Uh… many of you have been with us before, but for those who haven’t you will have three minutes. You will monitor your time on the uh… large screens. And uh… when I call your name, we will ask you to approach the podium and give us, for the record, your name and residential address. So, thank you. Our first speaker is David Kerestes. Mr. Keretes are you here? There you are, thank you. DAVID KERESTES: My name is David Kerestes. I live at 626 Walnut Ave. I’m here tonight to speak of the No Beers Act of 2002. This was to discourage federal managers and supervisors from engaging in unlawful discrimination and retaliation. I believe that’s happened to me many times. I got evicted from Matt Shurin’s COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 294 MINUTES OF THE MEETING JULY 29, 2024 place of uh… ownership. Related to Kirk Schuring under a covid violation, a monetary violation. Tonight I’m here about Canton. This Antonio Davis this guys is an ice dealer over here and he’s working on this house and he’s got a permit for concrete and block. And I go in there and they tell me he has a permit, but I don’t see a footer anywhere. And uh… then they’re going to call the cops on me when I’m asking questions. And then I’m wondering when he’s got these windows here, ten new windows. Those are about five hundred dollars a piece at the at the bank, but there’s nobody taking any notice of that, nor the new roof, and the footer missing I really had concerns. That point I’m showing them pictures of the wiring hanging. They got no interior permits whatsoever, but you see insulation and see drywall and a wire hanging there with no junction box. Uh… that quite obscured when they have an inspector. They should’ve been there for a footer long ago. And then I’m trying to show them this stuff, and they’re going to call the cops on me… it ain’t looking so good. That would bring me to the Hot Coffee House where you have a junction box wire up here right over a shower unit. When I took that to them last year I got in trouble. Brings me to 25th St. where I got evicted trying to talk about the uh… uh… I believe it was the Hunter uh… grant money being robbed out there by that lawyer. Mr. Babcock said it was a minor violation. Well that was a three phase wire hooked up to a two phase wire in the ground… not connected, which was another fire hazard. All these places are inspected uh… they’re all federal and state funded. And quite frankly under federal and state funding uh… you are not allowed to violate federal law, state law, or city law. So how they doing crack over there at the freaking Downtowner. Smoking their bubble, selling their crack in a federal place… were we’re place paying for the funding…for these drug dealers. That brings me to, how did that drug dealer know that I was at the Building Department, contact me eight hours later wanting to meet and talk to me man to man. Well I don’t think an ice dealer robbing everybody is a man. Thank you, but he is a veteran. PRESIDENT BATES AYLWARD: Thank you, Mr. Kerestes. Our next speaker is… I believe I’m saying this… Reverend Doctor Joyce Penfield? Am I saying that correct… thank you ma’am. If you would approach and please give us your name and residential address. REV. DR. JOYCE PENFIELD: Good evening, uh… Madam President and Council Members. My address is 247 Portage Lakes Dr., Coventry Township. And I do services at St. Paul’s, one block from here, quite often… Episcopal Church. Uh… I’m here to… you have a resolution before for a ceasefire and the conflict that’s going on uh… in between Israel and Palestinians. And I’m here to ask you to support that resolution. Uh… this is a historic moment, it’s a moment which unfortunately the world and those with lots of technology, are watching violence being lived streamed. And humanitarian violations that we’ve never seen in such abundance all at once. This conflict needs to be stopped. The violence needs to be stopped we need to immediately have a permanent ceasefire so that we can work towards sides figuring out things together. Uh… the context of the violence comes from settler colonialism inherited by many people and it’s in a situation now that our own humanity and those of us watching also are… are embroiled in this. We are a part of this. What could Canton do of seventy thousand people so far away with something? Perhaps very little, but perhaps a lot. It has to do with our own souls and how we speak for humanity. (Applause) And how we recognize what needs to be changed. There’s too much dying. There’s Israeli soldiers who are dying. There’s thousands and thousands of children are dying. Humanitarian violations that have been noted by uh… B’Tselem, Human Rights Organization in Israel and also in uh… throughout the world, Amnesty International. Uh… the… law… the resolution as I understand would demand an immediate and sustained uh… ceasefire so that something can start to go forward to build life because right now what is happening is death. Death and destruction. Uh… the resolution asked for an immediate release of all hosta… all Israeli hostages and all of Palestinian hostages… uh prisoners who have been detained. Up to fifteen thousand with no charges currently. Uh… for a restoring (inaudible) funding so that health care can be created and provided to those people who are suffering so greatly from the violence from the… bri… uh… from the lack of water… lack of… and … and polio is now striking. It’s found in the water uh… within Gaza…uh… and also… uh… and ending the blockade. Uh… this is a big step, small step, great COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 295 MINUTES OF THE MEETING JULY 29, 2024 step so that we can show our humanitarian understanding of human beings our brothers and sisters on all sides, to get the violence stopped. Violence only begets more violence as King taught us. We can’t go anywhere until we get this stopped. So I urge you to search your souls and… (Buzzer), vote fight for human rights, vote for humanity, for all signs… PRESIDENT BATES AYLWARD: And your time is up ma’am. KIM BELL: Kimberly Bell, 1733 Morris Ave. I gave ya’ll a survey last week, and I want to give it to you so you can look over… cause I did some of it. I’ll do some more of it tomorrow about the jobs programs. Me and uh.. Councilman Mariol has been talking about, but before I get into that… I want… I want… I want to hit on a few things. Uh… first I want to… uh give a shout out to Ida Freeman. A good woman. I didn’t really have any… interference with her anything, but she was good person. Uh… and then now the Sonya Massey murder. I mean Frank Tyson’s murder’s been… what over one hundred days now. And nobody has said anything else other than what they said, but what can possible… what can we be possible waiting on. It was… these… that those two officers and that bartender, he… they killed this man with their bare hands and their body weight. I don’t know how it works… uh… Jason and Kristen Bates, how to write and opinion. I’m just a Paralegal from Stark State, but I know how to write and opinion. Or… or the change of a revised ca… code or create a law for these officers not to use their (speaker turns from microphone to speak) immunity in situations like Frank Tyson and Sonya Massey. Which he’s not going to be able to use, he’s going to prison for the rest of his life for death penalty hopefully. If you guys can help, sit down with Frank Frocho (Forchione)… Judge Polus, Charles Brown, and some of you other members up here, to figure out a way to… to… to… write an opinion to the courts or… or lawmakers to… to… to… make… create laws for these officers not to use their qualified immunity. The letter you have is a letter I made sure I was trying to get it to every NFL player in their organizations. Because… hoping the letter would fall in the hands of the right person, it would… to stop the event of the Hall of Fame this week. It may or may not work, but this… this… at this point we are desperate and we are tired. And we are trying to save another family from getting a phone call saying their family member has been killed by a Canton Police Officer. I had a recent incident, but I… I… I you know I trust… I trust Jason and I trust Chief Gabbard so, but I have another incident over the Greek Fest weekend with Officer Mark Diels. I’ll discuss at a later time, but please Kristen, Jason get with Judge Frocho (Forchione)… bring Charles Brown and Judge Polus out of retirement and try to write something… write an opinion to the courts or… (Buzzer) … revised code for these officers to not use QI. PRESIDENT BATES AYLWARD: Thank you, Miss Bell. (Applause) Our next speaker is Mr. Hassan Muheisen. HASAN MUHEISEN: As-salamu alaykum. Ladies and gentlemen, I just want to show you this is the Palestinian map before 1948. That here, Tel Aviv, Jaffa Jerusalem and here is Reza. You see like 1937, the population of the Palestinian Muslim and Christians used to 97% of the population. The Jews used to be 3% where they used to be only on around Jerusalem like small sector give them the right to live in Jerusalem in Jaffa, Tel Aviv and in (inaudible). You see all these cities and villages, about five hundred fifty cities and villages being destroyed. And force the people to leave their homeland. And some of them went to the refugees (inaudible) to Gaza. Some of them went to refugee camps in West Bank and Jerusalem. Some of them went to uh… Lebanon. Some of them to Seria, some of them to Jordan, some of them like all over the world. And especially like we have in the United States, over maybe uh… five hundred thousand uh… Palestinians live in COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 296 MINUTES OF THE MEETING JULY 29, 2024 the uh… United States. And that’s what I want to say that we need some considerations for the Palestinians. These are human beings that they left their homes and they want to go back by the help of the international community. Uh…we need Canton City Council to help achieve peace in Palestine. To make the Holy Land as a holy place for all peace lovers. Please vote yes ceasefire, yes for peace. Not for genocide in Gaza and West Bank and Jerusalem. Not for the humani… the dehumani…nizing the people of Palestine in prison and just some maybe in jail and prison. Vote for the freedom of Palestine and vote for the long and lasting peace. Ladies and Gentleman, ceasefire is crucial to the children of Palestine. The Palestinians are in need of your support. The support that would give hope for all the countries of the Middle East. If the Palestinians are not free, then no one will be free. (Applause) No to genocide, no to war criminals, we hope you will side with the people who chanted “Free, free Palestine,” from this Chamber, from the Canton City Council meeting we are to… (Buzzer) …the humanity, justice, and free Palestine. (Applause) Thank you, very much. PRESIDENT BATES AYLWARD: Thank you. Our next speaker is Abdallah Masri. Mr. Masri. ABDALLAH MASRI: Good evening, thank you again for the venue… uh… Adallah Masri 3892, Mt. Pleasant St. NW. Thank you again for giving us the venue to educate and putting forward our plight and this actually global crisis and talk about it on this venue. I wish… I wanted to start with reminding everyone, Ilan Pappe` he’s a famous Israeli historian wrote a book recently, it’s called “On Palestine.” He says a few words in the beginning about one of the major problems of the Palestinian cause is they will try and sell it as a complicated cause where matter of fact it’s really really simple. There was a land and someone else stole it. (Applause) That’s as simple as that. Common thieves stole the land so… for sure you, we did not choose to be colonized or occupied. We certainly did not choose who occupies us. And it’s really… intuitive that we resist occupied… occupation. And we, you know, we resist people trying to steal our homes right? Uh… so… uh… going back to what’s happening in the current days, I would ask everybody to please educate yourself. Read near history, read near facts and try to get out of your comfort zone and reeducate yourself on this. Recently Polio, which has been almost eradicated, has been in… was… uh… announced to be endemic in Gaza. Poliomyelitis, you remember your school kid who has a crocked leg and really bad deformities has a hard time walking. Polio is coming back because of poor sanitation in Gaza among the killing. And it’s not going to stop at any border or any barbwire. The last point I would like to bring is the last available martyr list or victim list was only released in November. And I did uh… I did open that list and search for my name and there is a person who has both my first and last, Abdallah Masri. There are one hundred and sixty-five people who were killed that shared my first name and who there is one… five people who shared my wife’s name. That’s until November 8th and there’s seventy-five people who shared my last name. So, this this real for us. This is not a fanatic show. We are not, you know… we’re not embarking on a woke trend to get likes and trends and you know shares. This is real for us. So, I ask you again to stand on the right side of history and vote for a Ceasefire Resolution. It’s a small step, but we need to get the word out to most people. Free Palestine. (Buzzer) (Applause) PRESIDENT BATES AYLWARD: Sorry… Thank you, Mr. Masri. Our next speaker is Mr. Eric Resnick. ERIC RESNICK: Eric Resnick, 1828 Grace Ave NE. Madam President, Leader, Members… commentator Caitlin Johnstone reminds us that Gaza is the single defining feature of this political moment in the United States. She continues that an actual genocide is scheduled to continue and everyone is meant to just ignore it. As though it is some small insignificant quivel. Genocide is just plain evil. And even if small gestures are outside of what you are willing to do to show where you… where your redlines are, then it no longer makes sense for you to talk about evil. Or any other moral dist.. distinction. There’s a leader framing what’s happening at the hands of the Zionist state in Gaza. All moral judgements that come before you in this Chamber, become nonsensical. I want to thank Member Morris for agreeing to put the resolution on the agenda tonight and also Members Giavasis, Crystal Smith, Chris Smith, Cooks and Sacco who joined him in support of it as far back as COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 297 MINUTES OF THE MEETING JULY 29, 2024 March. Things have gotten a lot worse in Gaza since them and there have been rulings by the International Court of Justice, the Prosecutor of the International Criminal Court and the United Nations General Assembly since then. All of them implement… implicating the Zionist state in war crimes and more likely than not genocide. What kind of person would oppose a ceasefire that would stop mass slaughter and genocide, even if it’s just stating support for it out loud. What kind of person would do that? How you feel about people being slaughtered on the other side of the world makes its way into how you feel about marginal people here in our community. (Applause) And tonight you have a chance to show you’re better angels in your willingness to do the right thing. I have one more request. Please share the rational for your vote, especially if you vote no. This community needs to hear how its elected leaders feel about good and evil. Who displays moral character and who doesn’t. Don’t hide behind your position… speak up. We want to know what you’re thinking. I hope my confidence… that in the end you will do the right thing is well founded. As I look around though I see the two yes votes for this resolution are not here. And I’m hoping that two others of you will step up and do the right thing. PRESIDENT BATES AYLWARD: Thank you. (Applause) Our next speaker is Mr. Ahmed Cheema. Mr. Cheema. AHMED CHEEMA: Ahmed Cheema, 5155 Foxchase Ave NW Canton. Honorable Mem… Members of City Council and citizens of Canton, I greet you with peace, As-salamu alaykum. I had the opportunity to share facts about the ongoing genocide in Gaza in this Council Chamber for over six months now. Facts that are verifiable by anyone with a basic understanding of critical thinking and a smidgen of humanity. Facts, not political propaganda from a depraved foreign opportunist and war criminal who played many of the law makers in the U.S. Congress as his useful idiots. Facts, that have led the International Court of Justice, ICJ and International Criminal Court, ICC… to their rulings against the criminals and mass murderers masquerading as dignified political leaders. The ICJ is the highest court within the United Nations that deals with legal disputes between states and requests for advisory opinions… advisory legal opinions. The ICC is the highest International Criminal Court that focuses on holding individuals accountable for serious… violations of international criminal law such as genocides and crimes against humanity. The ICJ and ICC are not kangaroo courts. Netanyahu wants the world to believe he will create monolith of peace and stability on a foundation of systematic dispossession, illegal occupation, and ethnic cleansing. The American Revolutionary War and several other struggles in human history have shown that people… when people are occupied, resistance is justified. (Applause) I want to thank… I want to thank members of this Council, two of whom are missing tonight, who have shown support on this issue and made an effort to research and find the truth for themselves. I’m especially thankful to the Council Members that brought the Gaza Ceasefire Resolution… up for a vote today. Symbolic as it may be, This is not merely a vote, it is a moral crossroads. The choice before you is stark. To embrace the principles of compassion and life, or to turn away from them. History will judge your actions, but more importantly, your conscience will. I trust that you will choose wisely. Thank you. (Applause) PRESIDENT BATES AYLWARD: Thank you, Mr. Cheema. Our next speaker Miss Skylark Bruce. SKYLARK BRUCE: My name is Skylark Bruce and I live at 2216 Bolinger Ave NE. Rest in power Ms. Ida Ross Freeman. She rarely missed a Council meeting or an opportunity to speak up for justice for black people. Thank you to Council Member Morris and those accompanying him for putting their names on a Gaza Ceasefire Resolution to be voted on today. As you have been hearing from your community for five long months. And as the people of Gaza have endured for nine much longer months, plus or minus seventy-five years. It is important that we do not look away. It is critical that ordinary people who think of ourselves as good, raise our voices against senseless slaughter of innocent people. This matters rather it happens in Gaza, Congo, Yemen, or right here in the streets of Canton. Regardless of how the vote goes this… during this meeting, I want you to ask COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 298 MINUTES OF THE MEETING JULY 29, 2024 yourselves why it took five months to get here. Why did it take twenty or so City Council meetings even to get a vote on the floor for an informal resolution. It could be… it could be that you love seeing our pretty faces and hearing our resident voices just that much, but it’s a lot more likely that there are other reasons for dragging your feet. I don’t think it was your goal to be the very last Council of a decent size city in Ohio to vote on a Gaza Ceasefire Resolution. Or the only one potentially to vote no, but whatever it is you need to get your stuff together because the blank looks and perpetual silence from leadership does affect the lives of people here in Canton. When will the family of Frank Tyson get answers? It has been three and a half very long months. Three and a half months of silence from city leadership. If it was your family member, your friend, your neighbor, brutally snatched from you by murderous city employees, that would not be an acceptable wait time. If the Tyson’s have to wait this long and longer, I wish upon those of you who are doing absolutely nothing or even worse, something new. I hope that injustice feels like bed bugs to you. I hope your falling asleep takes hours because every tiny movement jolts you awake. I hope you rise in the morning to shake in justice out of your sheets and clothes. I hope the panic of trying to deal with this daily consumes your life. I hope you feel the embarrassment of the marks of injustice on your skin in places other people can’t see. If you’re not pushing for justice where it matters, I hope you never get comfortable rest again. Every moment the Tysons must wait for justice should be miserable for you too, but if you break open your hardened hearts and start to speak out… I wish you all the deep restful sleep and peace of mind. Vote yes to call for a cea… permanent ceasefire in Gaza, Free Palestine, and justice for Frank Tyson. (Applause) PRESIDENT BATES AYLWARD: Thank you, Miss Bruce. Our last speaker is Andie Edwards. And if you could approach and give us your name and residential address, please. ANDIE EDWARDS: I also have some photos that I printed out to be passed around for the Council. PRESIDENT BATES AYLWARD: Uh… one of our… our folks will come and get those. ANDIE EDWARDS: Okay. My name is Andie Edwards and I live at 6360 Apple St. For the last nine months I’ve been online following this genocide from the stories on the ground in Palestine. I have seen the bombshells on the streets of Gaza with U.S.A. D.O.D. stamped on them. I watched people die in real time in front of my eyes. I want to share with you the story that sticks with me the most. The image that will be burned into my mind for the rest of my life. There was a seven year old little girl who escaped four bombings, with her mother, father, and two sisters. One of whom was only year and a half old. I say “was” because after the fifth bombing this girl survived, she found her sixteen month old baby sister beheaded in the rubble of the building they were hiding in. She said to the people who found her, “I wish for death after finding my baby sister like that.” This is what you’re voting on tonight. I know some of you profess faith. I’m a person of faith too. In Matthew 18:14 Jesus says “ It is not the will of your Father who is in heaven that one of these little ones should perish.” What do you think Jesus would say to that little girl who found her little sister. What would you say to her. I read the other day that some are calling this genocide, self-defense. Let me tell you the truth I’ve seen with my own eyes, Israel is bombing humanitarian aid assistance and refugee camps and humanitarian safe zones. There is no one to defend themselves against. They’re brutally massacring innocent civilians to the streets day after day with no end in sight. So when you vote… tonight, I want you to think of these children. I want them in your mind along with the faces of every child you have ever loved. I want their eyes seared into you mind, the way they are into mine. Listen to your constituents, call the genocide, genocide. Calling this word genocide, is the very least you can do. Calling it what is and saying it has to stop is the very least… that you can do. And if you can’t find it within yourself to do that I hope you spend a long the asking yourself why. I hope it doesn’t let you sleep. I hope it keeps you up at night in your safe, warm, comfortable bed with you living family surrounding you. There’s a quote often attributed to Dante’s Inferno that says “The darkest places in hell are reserved for COUNCIL PROCEEDINGS JOURNAL 122 JOURNAL PAGE 299 MINUTES OF THE MEETING JULY 29, 2024 those who maintain their neutrality in times of moral crisis.” Now is your chance… (buzzer)… to vote for the ceasefire. Uh… there was a fire that broke out in a garage that jarred out of our house by the explosion, but I just wanted to take time to relay the thanks from the residents right in front of that property. As we were going door to door to make sure people were safe, it was noted that the first fire engine arrived in about two and a half minutes. And within ten minutes there were… four… or two engine ladder trucks, two full complement of crews that addressed that fire. I know sometimes we think maybe things take longer than they maybe actually do, but I just want to have the Safety Director let Canton Fire know they did a heck of a job and their quick response times were very much appreciated by the residents.
