I’m a resident of uh… 937 uh… I’m sorry I… I… I don’t quite remember what I wrote down out there. PRESIDENT BATES AYLWARD: Well, do you know where you live? JANOS JALICS: 937 uh… 12th St. NW. My name is Janos Jalics and I would consider myself a concerned citizen. I would like to say that today is my 27th birthday and I here to talk to you all about commemorations…celebrations you know that sort of thing. Now, when I had my 27th birthday I had a very wonderful lunch yesterday with my mother and my sister, Very thoughtful, I got a few gifts, had some cake. It was very nice and very wonderful. And I have to say I’m very touched by that sort of thing. And then today of course I got greetings from family and… I even got a happy birthday singing from my Godmother. Of course very thoughtful and very wonderful. I think… I think all people should have that sort of thing. And one thing I found rather peculiar rather recently is uh… the Canton Police Department has a very peculiar way of celebrating a very certain anniversary.. doesn’t it. May 25th, 2020 the day that George Floyd was unfort…unfortunately executed by a knee on his neck, over a course of about eight minutes. He had a… he had a knee on his neck and he said “I can’t breathe.” And apparently, Canton Police decided we would like to remember this day, four years after it happened, by uh… arresting a black woman in the streets for conducting a protest. And making sure all her people got out alive. And you know, got arrested. I find that rather strange honestly… rather strange. Why would Canton Police want to commemorate it in that sort of way. I don’t think that’s very thoughtful at all. Does anybody think that way? I… I find that rather shameful in fact. Especially in light of recent events over in Canton such as a dog mauling somebody for uh… criticizing a police officer on their own front loan. Or I don’t know… uh… the death of Frank Tyson, which happened over the course of five and a half minutes. I’ve been speaking here for a good couple minutes now, over her at City Council, and… uh I find it rather fascinating that it took this many minutes for Office Schoenegge and Burch to actually tend to Frank Tyson and give him any sort of meaningful medical care. By which point it was already to dang, freaking late. I do believe my time is coming up so I’ll just have to say this rather quickly, You should not commemorate… this sort of important event by arresting people protesting in the streets. You should be looking at who’s in your freaking Police Departments. And saying uh… who’s there. I mean like… I rather (inaudible) there’s a KKK flyer down there too… unfortunately. *Buzzer* Okay guys, that’s my time. PRESIDENT BATES AYLWARD: Thank you sir. Our next speaker is Justin Nicely. Mr. Nicely… if you could approach and give us your residential address. JUSTIN NICELY: My name is Justin Nicely, from the Canton Hall of Shame, 2928 Lincoln Way NW Massillon, Ohio 44647. Once again I’ve come before you to tell you, you have a problem with your city. With (inaudible), corruption, no oversight, and even less accountability. Once again I’m here as a voice on behalf of “We the People”… to demand accountability from deaf ears, blind eyes, and thick skulls. And… I’m trying my best not to snap on you people right now, that refuse to even to acknowledge that you guys even have a damn problem. Okay, once again I come before you outraged at the brute force tactics and blatant criminal actions committed from the exact same people that we are suppose to be able to depend on and help us. You’re COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 230 MINUTES OF THE MEETING JUNE 3, 2024 listening now…now you’re listening, right? None of you are big on integrity and a lot of you are hypocrites with titles, double standards. And the majority want to remain (inaudible) so let me physically show you alright what the problem is. So, maybe you can, you know, wake your asses up. These are the faces of the lives lost at the hands of the City of Canton Police Department and Stark County Officials. I want you to burn the images into your minds and keep them there for a long ass time… okay? And half… (inaudible) try to come to the family members and spread your condolences. When I… I don’t know long go to you and tell you that you had a problem. And you guys could have done something a long time before any lives were lost. Okay… these are peoples sons, daughters, mothers, grandmothers, fathers, nieces, uncles, nephews. Their families will never be able to speak and see them again. These are human beings, dammit. They had hopes, dreams, desires, goals, feelings and a soul. And every one of you, like on your ivory towers, sit there. How dare you… how dare you. (Inaudible) like you guys got even a sliver of empathy or compassion. How many more lives got to be lost? Do I got to add my picture there because I’m saying shit to y’all don’t like right now? Which one of (inaudible) is going to come beat the hell out of me? And make sure to go ahead and orphan not one, but four children. What I want answers for as far as, why the hell y’all trafficked them because of negligence actions… PRESIDENT BATES AYLWARD: Excuse me. Mr. Ni… Mr. Nicely. You know you have to address me. JUSTIN NICELY: I’m addressing everybody and you are not going to interrupt me. That is a call of order okay. You’re not going to interrupt my time. PRESIDENT BATES AYLWARD: Uh… you’re incorrect. I certainly can. I certainly can. JUSTIN NICEY: That’s you’re whole problem! You want to sit there to listen to respond, rather than to listen to hear the words coming out of our mouths. Your title, your position, of authority means nothing and no dominion over me because ma’am I am no criminal and you are not going sit there and intimidate any (inaudible) people standing up here and say what you guys doing is wrong. Now you want to talk to me and beat me up, lets go. (Inaudible) the City of Canton is about because we’re tired, we’ve had enough, and this ends now! PRESIDENT BATES AYLWARD: Alright your time is up. Our next speaker is Larry Chapman. Mr. Chapman if you would approach and please give us your name and residential address. LARRY CHAPMAN: Yes, my name is Lawrence Chapman, 1422 25th St. NW. I was here back in April to ask Council for some help concerning an after nights… after hours night club that uh… was in the area I have a pretty high concentration of homes in. And was causing really a lot of issues, safety issues and… all kinds of issues. Uh… I talked to the Safety Director after the meeting… uh she promised me she would talk to some people and get back to me at 8:30 the next morning; and 8:30 the next more she called me told me who was calling throughout the day. I had a call from… uh the Safety Director, I had a call from uh… some detective special investigations, another detective, uh… Brenda Kimbrough… uh all assured me that everything was…uh already being taking care of and that they were working on it. So I’m basically here to thank everybody, because within the next following week, I would say the city was out there with… I don’t know there must have been a dozen vehicles, the city vehicles and fire department and S.W.A.T. Department… uh… and they shut them down that day. Uh… so I would like to stand here and say it was because I was here and said COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 231 MINUTES OF THE MEETING JUNE 3, 2024 something that this place got shut down, but in reality it’s that they already had it all under control. It’s that they already uh… had it under control but I really truly appreciate the follow up, the following day and afterwards on just what was going on… uh in the neighborhood. So, just thank you. PRESIDENT BATES AYLWARD: Thank you Mr. Chapman. Our next speaker is Mr. Ahmed Cheema. Mr. Cheema? Oh, there he is. AMHED CHEEMA: Amhed Cheema 5155 Foxchase Ave. NW. Council members, community members… Shalom Alaikum peace be with you. Two things I want to talk about. One is the genocide in Gaza, second is the violence… perpetrated by police in Canton. There are words to describe the burnt of dismembered bodies of children in the so called safe zones and refugee camps across Gaza and Rafah. The cries of pain from a mother holding the remains of her dead infant that is burnt beyond recognition. These are merely latest episodes of horrific… horrific, systemic… war crime against the Palestinian people. After barbaric attacks on homes and neighborhoods across Gaza, the Israeli terrorist military is now taking on displaced Palestinians… taking cover under tents. (Inaudible). Some members of the Council are concerned about offending a portion of the Canton community that support these murders openly committing genocide. Is that… is that… is that it? Is that the reason you won’t even bring up the Resolution up for a vote? I think there’s been enough said between the speakers that… came here and then showed us and then told us what’s happening with… with… police brutality. I’ll just talk a few moments here and read a couple of things from the Canton Police Department Code of Ethics. As a law enforcement officer, my fundamental duty is to serve mankind, to safe guard lives and properties, protect the innocent against deception, the weak against oppression, and the peaceful against violence or disorder. And respect the constitutional rights of all men to liberty, equality, and justice. I will never act officiously or permit personal feelings, prejudice, animosities, or friendships to influence my decisions. What no compromise for crime and other relentless prosecution of criminals, I will enforce the law courtesy and appropriately without fear or favor, malicious or ill will. Never implying unnecessary force or violence. And never accepting gratuities. The opposite is what I’ve seen with my own eyes… now and… something needs to be done. PRESIDENT BATES AYLWARD: Thank you, Mr. Cheema. Our next speaker is Kimberly Bell. Miss Bell? Oh, there she is. If you’ll please approach. And I believe everybody has a handout before them that was passed out by Miss Bell. KIMBERLY BELL: Okay, Kimberly Bell, 1733 Morris Ave. Okay, here we is… here we are again. The mad max, full of testosterone, men in the Canton Police Department, that’s all padded up, at it again. Okay, so when you build a home…you can’t build a home without walls and without a roof. It’s an automatic, right? So when you run a city… why is there a discussion about water and streets in this chamber. There should… that should not be a… uh… uh… that should be an automatic. And should not be an issue to discuss in this chamber. What should be discussed is the Police Department, killing and using violence from these officers every time you turn around on social media. On the news… this what we’re hearing. Now I may not get through all the things that I gave you guys, in three minutes. Okay, we put you… we put you… we put you people in office and it’s your responsibility to the voters and all the residents, even the underbellies, the black community… to assist us when we need that assistance from the Police Department. Now what? The K-9 officer used his dog as a weapon, it’s putting a lot of pressure… it’s putting a lot of you under the same umbrella as this Police Department. I didn’t say all of you, I said some of you because there are some of you who are very angry with the behavior of this Police Department. And you know… you know even though Andrea Perry and Rachel Forchione are the… are the ones that hire these officers, they put their trust and… and… and… and…their uh… they put their trust in these officers that they’re going to do the job, but they have proven them wrong. They are deceiving men that got hired. Al Sharpton and Ben Crump told y’all before this all came to the Al Sharpton and Ben Crump, that it COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 232 MINUTES OF THE MEETING JUNE 3, 2024 was going to happen… and it’s happen. So, we don’t need you Chris, we don’t need you Tom, we don’t you uh… Hector, we got Al and Ben. And don’t think I’m a racist because I’m saying all this, but I am a person of, it’s about damn time. Like I said I won’t get through all this, I got seven seconds, but you got it, you read it. Y’all watch my social media page... *Buzzer* to watch what I’m talking about and what I’m thinking. Shameful… how can Lamar Sharpe, get any kind of… PRESIDENT BATES AYLWARD: Our next speaker is Skyark Bruce. Miss Bruce? Oh there she is, okay. SKYLARK BRUCE: My name is Skylark Bruce and I live at 2216 Balinger Ave NE. The recent small changes to how public speaks is run, is a good start. A few more seconds to speak isn’t the same as being heard, but it’s slightly better. Another change would… that would be a bigger benefit to citizens, would be to allow us to sign up on line ahead of time. Many other cities in the area allow this, and it works very well for them. As long as the person is present by the time their name is called, they can speak. I’m glad tho see that Council Member Mariol is here today. He was absent from the May 20th meeting, and did not get to hear Eric Resnick point out Mariol’s hypocrisy on the request for an Informal Resolution supporting a ceasefire in Gaza. Resnick reminded those of who were actually here, that Mariol was proud to line Canton street with Ukrainian flags two years ago. In a Repository story, on March 21st, 2022, Mariol is sited as being proud to show solidarity with the people of Ukraine, who Russia had just started attacking. Quoting Mariol… “We want to let these folks know as best we can that we’re concerned about them, we’re supportive of them, and certainly have them in our thoughts and prayers.”… end quote. I would like for Mariol to explain the difference between a Ukrainian human and Palestinian human. Since apparently Palestinians don’t even get his thoughts and prayers. Mariol, conveniently an international policy expert when it suites him, and completely ignorant when it doesn’t. On Thursday, May 30th , 16th St NW, received an extra dose of police brutality. We were horrified to watch Canton City Police feed Cassie Culver to a police K-9. Arresting another man at the same time in a cloud of pepper spray and arresting teens at their failure to signal, that they were about to park in front of their own home. One has to wonder, what on earth is going on in our Police Department. Were they on edge from something else and took it out on these ordinary citizens who have the nerve to be concerned about what was happening to their neighbors. Why a K-9 handler and dog would even be called out for an ordinary traffic stop, is beyond me. This is the same department who murdered Frank Tyson in April and has yet to experience consequences. This is the same department who murdered James Williams in 2022 and has yet to experience consequences. This is the same department who murdered Ja’ron Nero in 2019 and has yet to experience consequences! And Zack Fornash, Shawn Pirolozzi, and Darrell Ross. CPD felt completely free to arrest Community Activist, Sierra Mason, on May 25th, as she and other community members present for Frank Tyson, actively complied with their request to move the protest out of the street and on to the sidewalk. So it’s seems that we are arrested if we don’t do what the cops want and we are also arrested if we do. Make it make sense. *Buzzer* get away with everything they do… PRESIDENT BATES AYLWARD: …thank you, Miss Bruce your time is up. Our next speaker is Jennifer Myers. Miss Myers if you could please approach and give us your name and residential address and feel free to pick up the microphone. JENNIFER MYERS: My name is Jennifer Myers, 2120 Market Ave. Uh… I’ve been a resident here in Canton since 2009 and … I’m horrified. I just cannot believe what is going on in this city. I’ve been out protesting in the streets since 2020. And honestly, I wish we were back in 2020 and y’all was doing this because it would not be good… it would not be good. And now… we’re watching things on social media of police tackling people… and maulings with dogs? Like… half of the story is not even out there. Where are the rest of the body cams? Where are they because we deserve to see them. When are you going to keep us safe… in these streets. I’ve lived in the worst neighborhoods and nothing has gotten better. It’s getting worse and worse. And now I have to COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 233 MINUTES OF THE MEETING JUNE 3, 2024 fear that you’re targeting my daughter, Sierra Mason, for protesting and speaking up in it. These are the rights we’re supposed to hold… in your democracies. It’s… it’s appalling. Where are our town meetings for what happened this weekend. Where are the town hall meetings for Frank Tyson, for Zachary Fornash, for James Williams… fixing these problems instead of building up the Hall of Fame. You can’t build up a community until you build the foundation up. I’ve spent the last two summers trying to leave this town. And the only thing that keeps me here is my grandchild and my daughter. And now I have to fear for my daughter’s life because some cop might come up and tackle her. Which I’ve seen before down in Columbus, by the way… cause y’all aren’t the first ones who’s arrested her… for using her voice. And because you don’t like what she saying, she gets arrested? It’s… it’s ridiculousness. You need to fire more of your police officers, rebuild the system… how about we just abolish the system because clearly it’s not working. PRESIDENT BATES AYLWARD: Thank you, ma’am. *Buzzer* Our next speaker is Miss Angela Rembeit. I think I’m saying that correctly. If you could please approach and give us your name and residential address please ma’am. ANGELA REMBEIT: Good evening. My name is Angela Rembeit and I reside at 808 28th St NE in Canton, Ohio. Regarding the arrest of Sierra Mason, I was present that evening. It was calm the entire time. When officers arrived stating that we needed to move, Sierra asked the arresting officer to give her two minutes, one hundred and twenty seconds, to have everyone moved. Upon everyone disbursing, she was put into handcuffs and taken to jail. Sierra was arrested, charged with a misdemeanor 4. She attended court on Wednesday the 29th to be told her pretrial date… would be tomorrow June 4th at 1 o’clock. From my understanding, this charge normally results in no arrest, no jail time, and no trial. In my humble, yet righteous opinion, I believe this is retaliation, police harassment, and intimidation for her First Amendment Rights. I just can’t believe I’m up here having to explain what happened to her and I ask you all to please drop these charges for here. She did not deserve it, she asked, please give me two minutes, one hundred and twenty seconds, and I will get these people moved. And low and behold, we moved when she asked us to move. I request again that charges against Sierra be dropped immediately, court cost reduced to zero dollars for any unlawful arrest and reasonable consequences for the arresting officer. In regards to Frank Tyson, if the current personnel policy states that an officer can’t be terminated pending the conclusion of an eternal investigation, I also request that that policy be changed. The current police officer failed to disclose their termination from Target for theft on their employment application and was able to remain employed. In most situations I’ve seen individuals get walked off. That same officer was recommended by the Police Academy for the position, with reservations of his inability of taking accountability. Frank Tyson died in the same police officers custody. I know, we know that a person laying down handcuffed, faced down can only survive for approximately two to three minutes. Frank Tyson laid there face down, handcuffed for five and a half minutes. And I will ask you all, how long, how long he laid there? AUDIENCE: Five and a half minutes. ANGELA REMBEIT: Again, how long did he lay there? AUDIENCE: Five and a half minutes. ANGELA REMBEIT: Justice for Frank Tyson. AUDIENCE: Justice for Frank Tyson. Our next speaker is Sierra Mason and Miss Mason if you would approach and give us your residential address, please. COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 234 MINUTES OF THE MEETING JUNE 3, 2024 SIERRA MASON: Sierra Mason, 2110 Market Ave N. First I wanted to address the disturbing case of the K-9 officer using his dog as a weapon to practically feed a citizen to the animal. It was disgusting. That officer feed a citizen to his dog for making a couple of smart remarks, hurting his pride, hurting his feelings. No citizen should ever be subjected to such treatment. Secondly, I want to address the unlawful arrest of not only myself but other individuals who were actively compliant to officers and peacefully exercising their rights. When citizens are targeted and detained without just cause, it undermines the fabric of our society and trudges with the trust with law enforcement. We must dem… demand that each… you got to go… you got to go girl…you got to go… go sit with (inaudible)… go sit with (inaudible). Sorry, y’all… children… we must demand… uh… I’m going to skip that, sorry y’all, I lost my… it in my speech y’all… PRESIDENT BATES AYLWARD: It’s fine… SIERRA MASON:…lastly the heartbreaking… uh… of murder of Frank Tyson… at the hands of Police Officers. Who callously placed a knee on his neck allowing him… and then allowed him to lay lifeless there for over five and a half minutes. It is a stark reminder of the brutality and impunity that exist within our police force and our community. This tragic loss, shows the urgent need for accountability, trans… transparency, reform, and if you want me to be honest, frankly, abolish…abolishment of our police department. We need so much reform and so much training and frankly each and every one of your officers needs em… needs a training in empathy. There’s a problem here in Canton. A problem that can’t be ignored or brushed aside. Our Police Department is terrorizing communities, brutalizing citizens, and the retreating to the safety of paid leave. The cycle of violence and impunity must be broken, must be served for all tho… for all those who have been wronged by… those who was meant to protect them. We cannot stand idle while injustice runs rampant through trea…. through our streets. We demand accountab… accountability, we demand reform, we… and we demand justice for every single one of our citizens who has been terrorized by our Police Department. The time for change is now. The time to speak out and the time for action is now. Let us stand together and we will stand together, united to make sure that our communities are a safe place with equality and justice for us. We deserve peace. And I also want to point out how each and every one of us… *buzzer* to talk about and we’re all talking about each other’s issues… we are uniting… Thank you.
