PUBLIC SPEAKS PRESIDENT SHERER: We are now under Public Speaks and we have 2 speakers for this evening. I would like to remind our speakers that you do get 3 minutes under public speaks. And our first speaker is Mr. David Kerestes. Mr. Kerestes, could you please state your name and residential address, please. DAVID KERESTES: My name is David Kerestes and I’m homeless at this time. Um…due to the fact that I moved into 1019 25th St. I never signed up for this program that I got into, to get me this great home. Uh…I moved in there 3 days later. There was a note on my door. Stating that I had to move out under chapter… PRESIDENT SHERER: Mr. Kerestes, could you please speak into the mic so everybody can hear you, please. DAVID KERESTES: After I moved in to that home, 3 days later there was a letter put out onto the door telling me to move because I was destroying the place. That fell under chapter 2503. At that time I had spent over $500.00 dollars was painting and cleaning and I was quite dumb founded. Then as I found they were…um…not paying proper taxes nor had any permits (inaudible). One of you Council Members said it was a small violation. Well, my lease agreement said they could have none. Yea, there was trash all over the place that they left there trying to accuse me of. I…tried to get help from multiple people. That kind of reminds me of being in court when Jim Rydell (sp) the police…uh…officer beat my kid black and blue when she was (inaudible). I spent $10,000.00 proving it wasn’t me. Patty Mills (inaudible)…uh at one point told Judge Hoffman that it was Jim Rydell (sp) police officer Dessert Storm Veteran beating my daughter. Uh…at that point it just all went away. Cost me 10 grand. Then I found out that John Hornbrook (sp) my attorney, did Jim Rydell’s divorce up in COUNCIL PROCEEDINGS JOURNAL 111 JOURNAL PAGE 74 MINUTES OF THE MEETING MARCH 6, 2023 Summit. And…quite frankly, I was (inaudible) out of 10 grand. That point I tried to Pro Se on my own. Getting a Mr. Howard, Judge Howard in 2010 to hear…stand up, sit down, stand up, and get out. Now Pro Se is part of the law, and just because you can’t orchestrate everything. I think I have been violated my Civil Rights. Uh…and on top of that, quite frankly…uh...my father…uh…brought this up long ago to the FBI and Fred (inaudible) when Barony (sp) went to jail. He went to Brecksville and everybody called him a liar. Well quite frankly, goes back to veterans and cops again…uh...not paying taxes. Not doing the proper thing and so quite frankly, I just think that the War Department of this country has just dropped the ball on us. Because the Department of Interior are allowing the Hells Angels to run around and sell cocaine and rob people like me. And then let them walk away through an entitlement of their veteran’s shit. And the Department of Justice, evidently they don’t know what Troyer vs. (inaudible) is. I was in San Jose, California working for Murk Lockner (sp) getting $20.00 an hour with no comp or insurance on a federal prevailing wage job. PRESIDENT SHERER: Mr. Kerestes, you are at your 3 minutes would you like…do you have any closing remarks? DAVID KERESTES: Yea I would like to say, I have been robbed $7,000.00 dollars by my mother and my inheritance…uh…from England. I’ve not collected my last federal stimulus check, that no one seems to think is a crime. Uh…because they won’t they won’t investigate… PRESIDENT SHERER: Mr….Mr. Kerestes, out of…out of respect for other speakers, thank you. DAVID KERESTES: Thank you. Thank you. PRESIDENT SHERER: Alright, and our next speaker is Jolanda Jackson. Miss Jackson, could you please state your name and residential address, please. JOLANDA JACKSON: Yes, my name is Jolanda Jackson and I stay at 1105 Baker St SE Canton, Ohio 44708. You ready? PRESIDENT SHERER: Yes, go ahead. JOLANDA JACKSON: Hi, I’m coming to make sure to see if we can get cameras for downtown in our City Council chambers. I’m asking for transparency with this. We had tried to get into the Better Block Community Grant Funding, and we are unable to get into that because of tech…technical difficulties with the Wi-Fi. Which cause us to miss the programing. Uh… it was an issue too because there is another organization that I noticed had already have offered the same deal with the money included. The money included from that Community Block Grants, lets people be able to do…grants and things in the community and that’s an opportunity that we had missed. So I’m asking you to put the cameras back up, in City Council and get the Wi-Fi straighten. There’s a man the…ja…audience that has the Wi-Fi. He talked to you guys before about this…uh cyber stuff and it seems like ya’ll over…going over him. He had a proposal for a loan, which would make…which would be…it was a loan…that way we would…pay back and offer other programs so this loan could get getting recycled. So I’m askin you to also look into his Wi-Fi as well with the fibers. If you need his information, I have it right here. Uh…also I’m asking for down at City Council to have a Ward Map. There is no Ward Map with the Clerk of Courts, but if I go to the Building Code place, there’s Ward Maps up there. So if you could put a ward…Ward Map down at City Council, color coded just like the bu…uh…Building Codes. That’s it, I made it short tonight. PRESIDENT SHERER: Thank you, Miss. Jil… Madam Clerk, would you please read Informal Resolution #1 in its entirety, please. CLERK WOOD: WHEREAS, Detective Szaniszlo was sworn in as a Canton City Police Officer on April 8, 2014. Originally assigned to the Patrol Division, he was re-assigned to the Detective Bureau in 2020; and WHEREAS, Exhibiting a high level of dependability, Detective Szaniszlo willingly volunteers to investigate some of the most serious and demanding cases, including homicides and serious felonies; and WHEREAS, In the year 2021 alone, Detective Szaniszlo investigated a total of 139 cases, including both felonies and misdemeanors, 96 of which he was the lead detective; and WHEREAS, Detective Szaniszlo’s strong work ethic, together with his quiet yet confident personality and good sense of humor has proven him to be a vital part of the Canton City Detective Bureau. NOW, THEREFORE BE IT RESOLVED: That we, the Members of Canton City Council, do hereby go on public record commending and honoring the 2022 CANTON POLICE OFFICER OF THE YEAR DETECTIVE DANIEL SZANISZLO For his unwavering devotion to crime solving and helping to make Canton a safer place in which to live and work. (Applause) PRESIDENT SHERER: Leader. MEMBER SMUCKLER: Mr. President, at the request of the police officer, he’d like to do both of them together he says. So if we can do…the other one and read it, then we’ll have both pre…presentations for both. PRESIDENT SHERER: Absolutely. CLERK WOOD: WHEREAS, Detective Michael Herrera began his career with the Canton Police Department in April of 2014. Since that time he has performed duties in the Patrol Division and the Gang Intelligence Unit, and is currently serving as Gang Intelligence Officer to the Coordinated response Team in the Investigative Division; and WHEREAS, Detective Herrera’s advanced knowledge of gang activity is not only successfully utilized by the Canton Police real time Crime Center to assist gang intelligence officers, but also by law enforcement agencies all over Stark County for assistance in recognizing threats posed by violent groups; and WHEREAS, In 2022, Detective Herrera personally investigated 55 felony cases, most of which involved COUNCIL PROCEEDINGS JOURNAL 111 JOURNAL PAGE 76 MINUTES OF THE MEETING MARCH 6, 2023 firearms and gang violence. In addition to voluntarily assisting other detectives in every shooting occurring within the City, Detective Herrera also participates in routine meetings with School Resource Officers throughout Stark County to enhance their awareness of issues involving violence; and WHEREAS, Detective Herrera’s motivation and professionalism has proven him to be an exemplary role model for younger police officers. NOW, THEREFORE BE IT RESOLVED: That we, the Members of Canton City Council, do hereby go on public record commending and honoring the 2023 CANTON POLICE OFFICER OF THE YEAR DETECTIVE MICHAEL HERRERA For his exemplary Gang Intelligence work and helping to keep Canton a safer place in which to live and work. MEMBER SMUCKLER: Mr. President…I’m hesitant to say this, but I can remember…when the police department used to argue with me that there was no gangs out there. That’s how long I’ve been around here. And my myself and a member Peel Colman, used to go down there and say, “They’re coming, they’re coming, they’re coming.” There isn’t a week goes by that you Council people don’t get something on your phones at night. Telling you what’s going on. Late…recently, Member Fisher asked me to get information telling you what’s going on. Late…recently, Member Fisher asked me to get information. Going to work…have the Police Department work on what’s going on in our community. It’s a fight…back…of what’s going on and these two Police Officers should be commended. Anybody that puts on the uniforms should be commended, to for wanting to take the fight up in this community to make Canton a safer place to be. Thank you. (Applause) That’s for you. That’s for you. And public speaking is who’s forte? OFFICER HERRERA: Are we doing it together? That’s how we solve our crimes. Do you want to go first? OFFICER SZANISZLO: Sure. I appreciate this…uh…more than you know. However, I can’t accept this without saying that…this is…I didn’t get this by myself. The Law Enforcement community in Canton, is amazing. Uh, the resources available to you us, uh makes us able to solve these crimes. Uh…all the way up to Law Director, he helped me a lot (laughs). Uh…But I do appreciate this and thank you very much. OFFICER HERRERA: Alright, I want to thank God first, my family…everyone here. Uh…most importantly, I want to thank you guys for the recognition. Uh…I can’t tell you how many hours the two of us have worked between each other. Uh, there’s times where I feel like I’m the last person at work in the DV (Applause) and I’m about to leave and turn off the lights, and I see Danny’s head over in the corner still typing. Uh, so I think…a lot of it gets lost, and sometimes we get lost in the work. And make no mistake about it, it’s…it’s for COUNCIL PROCEEDINGS JOURNAL 111 JOURNAL PAGE 77 MINUTES OF THE MEETING MARCH 6, 2023 the protection and service of the Canton…City of Canton, it is. Uh, so again I want to thank you guys for the recognition. Uh, I want to thank Danny…since he’s standing right next to me. Uh, I had a joke about big shoes to fill, but I’m not going to do that because it’s not funny anymore. But uh…again I worked in the DV last year and I had the benefit of having a guy like this. The other winner of the Police Officer of the year right next to me. This was day in and day out. And…I know I think a big thing is talking about roles. Everybody has a role. I have my role he has his role. But you know when you pu…when you put it together. We’re talking about going after violent crimes, major crimes. That’s how we felt we could give back. So you know I was very blessed in that sense. Uh, lastly I heard the word transparency go out and that’s 100%. So the word ga…gang was thrown out too, but most importantly it’s about uh…transparency. It’s a community we all have to work together. That’s part of my job, part of what I want to do is letting you guys know what’s going on in the community. That way we can all work together.
