Miss Bell, could you please state your name and residential address, please. KIMBERLY BELL: Yes. Um, my name is Kimberly Bell, 1733 Morris Avenue. First, I want to… uh, thank everyone who’s on the… uh, Chamber that signed my… uh, petition to run for Mayor, and I was the first one to hand my petition in Friday and I want to thank you all who signed it, and all the support you’ve given me over the past couple of years. La… this year was a hard year for the whole Council, the Mayor, the… his Administration. It was also devastating for the Williams family for the murder of James Williams by Canton Police Officer, Robert Huber. I mean, we… uh, we… the supporters of the Williams family is so disappointed in our… our legal system and the… um, the… uh… it meant the… the Internal Affairs Administration, all who had anything to do with not doing… and giving this officer any kind of punishment. The whole world saw the same video that Marquetta and everybody else saw. The gunfire was going in the air, it wasn’t being shot at Officer Huber, so… so let’s just keep… keep our… uh, prayers lifted up for that family. Also that pamphlet I ju… the… the… the paper where I just had… uh, mar… uh, Jill pass out is where I live and I come home at nine o’clock at night to that, and… it was at night nighttime, and when I left for… to go… go to Cleveland, it wasn’t there that morning, so when I come home at nine o’clock, it’s there. And I’m like, oh my goodness, this is what they think of… this is how the… a government agency treats low income families. We’re already in a situation that we are in… living in a government agency, and for them to do this was so degrading. I mean, it’s already… I know the mother or the children are already going through something, but to… to actually do that to them was just so wrong. And I been in that… I… I grew up in that area. I grew up on Indiana Way, and the same trees that is on that property and across from Crenshaw is there when I grew up on Indiana Way in the ‘70s . It… and it should of… it shouldn’t be like that. It should… all those trees should have been cleaned up and torn down and made into some kind of… uh, another playground or something for those… that… those people that live in… uh, Mahoning Manor, but it’s not your job, but you can… you can open up a conversation with Metropolitan to make it more livable for these peop… for us to live up there. I could… when I walk out, I see there’s a lot of doors with no screen doors in it. This property’s been like this for years and something needs to be done, somebody needs to speak up for us. Thank you. PRESIDENT SHERER: Thank you, Miss Bell. Our next speaker is Mr. David Kerestes. Could you please state your name and residential address, please. DAVID KERESTES: David Kerestes, 1019 25th Street. PRESIDENT SHERER: Thank you. DAVID KERESTES: I’m here tonight cause I moved into a home over there on 25th Street through Metropolitan Housing around the 24th. Um, I contacted… uh, the Building Department to check on the kitchen and bathroom and roofing and all the homes improvements that were made upon the place and found they had no permits. They weren’t paying applicable taxes on this… uh, property, and… uh, there… when I moved in there, they told me that, you know, if I wanted this place I had to hurry up and go. So they took me over onto Whipple, had me sign a lease and then they took me there. I walk in this place and it’s filthy. The single pane windows are falling out, the railing systems are missing… uh, it’s pathetic. Rubble in the basement, garage, and I call the Building Department and I tell them about part of the problem, and… uh, they show up and this gentleman here has Rick from the Building Department come and he walks around, told me a couple lies like there’s no problem, but I was a contractor and built 2840 Lincoln Way East when Keith Holland knocked the 68 foot support wall down and Edward Elum blamed me for doing it, and they stole $18 grand from me, a Marine COUNCIL PROCEEDINGS JOURNAL 110 JOURNAL PAGE 612 MINUTES OF THE MEETING DECEMBER 19, 2022 and an officer of the Navy. But anyway… um, so now after I contact these people… the property people should have never known what I was doing. In the morning I get a termination of my lease. Somebody told them, and so, you know, for me I thought that was kinda crappy. Now he sends me a letter, he wants to come back in on the 9th, but I don’t know if I’m letting him in on the 9th because as I look back in time, I’m sitting here thinking of Watkins, your officer, telling me over here on 5th and Cleveland how he’s gonna kick me off the bus garage, and two weeks later I’m sitting on the curb doing nothing and the supervisor drives by and tells me to move. And I said what ORC doesn’t allow me to sit on a private sidewalk or a state sidewalk here, and I got up and moved anyway. Then he come over after I complied and started doing this, and then an officer come over and he said I don’t like you. He said it sounds like you’re gonna be in violation of Chapter 505-491, and he said you’re out of here for a year. Then I started thinking back to ’93 when Lieutenant Swank was a patrolman having sex with my wife, and he had a dog named Bear. And I’m coming down Lincoln Way and he’s trying to flash his light and blind me, and I threw my truck into low and he hit (slaps his hands) his brakes and his dog flew off the back and smashed its face. They still won’t give me that report cause I don’t know what lie he told. Then I’m going to your Internal Affairs about Jim Riddell. Oh… see you next week. PRESIDENT SHERER: Thank you, Mr. Kerestes. PRESIDENT SHERER: And our last speaker is Miss Jolanda Jackson. Miss Jackson, could you please state your name and residential address, please. JOLANDA JACKSON: Yes. My name is Jolanda Jackson. I stay at 1105 Baker Street SE, Canton, Ohio 44708. PRESIDENT SHERER: Thank you. JOLANDA JACKSON: Hi. Um, tonight I’m coming to you about the Community Block Grant with the ARPA money, the American Rescue money. They have a program right now that they’re letting organizations and other community members join in to dally out this money to be able to help the community. On the 21st… I’m sorry, the 14th, they had a public viewing meeting. We couldn’t get in the meeting. There was technical errors in the meeting and we had to get the e-mail sent back to us about the meeting. We keep trying to get into some of these public meetings and are always technical errors when it comes to the viewing. So we asked them for transparency for these meetings because they’re virtual, so everybody should be able to get into them. The technology shouldn’t be an issue because we have a lot of money for technology, but it keeps being a problem when we’re trying to get… uh, to this information. This is why we’re asking you to improve the technology so we can listen and hear. I’m also gonna ask you another thing is to put… um, with the technology, is to put cameras down in City Hall. Back in 2016 City Hall used to have recorded cameras down for City Council. We don’t no more. Past COVID, after that, I’m asking you to be able to put cameras back in here so if I can’t come to City Hall, I can be able to look at them on line or on your You Tube Channel. You have a You Tube Channel, it hasn’t been operated since 2016. I don’t know why and I don’t know what happened, but I’m asking to bring it back. Also, I am an SMHA resident. Nina Turner’s… uh, time is about to be up. I’m asking the Mayor to appoint me to be able to sit on SMHA’s Board. You see we have people come here and complain, nobody does anything for SMHA. As you know, I am an advocate, very strong, I’m for everybody and COUNCIL PROCEEDINGS JOURNAL 110 JOURNAL PAGE 613 MINUTES OF THE MEETING DECEMBER 19, 2022 everything, but we need people to be able to speak up for us when we need to be spoken up for. Some people are scared and intimidated, they don’t want to come down here. That’s not me. I’m gonna work with you all, I’m gonna try to do my best on both sides cause I see both sides. But I’m asking as a citizen of the city of Canton to be appointed to SMHA’s Board. Her term is up at the end of the year. I’m also asking to see if we can get cameras down here in City Council so that way if we can’t be here, that we can go to some of these things. I know you all miss me for the last… uh, 30 days. I’ve been at other meetings, trying to get there, so it’s hard, and like I said, if you put the cameras up, we can watch some of this stuff cause I’m not just watching you, I’m watching the County Commissioners too. $7 million dollars was crazy to send back for housing and we’re in a housing crisis. And people that are staying in affordable housing now, it’s not always affordable. We’re about to get this HUD money and we don’t even have a director, and the last couple years it’s been misappropriated money, so we just trying to make sure that the stuff gets handled the way it gets handled. You heard the man say we got complaints and nobody hears us. So as… as a citizen of Canton, I’m trying to work with you all and try to make sure that we can all get things done in an appropriate way and… and include the little people. Like I said, the small organizations that’s trying to tap into that money as well so that way we can help be peer support specialists. We have some of our things. Um, I’ll leave something with Jill so she knows who to get in contact with cause we have an organization, so we have some stuff in our (inaudible), we just want to be included in those plans.
