Miss Bell can you please state your name and residential address, please. KIMBERLY BELL: Yes, Kimberly Bell…1733 Morris Ave. (Inaudible) Anyway, how do we go about impeaching the Mayor? I mean I…I…I…see posts on Facebook with the children of Canton’s (inaudible) and it breaks my heart. What they be saying and looking like. My friend of mine said don’t be going (inaudible). It’s nothing that (inaudible). We need to fire him. And how do I go about trying to get him fired…get him fired. Not try, get him fired. Like I told you guys before, I said there was going to be two more shootings. Low and behold there was one more. No, it was actually another one, but they shot him with a pellet gun (inaudible). I told you guys there would be two more before he left the administration. Because he doesn’t care, or th…he…he…the Mayor doesn’t pay attention to his Police Department, like I would have, had I been the Mayor. So, I sent flash drives to all the judges of the shooting of James Williams. And the Prosecutor Jason, I sent flash drives to every one of them. I think I bought like fifty. I’m still sending some to Washington D.C. and to any reporter or journalist that will listen to me…about…this misconduct of this Canton Police Department. and why there is only a handful of African American officers on this force. And why is it that these police officers are shooting people, and not held accountable for it. I don’t know if you guys have had enough, like I said, I seen it on Facebook (inaudible). The world saw the same video, as we all saw. The guns being shot up in the air. And those…the…the vision of those kids that saw their father. The last vision of their father was full of bullet holes. And it breaks my heart to see what those kids are going through. And saying…with the emotions and too much dealing with it. I don’t know if they ever had counseling. None of y’all asked them…asked Marquetta or…or contacted Marquetta to see if the children were fine or anything, but he needs to go. PRESIDENT SHERER: Thank you, Miss Bell. Before I ask for our next speaker to come up, I’m going to…the Clerk is going to try to adjust the volume. CLERK WOOD: I’ll just to turn the mic off. PRESIDENT SHERER: Ok, well that will work too. Alright our next speaker is Lois Ellis. Ms. Ellis can you please state your name and residential address, please. LOIS ELLIS: My name is Lois Ellis and I live at 1116 3rd St NE (inaudible). And I’m here to make a public announcements. Hope Whispers Community Organization will be applying for the (inaudible) Environmental Job Training Grant. And it came out in May. Uh…one of the requirements was for me to put it in a newspaper, have a meeting, or come to council, so I choose you guys. PRESIDENT SHERER: Okay. LOIS ELLIS: So…um…we will be…um…having HAZMET, the Walker, the 1040…uh… OSHA is going to do the requirements for the training. And many other (inaudible) to add to it. So I will be…uh…seeking help were I can get it. And I will appreciate it so…uh… I’m just in the process of applying for it by making announcements. (Inaudible). Thank you. PRESIDENT SHERER: Thank you, Ms. Ellis. And our last speaker for the night is Ms. Julie Hunter. And Ju…Ms. Hunter, I believe you… turn the mic off so you might just have to just speak…speak up a little bit. JULIE HUNTER: Julie Hunter 2618 12th St NW Canton, OH (inaudible). PRESIDENT SHERER: Thank you. JULIE HUNTER: And I’m here to address…uh…problems with the Medical Centers, that are funded by Canton City. (Inaudible) There’s a lot of problems, not…nobody seems to know that it’s an Americans With Disabilities Act. I can tell you that. I’m here to advocate for myself and others because we truly us (inaudible). For things like case management, counselors, and medications so that can…give them (inaudible) for seven years. And I’ve been mocked…uh...mentally abused, mistreated at the very place that we go to try to get help. Uh… there are no patient advocates that want to take complaints when your rights have been violated. And no one knows there’s a Disability Act. When you try to help patient advocate, I been told that’s only for employment, under the Employment Law. So people’s rights are being violated constantly. And most (inaudible) aren’t being trained. The Case Managers and some of them are fantastic, aren’t given the resources for foodbanks, for housing. Thery’re given nothing. When ther…when they’re hired they’re told you need help people go to foodbanks but they’re not given a list of any foodbanks. They’re not given any information on how to help someone sign up for Section 8 and different types of housing available. It’s just not given to them. I have a wonderful Case Manager right now, that transports me for food. His name is Tim Coleman. And… I tell Tim, to help other clients because, there’s just resources that weren’t given to him. It’s not that he doesn’t want to learn or want to help more, but this is stuff he doesn’t have. He is very unaware of the American Disabilities Act either. So…uh…these are just things I think the City should look into too because I know I’m not the only one that has been so traumatized by mental health centers. That it has caused me to stop (inaudible). To be that upset and that pushed aside and (inaudible) weeks. It took like five weeks to get me to someone that could take me to a foodbank. Five weeks after I had a case manager and I was told that it shouldn’t be that important because they were helping the housing side. I said I still need to eat you know. Within five weeks of the services I’d been given, that you’d think would be provided. And I’m sure probably none of you are aware of this at all, because you rarely would see someone like me come and…and speak publicly and stand up for herself and others because (inaudible). But I do need to be here today. This is very important, because if I don’t speak up, I’m afraid no one will. And (inaudible) in the same way that I have. Thank you. MEMBER MORRIS: I don’t know what the amendment is, because I do not have anything before me. FINANCE DIRECTOR CROUSE: Mr. President. PRESIDENT SHERER: Finance Director. COUNCIL PROCEEDINGS JOURNAL 111 JOURNAL PAGE 196 MINUTES OF THE MEETING JUNE 26, 2023 FINANCE DIRECTOR CROUSE: The…uh… the amendment to this Ordinance is as follows. Uh…in addition to the four items that were listed on the original Ordinance, we have seven amended items. The first four I talked…the first six I actually talked about when I presented in second reading, but I’ll go over that as well and make sure everybody’s aware of what they are. Uh…we’re adding appropriations for Fund 6018 this is the Vehicle Insurance Fund and this is….this fund is used to repair city vehicles when they become in accidents, etc. There have been a number of vehicles that have been hit by other people…and…uh…even though we get reimbursements of those repairs, we still need to get appropriations to be able to pay for the bills to do that. The second….uh…piece (inaudible) is for the Guardrail…Guardrail Attenuator Replacement Fund. This fund is used to replace damaged guardrails when people get into accidents. And we’ve had a number of guardrails that have been hit this year. And that is also reimbursed by insurance. When people hit them, we go after their insurance and we’re reimbursed. So, we’re asking for $85,000.00 in appropriations for that fund. The next three are appropriations asked for the Law Department. Uh…not the Law Department, the Judges. First is the $22,000.00 for Fund 2424 which is our Legal Research Fund. The second is for $48,000.00 for Fund 2762 which is their Indigent Treatment Fund. And the third is for $20,000.00 for their Fund 2766 Municipal Probation Fund. The next item on the this is…uh...for Fund 2804, it’s a grant we received from the Ohio…or…Office of Criminal Justice and it’s for Violence Reduction Staffing. This one’s…uh…approved at the end of 2022 with Ordinance 266/2022. Uh…the amount was for $74,760.00. And since the official appropriations were put in place in 2022, they were not able to PO the amount…uh… in 2022. And so there were no appropriations put forth in 2023. So, we need to appropriate $74,760.00…uh…for that fund. In addition to the $74,760.00 in appropriations, we also need to advance… that same amount into our…into that General Fund. And then we need to create appropriations that let us repay the General Fund back $74,760.00. And then the final… uh… change to this Ordinance, is the Capital Fund. It’s an appropriation transfer in the amount is $30,672.84…uh…for the Engineering Department. It is basically moving those funds between two line items in their…uh…engineering stuff.
