We have no Old Business this evening. PUBLIC SPEAKS PRESIDENT SCHULMAN: We are now under Public Speaks. We have three speakers this evening. Our first is Patricia Kirk. Ms. Kirk, as always, welcome to Canton City Council. Please step forward and give us your name and your residential address. PATRICIA KIRK: Hello, my name is Patricia Kirk. I live at 131 5th St. NE, for the past twenty-one years, and I’m going to start some pictures at this end and you can pass them around. My main point is that the Kresge Lot, or Market Square, the plans that were in Sunday’s Canton Repository, is not what Canton...the central part of Canton, needs. A fountain...a circular fountain on the end of a fire escape tower is not going to do anything for the city. The paper made the plot look big, but it’s about the size of a tiny little postage stamp and part of it is taken up for the parking lot of Marie Byington’s Arcadia Grill. This is the only, only ground, only piece of ground that the city of Canton has, so what are we going to do? Destroy it. We don’t have anything for the children in the city of Canton...oops...for the city of Canton. And you know how I know this? I live there. And you know what I see? I see parents and grandparents try to find a place for their kids to play and they can’t find one. So they settle for the gorilla, the blue gorilla or the yellow duck, which is made in the city of Canton, but that’s the only thing the kids can find to climb on. There’s nothing else there. So what are we doing to do? Wipe it all out and put a tower there with a fountain on it that the kids can do nothing with. One time...I’m president of Downtown Central Neighborhood Association, and we have put thousands of dollars into that little postage stamp. It doesn’t even have topsoil, but we’ve put walls, we’ve had landscaping, we’ve had planting there. I turn out voluntarily, when I can, to weed. We’re the only ones that do anything there. The city doesn’t do anything. The city does mow, I thank them for that, but that’s it. And that’s all the ground we have. Let’s not destroy this. When you said, “Okay, let’s put a fountain there.” What’s that going to do for the city of Canton. People are not going to say, “Let’s stop by Canton, and I hear they have a fountain on the end of a tower there, we’ve got to see this.” No, they will see the art, they will see what they have for kids, they will see what people locally have done. Please use your decision making ability to stop this before it becomes a mistake. First, see if the Football Hall of Fame thing is successful, where they are already putting something up, then make plans, but do not take away our only piece of ground. Thank you very much. If you’ll step forward and give us your name and your residential address, please. PETE DIGIACOMO: My name is Pete DiGiacomo, 600 Dent Place SW, Canton, Ohio. I’m going to speak on number eleven, here, where there’s going to be a vote about the Pioneer Trail that’s going to run up behind Malone, um...College, there. Turn your phone off, please. (Inaudible). PRESIDENT SCHULMAN: We got it. PETE DIGIACOMO: Oh...oh...okay. Put my seconds back on. (Laughter). Okay. Anyhow, I’ve already kind of spoke with uh...Councilman Mariol, Service Director Bartos, and uh, Frank Morris. The...I’d like to see if you could possibly hold this in Committee for a week, maybe even two, to try to get, uh, I guess maybe a couple things worked out. Um...Going down 27th Street, I’ve...I’ve talked with ‘em and it’s not going to be a bicycle lane as per se, the average bicycle lane. You can ride your bike but if there’s cars parked there, you have to ride around the cars, which could cause an accident. I’m not saying it would, but it could cause an accident. Uh, the other thing is, if you make it just designated, just for bicycles, I don’t believe there’s going to be any parking on that street at all, there’s not going to be enough room. Uh, but the route that is being explained to me, it...uh...some of it makes sense, some of it doesn’t make sense, um, and I’d hate to see moving forward with it and then you end up with something like you have on Walnut Avenue. And I don’t have to go there, you know...you know my feelings on that bicycle lane. Uh, I guess that’s about all. I’m just hoping if you could postpone it for a week, maybe even two, I know there’s a time limit, so it could be looked at, I guess a bit more thoroughly. Thank you. PRESIDENT SCHULMAN: Thank you, Mr. DiGiacomo. (Applause). Our final speaker tonight is James Parker. Mr. Parker, as always, welcome to Canton City Council. If you’ll give us your name and your residential address, please. JAMES PARKER: Yes sir, thank you, Council President Schulman. James Parker, 630 Penny Street SE, North Canton. Concerning the Kresge Lot, Market Square, if that rendition is supposed to resemble a football, why does it have five spires, or towers, when a football has four seams? See today’s Repository for a discourse on the dimensions of a football...has four seams and one lace. In the interim, the flagpoles in Central Plaza have been bare again for some time. You know I’ve rallied about this concerning when the old United Way flags were weathered, torn, and gray and then another set of Goodwill flags were up there for six months at a time. I think this is what Mr. DiGiacomo’s writing or talking about when he says, “You can’t build something and not maintain it properly.” The NFL team flags have been there but wore out and this is uh, I think what he meant. You have $100,000.00 in flag poles but can’t put up flags to decorate it? That’s the city’s responsibility. When we can fully honor the hometown connection and realize the heros of the game that played here in Canton, the Canton Bulldogs and the ones that became Hall of Famers, and their connection to the Hall of Fame. There are at least five Hall of Famers from that team, the Canton Bulldogs. Fats Henry, Link Lyman, Guy Chamberlin, Joe Guyon, and of course, the legend, Jim Thorpe. I know that you may not think of a five...you may...that you may think of that five story mural of him, of Thorpe, is adequate, but I content that you’re just getting warm. No film exists of him. Records weren’t kept yet. Even photos were few because players were playing under assumed names. Coming from colleges where they were coaches and players and playing up here for the Bulldogs and other teams, under names likes Fisher. Even photos...okay, I did that... The legend, Jim Thorpe, is now of mythical proportion. Could he really drop kick a hundred yards? You betcha. Ask Pete Calac, Jr. Let’s honor the heros of the game. Let’s celebrate excellence everywhere. Um, the...over the years, engineers have told us a lot of things that would be safe. Route 62, where the houses are almost up against the highways. I watched Frank Morris do battle with people on Facebook the other night about the roundabout and closing off on 62, that’s going to be done. I...I...I’m just shaking my head. I hope this is safe. I hope...I’m very concerned about this. I’m concerned about Cleveland Avenue and the bikes, and, I ride a bike but no, I’m not wearing spandex and I don’t wear the helmet, but I’m just...I’m not sure I would drive...ride my bike down Cleveland Avenue, especially, uh, on rush hour. I’m...I don’t know...I just...it’s easy to sit here and say what’s going to be safe and what isn’t going to be safe. I’ve watched 12th Street, those tings in the middle of the road, get torn out time after time after time, and we keep COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -48- MINUTES OF THE MEETING JANUARY 30, 2017 putting them back because we’re pretty smart. I don’t know, but I’ll go along with this because you want it in the ward, Councilman. MEMBER MARIOL: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER MARIOL: It...it does not have anything to do with Cleveland Avenue. It crosses Cleveland Avenue and I believe there’s a light there, but it does not go down Cleveland Avenue. And that’s specifically, um, part of the obstacle of this, was to avoid hitting main roads. Um, and I...you know...and we’ve had multiple meetings. We have looked at every possible route. Uh, this one makes the most sense. If there is a better route, um...I...I would imagine Engineer Moeglin would be more than willing to look at some alternative routes, but everything that we’ve looked at, and Member Harmon, you were in those meetings, this one makes the most sense, but it does not go down Cleveland Avenue. It moves across Cleveland Avenue at a light and stays on neighborhood roads. MEMBER MORRIS: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER MORRIS: Uh, I concur with Member Smuckler and his concerns for safety. I...I like supporting projects like this because the trails actually running through Malone and the trails running through the parks, those are utilized to the fullest, okay. Those really are. The concept of people riding bikes to work and going down our city streets in spandex and wearing their hats and young professionals...this is their means of travel, is a delusional concept of creating an environment for people who don’t live here. The folks in the neighborhoods, they love the trail system, and I’ll always support the trails. I made a huge mistake by doubting one out in the Northeast end, and once I visited it, it was absolutely gorgeous, but I do agree with Member Smuckler that engineering...one day you tell us it’s not possible, the next day you turn around and it’s part of your proposal. Bill is a former Ward 9 Council Member. He’s gotten his share of grief about the traffic flows of Colonial Blvd. and five roads coming together and I can’t get a stop sign over there, but it seems that we have a project that’s in conjunction with a bicycle trail, that within a thousand feet we can get an extra stop light put in. So, I’m definitely agreeing with him, but I’ll definitely support it because of the trail up around Malone College. Thanks. MEMBER MACK: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER MACK: If I could just add, uh, to the...to the topic of spandex, (Laughter) because it is near and dear to my heart. I mean, to Leader Morris’ point, you know, we’re trying to create an environment for people who don’t live here. That’s exactly right. I mean, I don’t know if anyone’s checked out finances in recent times, but things aren’t exactly great. And if we don’t start competing for people with disposable income, if our children don’t start buying houses in Canton instead of wherever else, then we’re never going to turn the corner in this city. And, I’m not saying that bikes are (Inaudible) for that matter, or the cure to the city’s ales, maybe spandex, but I think that this maybe will help. And if it doesn’t work, then we’ll go back to it. Okay, $350,000.00 on a Comprehensive Plan, now we’re looking to spend another $120,000.00 on a planner. Now, out of the $120,000.00, what is the actual cost to the taxpayers on the benefits on that? DEPUTY MAYOR WILLIAMS: Mr. President, Members of Council. What we’re proposing is to hire a Planner at roughly $120,000.00. We factored in an additional $30,000.00 in benefits. And as I indicated during Committee meeting, we have successfully received commitments for roughly a little over half of that salary...excuse me...a little over half of that salary from the business community. We’re looking at...we budgeted $50,000.00 out of the General Fund and an additional $25,000.00 out of CDBG funds, in order to pay for this position. MEMBER MORRIS: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER MORRIS: So, Deputy Mayor, you’re telling me that the position is not necessarily $120,000.00 position, it’s a $150,000.000, actually only $75,000.00 back to us. So, I’m still coming out with $100...er ...$500,000.00 invested in a Comprehensive Plan that, just as a plan at this point. And I can buy into everybody’s thought process, but I did not support the initial $350,000.00. Uh, when it was proposed, I felt that, you know, we were going out on a limb here and we’re going to say, “Okay, well we’re going to invest this money in a Plan”, and the Plan was brought to us by somebody from the Carolinas because...well, we didn’t have anybody around here that could do a Plan. Now we’re going to hire somebody as the Planner, to implement the Plan, yet again we’re right back to the square one... “well, we really don’t have anybody around here that can do the Plan”, so now we have to outsource that again. So that’s...it, it, it...the total keeps going up and I don’t see anything past what the Comprehensive Plan is. And I know every...a lot of people support the Comprehensive Plan. Here’s what I see as the Comprehensive Plan. I see the Comprehensive Plan as a Downtown Hall of Fame Plan. Every direction you slice this plan, there is no way that the plan will improve the quality of life in Ward 9. Okay, worse case scenario, what it’s going to do is, once you start cleaning out those areas and you try to improve certain areas, it’s going to force those people into other wards that are renters, that can’t afford to buy homes, it...it...you’re just going to push things in other directions and it...that direction’s going to be in Ward 9's direction. I know that you’re...a lot of people would say, “You have to look at this from a city perspective.” Okay. And put the city before your own ward, but I’m elected to represent Ward 9. I haven’t seen from day one, anything that’s implemented or going to be implemented in this city, in this Comprehensive Plan, that’s directly going to impact my ward. Now, I know there’s $50,000,000.00 that COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -52- MINUTES OF THE MEETING JANUARY 30, 2017 will go towards the neighborhoods to help build the neighborhoods, will help fund projects in the neighborhoods, but I’m going to bet my life that if we only raise $100,000,000.00, that $50,000,000.00 for the neighborhoods, that’s going to be put on the back end of the plan. I mean, I’d almost...I would bet my life on that. So, I can’t support, you know, a $150,000.00 on a Planner..uh, not at this time. I mean the climate’s not right, we’re still broke, we’re still trying to keep our head above water and, uh, you know, I..I just can’t change my mind on that. So, I’ll be voting no. DEPUTY MAYOR WILLIAMS: Mr. President. PRESIDENT SCHULMAN: Yes. DEPUTY MAYOR WILLIAMS: Members of Council. I absolute respect, you know, everyone’s position and their decision, uh, but, I’ll just give you my unsolicited...um, without a Plan, we will continue on a downward trend. Without a Plan, we will continue to build houses up against highways, that makes no sense. Without a Plan, we’ve wasted $350,000.00. Without hiring a Planner, we’ve wasted money because noone will implement this Plan. This Council has tremendous influence to make sure that this Plan does not sit on the shelf and it gets implemented. And again, I just want to stress this...the business community, and I personally visited over twelve different companies, they were elated at the fact that they could help contribute to this position because it was so important for the city of Canton’s future. All of our businesses that I’ve met with, not one business said no, we don’t have the money to help contribute to hire a Director or Planner. We applaud the city of Canton, we applaud Canton City Council for adopting, for adopting the Comprehensive Plan and sticking to your guns to make sure this Plan will be implemented. Just my opinion, thank you. MEMBER SMUCKLER: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER SMUCKLER: As I said last week, I voted against this Plan, but I’m not a dictator down here, and my biggest fear was that we were gonna spend $350,000.00 for a Plan to sit on the shelf. And if we don’t hire a Planner, that’s exactly what’s gonna happen with this Plan. A long time ago, Councilman Dougherty, Councilman Smuckler, Councilman Diamond, Councilman Workman, Councilman Williams...went to National League of Cities. And what every city that was on the upswing, had adopted some type of plan and planner. Planners in the past here, with all due respect, were not visionary people. That’s why there’s houses built up against highways. That’s why there’s roads that, I don’t even know why there’s different increments coming in and out, where you can have an accident at any point and time. We’re not doing the smart thing here, folks, and that’s coming from a guy who voted against this because I was afraid this would end up on a shelf. The neighborhoods are important. We have to take care of the neighborhoods. But somebody also has to say, “Where are we going to raise the money from”? Because those that believe that the institutions of the past are coming back again, for all these jobs, sadly mistaken. They’re robotic jobs. We have to look to the future where we can put people to work. The future may be the Hall of Fame. The future may be Aultman Hospital and Mercy Hospital, where they talked about jobs in those corridors too, of expanding the medical facilities that are in Ward 7 and Ward 3. We need to make an impact, and the way to make an impact is to have somebody come from another community and take a fresh look at what we’re doing here because we haven’t been doing it right. MEMBER MACK: I feel like I said something to upset Leader Morris... MEMBER MORRIS: No. MEMBER MACK: ...Because he’s like going after me tonight. (Laughter). No...I’m not...I know we don’t want to get into philosophical waxing about city policy. I did just want to add something to Member Smuckler’s remarks, which I think hit the nail on the head. I want to push back on the notion that we don’t use the Comprehensive Plan, that’s now sitting on the shelf. We use it all the time. Um...you could say just in the funds that Kirk Schuring was able to secure the city of Canton, a million dollars, to invest in Market Square. We’ve already received a 2 to 1 return on our investment in the Comprehensive Plan. But to Member Smuckler’s point, we’re not done and we need a professional to, um, help us fully implement it. Because I want the roads in Ward 9 paved. I want the roads in Ward 8 paved, but we’ve gotta...we gotta look at things differently because the status quo’s not working. Thank you. MEMBER MARIOL: Mr. President. PRESIDENT SCHULMAN: Yes. MEMBER MARIOL: You know...were...investing money when the budget is tight is a tough thing to do, but I think that this is a very, very important piece to this. If we do not implement the Comprehensive Plan correctly, not even just do it, it has to be done correctly, our budget is not going to get any better. There is not going to be a time, if we don’t do anything that leads to growth in this city, there is not going to be any time in our near future that the budget is going to be flexible enough, and comfortable to absorb this. The investments that we are going to have to make to get this city turned around are going to be difficult and they’re going to be painful and they’re going to take a lot of money, but if we do not do that, the city is going to continue to decline. This is a critically, critically important thing. I’m not a City Planner, and as much as I like to think that I can do this, I can’t. I need somebody to call and ask when proposals come up, what they would recommend. When it comes to what is going to happen in the neighborhoods, I have a meeting to discuss how the Comprehensive Plan can be applied to my ward. Um, the neighborhood portion of this can happen and it can...it can happen in every single ward, but it is going to be on us to work with people in this community that are energized about implementing this Plan, figuring out a strategy, and then having a City Planner, a trained City Planner, that knows what they’re doing, that has a track record, and follow that. I think this is, this is just the baby step towards implementing this Plan and I think this is probably one of the most important pieces of this, so I am gladly, gladly supporting this. Thank you. PRESIDENT SCHULMAN: Thank you, Member Mariol. MEMBER HAWK: Mr. President PRESIDENT SCHULMAN: Yes, Member Hawk. MEMBER HAWK: Thank you. Again, this is a very easy position to support. This city does not have a Plan that we’ve followed, and the end result is where we are today. And, we cannot spend money unless we first generate money, and this will bring us jobs, this will bring us a future, and this will bring us people with COUNCIL PROCEEDINGS JOURNAL 105 JOURNAL PAGE -54- MINUTES OF THE MEETING JANUARY 30, 2017 disposable income into our city. Now, some stuff may have to be put on the back burner, that’s going to have to happen folks, because if we don’t...if we don’t invest in our future, and that’s what this Planner will begin helping us with, investing in our future, we will go nowhere. And if you want to take a look at cities that go nowhere, take a look at East Cleveland, Ohio. They can’t even afford to fix trucks or tractors. Why? Because they never invested in their future. We can’t fix neighborhoods, we can’t promote programs. There’s nothing we can do unless we begin to generate a stronger tax base and I think one of the things that the Planner will bring about, and the planning does show and teaches about, is how to generate a stronger tax base. So, therefore, we will have the money to afford new programs, to do the things that we need to do to make our city better. Right now, it’s going to be a very hard step to take, but it’s something we need to do. Our income is stagnant at best, you know that will be...stagnant would be a fortunate thing to say right now at this point and time, and our growth is there. It can be there...the hospitals. Republic Steel is not going to open. Ford Motor Company is not going to start building (Inaudible) out there on 8th Street anymore. These things are gone. These jobs are gone. We need to begin investing in what will produce jobs in our city, and therefore we’ll have the income to go forward. Thank you. PRESIDENT SCHULMAN: Thank you, Member Hawk. Any other remarks? Well, it’s either we do it or we die. I mean, it’s pretty clear. We either try to take advantage of all these opportunities that (Inaudible) and never forget, we’re in this position that I...that we’ve been talking about for...years. We’re in this position because the State of Ohio has kept all of the money from us, which deservedly should go cities, and kept it in Columbus. That’s why we’re here. We’ve talked about this forever. Forever. We’ve not been treated fairly, as a city. No city in Ohio has been treated fairly. The State is remarkably dense and mean spirited, and cheap, and expect...and then they expect a miracle to occur? Well, there is a miracle on the horizon and it might occur, but it’s not going to occur if we don’t give it the opportunity. And I think I’m hearing from everyone, whether you’re for or against, I think the spirit in this room is...we have to try. We have to do this for our community. This is a great community to live, to work, and it will continue to be a great community and I think it will be an even better community if we dream big, which is what I think we’re all here to do.
