Ms. Kirk, could you please approach the podium and give us your name and residential address. PATRICIA KIRK: Yes, hello. My name is Patricia Kirk. I live at 131… PRESIDENT BATES AYLWARD: Can you speak a little more into the microphone. PATRICIA KIRK: Can you hear me better now? Okay. My name is Patricia Kirk and I live at 131 5th Street NE, Apartment 508 in Canton Towers. It’s right in between YWCA and the Canton Sign Company. First, I wanted to say I found an article in The Canton Repository about 22 years ago. It was done in 2011. It was called Flower Power. That was in those days. But anyway… uh, it was a project. I had received some neighborhood grant money from Marilyn Thomas Jones for this project. We put in trees, rose bushes, flowers, stone masons, the whole bit, turned it into a park, before it was the downtown central… well… or it still is downtown central, however that is inactive now since the change of the times. But… uh, people really enjoyed this when it was a park, the picnic tables. The kids would come down and play games, that type of thing. And people would even come out if they liked photography and they would take close-up pictures of the rose bushes cause they’d never seen roses in the city before. Uh… my problem is this. They want… uh, SSI Disability wants to take away my SSI Disability that I get for severe epilepsy, broken bones that type of thing. And they have accused me of accepting this money that went straight to the arborists and the people that built the park. And I have this money someplace in a bank. I don’t… the account is closed, and I have written letters from the bank saying that. However, this was a real plus for the city of Canton, and I would like to see the city of Canton, it is my hometown, go back towards this cause even when you talking about the ice sculptures tonight, they were beautiful. Do you know I only live downtown and I ran into them almost accidentally and didn’t even know it was happening. There are two things that you can do. One is to post… like in my building they have two bulletin boards… post notices up there that it’s happening. People do not frequent downtown the way they used to. There are very few people that live downtown anymore. Most businesses have closed. There really isn’t much business downtown, and the par… the library is going to change. But I did want you to know that good things have happened in the past… PRESIDENT BATES AYLWARD: I do want to tell you there are 23 seconds left. PATRICIA KIRK: Thank you. Good things have happened in the past, and we need to turn back to that place. Okay, thank you very much. PRESIDENT BATES AYLWARD: Thank you very much. Our next speaker is Richard Manson. Would you please approach the podium and give us your name and residential address. RICHARD MANSON: (Inaudible) This podium’s shorter than the last one. The last one was pretty short. Uh… my name’s Richard Manson at 601 High Avenue SW. I’m just… uh, wanted to talk about a situation that I’m in with my property. I have… I had started siding my property, doing the exterior work… uh, this past year. And I had previously had a building permit from a previous administration going back to the days of Gary Baker, and he had told me back then that the building permits didn’t expire, it was whenever I got to it, so I figured I didn’t need another building permit. Quite frankly, I think that should be grandfathered in if a city official… official tells you something, it should be grandfathered in. So, while I was putting my siding on, I get a stop work order posted on my door saying I need to get another building permit, and I had 30 days to do so. Well it just so happens, that I decided I’ll get another one. I turned that building permit in on the 26th day, and Mariol, the building inspector, marked it as late. I know there’s no way it was late, and I’m pretty sure the reason why he marked it late was because back in previous months, I had asked him why vehicles that I parked on the street were impounded and towed, and he… he’s… I… I haven’t… I had… I did talk to him, I left him a message then I talked to somebody in the Law Department upstairs if they would call him and ask. It was a Mr. Nicodemus or Nicodemo… uh, called and told… Mariol told him that yes, he did in fact call the city, had my vehicles towed. I then contacted Mariol and he told me he had nothing to do with it, so he gave me a different story than he gave Nicodemo. I think he has a vendetta against me because I came in.. in here to City Council and I alerted all of you… well, some of you weren’t here then… as to the discrepancy and the… the different… uh, different stories I got from him. So, I have since sent myself five letters to my house, mailed them out, had them come back to my address. Not one of them… all… all four… four of them were… it took three days. Uh… the fifth one took four days. None of them took five days, and I think that the month I mailed that out on the 26th day, I think it had 31 days in it, I’m pretty sure. So, there’s no way that building permit was late. I would like the fine removed so I can get the building permit and finish this. This house would have been done… PRESIDENT BATES AYLWARD: Thirty… thirty seconds, Mr. Manson. RICHARD MANSON: …this Fall. PRESIDENT BATES AYLWARD: Thirty sec… you have thirty seconds, Mr. Manson. RICHARD MANSON: Yeah. Well, that… that… my house would have been done this Fall, I want it to be done. I’m tired of it not being done. I had bought the siding in ‘20… ’21 I believe it was, and it’s wanting to go on the house. And I just… I get road blocks all the time from the City… um… and I… I don’t want… I don’t want that. I just want to get on with it, that’s it. PRESIDENT BATES AYLWARD: Thank you very much, sir. Our next speaker is Mr. Thomas West. And while you don’t need an introduction, please approach and give us your name and residential address. COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 16 MINUTES OF THE MEETING JANUARY 22, 2024 THOMAS WEST: Yes, thank you… uh, Madam President, City Council and Mayor and Mayor’s Administration. My name is Thomas West. I live at 625 12th Street NW, Canton, Ohio. Uh… today I am here as the CEO… President and CEO of the Greater Stark County Urban League. And I wanted to bring a few of my navigators down as well because this Council was proactive in giving the Greater Stark County Urban League some dollars to be able to hire navigators under the leadership of Diane Stevens Robinson… Robinson Stevens, yeah. She has literally laid the foundation of the Urban League. Many of you have known about the Urban League. You seen what happened over at the Southeast Community Center. Matter of fact, it was this City Council years ago that had that building built over there at the Southeast Community Center. Some of you guys wasn’t here… uh, you wasn’t old enough. But I will tell you, that building over there was built to serve the community, and it was built because urban renewal come through. It was built because (inaudible) lining. It was built to serve the community. And I can tell you today it is doing that very thing, serving the community. And because of your support and because of the dollars that you put into those navigators, that Urban League over there is full. Every office is full and it’s doubling up, which means there is economic development going over in the southeast side of Canton. And today, one of my navigators is going to tell you the numbers, and they’re coming right after me. Come on up, guys. I brought with me my armor bearer, if you will, Armon, who’s a graduate of Mount Union College. Um… Wendy, who is soon to graduate from Malone. And we also have Liza from the University of Akron, and they are navigators that are serving our community. So with that, I want to thank you all again for granting the dollars that you did for… for the Urban League and investing in the southeast side of Canton, and Canton as a whole. Thank you. PRESIDENT BATES AYLWARD: Thank you, Mr. West. And our next speaker… uh, is Armon Cook. So if you’ll approach and give us your name and residential address. Thank you. ARMON COOK: My name is Armon Cook. My address is 1598 Treetop Trail, and for the last month… nine months I’ve served as an employment navigator at the Greater Stark County Urban League. Uh… and tonight we are here to share some important information regarding our program. In 2023, our Employment Navigator Program impacted the lives of over 250 Stark County residents, 117 of which are residents of the city of Canton. Of 250 clients, we have facilitated the job placement of 113 individuals. These 113 employees will bring over three million dollars of income into Stark County, and for many this will be a pathway out of poverty. We want to extend our gratitude for your support of this program. My colleague will now share what this program has contributed to the city of Canton more specifically. Thank you. PRESIDENT BATES AYLWARD: Thank you, Mr. Cook. Uh… and ma’am, if you would also state your name and your residential address. LIZA GROSSMAN: Hi, my name is Liza Grossman and my address is 1247 Willoway, spelled W-I-L-L-O-W- A-Y Avenue SE in North Canton 44720. But I used to be the neighbor of Pat Barton, which signifies cause he’s here. I thank you so much for your time and for having us and allowing everyone to come in and actually speak to our leaders. We really appreciate all that you do. Uh… remaining true to our vision and our mission, the Greater Stark County Urban League has worked diligently to uplift Canton’s underserved communities. Nearly 70% of individuals placed in our Employment Navigator Program… thank you for your support… were African American, half of which were previously designated low income. Fifty-five percent of all candidates experienced barriers to employment such as food and security, homelessness, lack of transportation and lack of childcare. And I’m just gonna say childcare, but really we want quality childcare. In spite of this, our employment navigators have worked tiress… tirelessly… who wrote this? (Laughter)… to empower these clients to overcome their adversity, and we walk beside them. Right? We have five pillars of the Urban League, employment is just one piece of being successful and having a thriving community. And so, these are not things that are separate. Right? We put them in boxes, we put them in these pillars, but they are all COUNCIL PROCEEDINGS JOURNAL 112 JOURNAL PAGE 17 MINUTES OF THE MEETING JANUARY 22, 2024 connected. So of the 113 candidates who gained employment in 2023… and remember those are the people who actually were placed in employment, we work with people until they find a job, and a job that is going to pay them a living wage. Right? If they’re willing to keep walking, we’re right there with them. So of those 113 candidates that were placed in 2023, 68 of them were placed within the city of Canton producing 2.3 million dollars of income. Thank you so much. PRESIDENT BATES AYLWARD: Thank you very much. (Applause) THOMAS WEST: And I can tell you, today we have 116… to date, 116 people employed which is over about three million dollars of annual income. And what that means is community development dollars at its finest. When we get people jobs, they can go downtown and enjoy Centennial Plaza. They can enjoy the community. So thank you all for your support. PRESIDENT BATES AYLWARD: Thank you, Mr. West. Our next and last speaker is Miss Kimberly Bell. Miss Bell, if could approach and give us your name and residential address. Thank you. KIMBERLY BELL: Yes, Kimberly Bell, 1733 Morris Avenue. Um… I… is that it? That’s it. PRESIDENT BATES AYLWARD: That’s all you need, yes. KIMBERLY BELL: Okay. Okay, I gave Jill… uh… uh… an envelope for you guys to look over. I’m gonna pass this to you. I want you to look at this and pass it around for me, please. And… uh, when I walked in here… um, that… somebody was presenting something about First Friday, a hundred thousand dollars, that’s spent on at… for that at… for that entertainment every year. Um… okay, so the letter I gave to you about the property I live on. They doubled my rent. I’ve been coming to you guys when Mayor Bernabei was on this pan… was… was in his administration, about the… about Metropolitan. I’ve asked you guys time and time again to address them. You can… you can complain about the… you… you… you raise money for the Hall of Fame. You wanted the… uh, that… uh, building by… over there by Aultman, you… Mercy… you wanted that taken down. You talk about all this money. You talk about this. But what about us? My rent… get… I’m getting punished because I got a job and I receive assistance, so I’m getting punished. My rent has doubled come March the sec… March the first. It went from 237 to 436… 456, in a three room apartment, not three bedrooms. It’s an efficiency apartment at (inaudible) Mahoning Manor, and I’ve been talking… telling you all and telling you all about Metropolitan, and I can talk until I’m blue in the face with them people, but it’s your job as… as leaders to… uh, to find out what’s going on that they would do this to some… this is why homelessness… this is where homelessness starts. It starts when a mother gets a job, living in public housing or Section 8, so they want to go up on her rent. Her… her rent is tripled the amount she paid. Her rent maybe was a hundred dollars before she got a job. Now she’s paying eight hundred dollars to live in Metropolitan? Are you serious? I’m paying four hundred dollars to live in a three room apartment. I don’t have a living room. I have a bedroom, a kitchen and a restroom. That’s all I have. And you want to charge me four hundred and fifty-six dollars to live there, Metropolitan. This is where homelessness starts. I was homeless… PRESIDENT BATES AYLWARD: Twen… twenty-five… twenty five seconds. KIMBERLY BELL: …two or three years ago. I was homeless three or four years ago. Someone at City Hall helped me, and I’m not gonna say the name, and it… they was a guardian angel, but this is not acceptable. Well, we’re gonna have a plan moving forward. But I think the last time we had a conversation with that was probably 20 years ago. So it would be… that’s one thing we are gonna get updated that if we ever had a catastrophic event, about all the resources that we have with the City and how they’re gonna be utilized. But I just want to let the Council Members know, moving forward, we will have a plan for the warming shelter for our most in need. Uh… with the pending… potential ice storm overnight, the Street Department will obviously be out in full force, and depending on how the storm comes and when it rains versus icing… uh, we’ll be pretreating and treating as appropriate with the mind set of not letting the salt just wash away before they do so. But obviously with ice, it’s a whole other animal, so I would just encourage anybody to… uh, who has to be out, to please be cautious, please give people the benefit of the doubt. And again, we of course express our ongoing and continuous gratitude to our AFSCME 2937 folks, not just the Street Department who are out in the hazardous conditions but also DMV and the other support folks who keep this whole thing moving. Um… although it’s never perfect, I think we’re starting to see our investment in process in infrastructure and equipment start to pay off. Um… and I think we will continue to do so, so I thank Council for the support over the years. I think we’re gonna finally start to see a pay-off. MEMBER MORRIS: Director Highman, Mayor, awesome job with the shelters and getting the roads cleared. Uh… no complaints. However, wouldn’t be myself if I didn’t complain about something. You know, since we redone the Chamber, I’m further away from the audience, okay… and I’m actually having trouble hearing when people are speaking. So I don’t know who came up with this bone headed idea to take and go up another 60 inches across that wall with half inch tempered glass to block not only the sound, but segregate us from our constituents. It was a poor idea. And being in the glass and glazing industry, it’s gonna end up falling down and it’s going to become a liability or you’re gonna end up tearing up that wall and redo it because I don’t believe that wall can hold the weight. Uh… not too many things I have expertise in, but definitely glass and glazing. So I don’t know whose idea it was, but Leader, Mayor, if you could put the brakes on that one, I sure would appreciate it. PRESIDENT BATES AYLWARD: Thank you, Member Morris.
