Child & Adolescent Service Center, Community Services of Stark County, Greater Stark Co. Martin Luther King Jr. Commission, Stark Co. Minority Business Assoc., Special Improvement District and the Market Square Committee. Thomas served as an instructor for the University of Akron in the Social Work Department and is currently an adjunct professor there and at Case Western Reserve for students needing internships; and Whereas, Thomas is a member of Deliverance Christian Church Ministries, and the apple of his eye is his lovely wife Lisa, who is also a social worker for the elderly, and his teenage children, Telia and Thomas West; and Whereas, Thomas E. West has served 13 years in the political arena and more than three decades of social service expertise, from birth to death, in a menu of disciplines, and is currently serving as Ohio House Representative for the 49th District. Thomas is a true public servant. Now therefore be it resolved that we, the Members of Canton City Council, do hereby go on record honoring Councilman Thomas E. West for his achievements as Councilman for the citizens of Ward 2 and his many years of public service. Thank you, Thomas. MEMBER SMITH: And we look forward to all the good things and all the money that you’re gonna give back to us. (Laughter) Mr. West. THOMAS WEST: Show me the money, huh. First of all let me thank you all for this plaque and this proclamation. Thank you, Jill and Chris, and all of you who put this together. I really appreciate it. Thirteen years sitting at this... at the table, at the circle, the horseshoe, and I have to say I enjoyed every moment of it. I enjoyed every moment of serving Ward 2 and the city of Canton. From the day taking the seat when the Kresge Building came down, to building downtown, to improving our roads, to improving the citizens... issues that the citizens brought to me... to my table. You know, I... I enjoyed every call, even the first call when someone asked me for five dollars. (Laughter) They said I... I voted for you, I need five dollars. But I tell you what, every call that you get, and you’re able to satisfy that call, I enjoyed every moment of it. And every person that came up here with a complaint, some of them more harsh than others, but I enjoyed every one of them because we were here on behalf of the citizens. And as I step down from that seat, even though now I’m a state legislator, I’m still an individual. Even as a state legislator, when I step down I’m still an individual. I’m affected by the same laws that we do here at this horseshoe and that we do at the State. And we need to make certain that we understand that, and we always keep that forefront. Nate, I know that you will serve us proud in Ward 2. You have a good heart, a good family, and you’ve done stuff in our community. I know you’ll continue to do that. Kevin Hall, I know you will do ha... do the same, bringing business and helping people get to the next level. I really appreciate you guys stepping up to serve, and each and every one of you. Community, you have good leaders here. Embrace them, support them, and believe me, they are working on your best behalf. Market Square... when we first started, Market Square, we were just... Dave Dougherty, we were just talking about putting up a flag pole. Now nine million dollars later... I’m dead serious, when we named it Market Square, am I wrong? We talked about just putting up a flag pole and a bench. Now they’re talking nine million dollars worth of work to bring people to downtown Canton to help businesses flourish. That’s good work. These people here gotta make those decisions on our behalf, partnering with the State to bring money back. So, let me thank you once again, and I’ll shut up. And I also gotta thank my wife, Lisa. Lisa, please stand. (Applause) Some of you guys would never know I was married because she wasn’t down here, but you know what? She raised my children, Talia and Thomas, my eighth gr... Thomas, stand. Alright. (Applause) Somebody mentioned that there ain’t kids in this community. I live in the heart of downtown. My son is fourteen years old. He’ll be in high school next year. He’ll be going... hopefully he’ll be going to early college, right? And he plays football for McKinley. And I’m proud of him. He just started working too at Napoli’s. I’ll collect rent next week. But I... I say that to the... to you, we have families in downtown Canton in Ward 2. More and more people live down. His kids are here. Your kids are here, right? Where’s his kids at? See them little kids right there. Those are kids growing up in Ward 2. There’s a lot of children in this community. Just keep advocating on behalf of them. Thank you. Whereas, Julie Sparks, lifelong resident of Canton, worked at JR Coleman Outreach Services from 2000 to 2015. Julie also served as the Community Economic Development Director from 2008 to 2015. She accepted the responsibility of Manager for the Mahoning Road Corridor Infrastructure and Streetscape Project. She was the frontline communicator for all the business owners on the corridor, and held annual business luncheons to communicate the progress of the project; and Whereas, Julie has been committed and dedicated to the City of Canton, especially Ward 6, by serving as President of NEAR Neighborhood Association, coordinating numerous demolitions, and greatly contributing to the renaissance of the neighborhood; and Whereas, for the first time in history a project this size was built from the grass roots up; not government down. Julie worked closely with several administrations and Ward 6 Councilman David Dougherty to drive home this Community Economic Development Project, while helping to raise over 20 million dollars; and Whereas, Julie’s work on the Mahoning Road Corridor Project also influenced the 12th St. and Walnut Ave. infrastructure projects. She was the driving force for the construction of the Mercy Medical Center Clinic at St. Paul’s Square and the Wellness Village at Midway. Now therefore be it resolved, that we, the Members of Canton City Council, do hereby go on public record recognizing Julie Sparks for her dedication to the city of Canton. Your invaluable contributions and your cherished vision for our community is greatly appreciated. Thank you, Julie, for making our city a better place in which to live, work and play. CLERK DOUGHERTY: Julie, congratulations. You worked real hard on this project. I gave her some advice, some of it she took, some of it she didn’t. But, I always told her, you know, just... uh, you know, those who are best organized are best served. And if... it’s amazing what you can get accomplished when you don’t care who gets the credit. So, she did a great job, very committed, made me look good each and every day. I came to visit her one time, she’ll remember, and I walked in and first thing she said was, “what’s wrong?” And I said what’s... no, nothing’s wrong. She said, “oh, thank goodness.” I said... uh, just talked to her a few minutes and then on my way out I turned around and told her hey, it’s okay to pat yourself on the back every now and then, don’t worry about it, cause we had a roller coaster ride, that’s for sure. So Julie, thank you Member Morris, for letting me present this tonight. Appreciate it. Thank you. JULIE SPARKS: Thank you. (Applause) I appreciate it. Every time I’ve had the opportunity to come up here and talk with you guys, I have tried very sincerely to tell you how much I respect and value the work that you do, and recognize that’s it hard work, and sometimes thankless work. So I just want to continue to make that point and tell you that I have nothing but respect for you in your roles. Um, it’s been a privilege to be a Cantonian all these decades. It was a special privilege to be able to work in the neighborhood I grew up in, I was third generation, and then to watch that happen. And I was thinking about this just a little bit, and there were a lot... there are a lot of good things that are coming out of this project. And I looked on The Repository cause I remembered very clearly one winter day where above the fold there was this big picture, and it was David, me and Kirt Conrad from SARTA. On the 10th of... or in December of 2010, we had been awarded fifteen million dollars toward the project. That’s a nice chunk of change, right? So, that was a big deal for us even though we had thirteen different sources. Anyway, so then on January of 2012, the front page picture is us not smiling. Thirteen million of that had been recalled to the State. But regardless of that, if you drive down Mahoning Road, it looks darn good. So, that’s what you guys bring. That’s what we had the privilege to bring, so that tenacity is the lesson for us, and you just cross the administrations and keep going. So, thank you very much for your acknowledgment. Peace. PRESIDENT SCHULMAN: Yes, Member Smuckler. MEMBER SMUCKLER: I’d like to call everybody’s attention to Communication #30, and I think this is important. Um, in 2014 we loaned out two million dollars on a ten year loan. The money has been paid back in full three years later. (Applause) The important thing is, is yes, he paid another year’s interest cause he let it go another month, and the money can’t be used to Hercules now till April 29th, is that it? But, he’s been the cog in redevelopment of downtown, and I... this was stated time and time again when he was here, and I think that is an indication of what’s going on at the Onesto, what’s going on at Bliss Tower, and I think Mr. Coon COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -38- MINUTES OF THE MEETING JANUARY 23, 2017 deserves all the credit in the world for paying this back in three years on a ten year loan. Thank you. (Applause) MEMBER MARIOL: Mr. President. PRESIDENT SCHULMAN: Thank you, Member Smuckler. Yes, Member Mariol. MEMBER MARIOL: I’d like to kinda piggyback on Member Smuckler. Um, when the Onesto development came to City Council there was some, and most of us heard this, that said downtown Canton living, that this type of development would not be successful. And this has proven to be such a success that, as Member Smuckler said, he paid it back early. Uh, the Bliss Tower now is under development, and we’re looking at the Hercules, and hopefully many more of these projects coming. So, downtown development has worked around the country in cities, it can work in Canton, and it is working in Canton, and we need to continue to look at these projects, continue to invest in these projects. Um, this is part of the city re-establishing itself as a... as a real leader in northeast Ohio. So I’m really excited about this, and I’m excited for the new projects to come down the pipeline. Thank you. PRESIDENT SCHULMAN: Thank you, Chairman. MEMBER HAWK: Mr. President. PRESIDENT SCHULMAN: Anyone else? MEMBER HAWK: Mr. President. PRESIDENT SCHULMAN: Yes, Member Hawk. MEMBER HAWK: I think that this is... proves that Council used very good judgment when they decided to make this loan. I mean, put forth some stipulations that weren’t put forth before. We asked for a personal guarantee, which we got, and shows you that when everybody works together and does the right thing, money reinvested in downtown Canton does work and does work well. And I think there’s one other person you need to look at and thank in this downtown, is our own President Schulman who invested quite a bit of money keeping his own law offices downtown by renovating a very historic building, the Carnegie Building, the Carnegie Library Building. These are the kind of things that make our city grow. They could have fled and gone somewhere else, but they chose to stay here with us. I’ve been downtown a long time. I’ve watched it grow. It’s on the right... it’s going in the right direction. It was ignored for a period of time. It was left on the back burner. But now we’ve put it forward again, and I think this is a great asset to our city and our community. I thank everybody for participating in it and voting for it. Thank you. MEMBER MORRIS: Uh, Mr. President, first off I’d like to thank Mr. Resnick from Canton City Schools for bringing up the point about the Field House and the Natatorium. Law Director, I would... I would like an answer as soon as possible whether the school system is going to be exempt from this, and if by chance they are not, I would like an amendment to this legislation that clearly states that any school system that has children that live within the city of Canton are exempt from these taxes for any athletic or function within the school system’s property in this district. So meaning whether it be a swim meet, a basketball game, or a football game that our students, their families, our teachers, and the people in this community that support our schools are not COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -39- MINUTES OF THE MEETING JANUARY 23, 2017 paying an admissions tax, they’re not paying a parking tax, and we don’t have to worry about a two percent tax on anything that the families in this community, who are going there to support their children, pay.
