Um … before we get started, unfortunately our microphone did not charge and is malfunctioning. So, we will ask everybody to speak up as well as they can, we usually can hear um … most everyone and we may … I may ask you to speak up a little bit. As I call your name uh … please come forward and give your name and residential address. Our first speaker is Mr. Errick Freeman. Mr. Freeman. There he is. ERRICK FREEMAN: Errick Freeman, 1129 7th Street NW. So, I’ve been here before um … in reference to public art that myself and some friends of mine created. Well, I get … I guess I left with the sentiment … seemed like that art work was going to be moved but, noticed over the last week that the art work disappeared. And I have no idea where it went, no one’s called, no one’s emailed or anything like that. So that’s that. Um … I just hope to goodness that it doesn’t end up like some other artist’s work. Public art has been found in a scrap yard. What are we doing? We’re paying for what the city (inaudible) these … these entities that commission us to do this work and so now it seems like we … we really just don’t care about the arts. That’s what it gives. The art work is just gone. Reposter there but where is the art work? This is the second piece that I’ve been involed with that has disappeared. I have no access to it, I don’t know where it’s at, I’m getting kind of tired of this. Thank you. (applause) PRESIDENT BATES ALYWARD: Thank you very much, Mr. Freeman. Our next speaker is Mr. Patrick Buckahr, I believe. PATRICK BUCKAHR: My names Patrick Buckahr … PRESIDENT BATES ALYWARD: Oh, I’m sorry. PATRICK BUCKAHR: I live at 1228 24th Street Northeast. Um … I’ve been an artist in Canton, Ohio for more than four years. Not my kind of (inaudible) I was in the Bluecoats in the 80s when they weren’t (inaudible) champions.. When they were begging for help, and I fell in love with this down coming from Midale because it said on the (inaudible) striving for excellence. And I think that a lot of the problems that I have as an artist in this town is that, we don’t. Um … I … I’m not uh … I don’t feel as strongly about some of the things that my friend Errick feels. I think that this is (inaudible) the City Council, the reinvestment program for the store fronts. I’ve had great experience with those things, I like our streets being paved. I see a progess and what I hope is that this community, rather than embracing mediocracy this last 20, 30 years downtown has shown. Uh … artwork that will not (inaudible) because the only things that last is good stuff. The only thing that the next COUNCIL PROCEEDINGS JOURNAL 113 JOURNAL PAGE 52 MINUTES OF THE MEETING FEBRUARY 3, 2025 generation cares about is the good stuff. Unfortunately, my grandchildren, my great grandchildren are going to see some really mediocre … mediocre football work downtown. It breaks my heart as an professional scultper to have to drive by 9th and Cleveland Avenue because there’s a couple pieces that are just straight up trash. They drive me nuts. But it’s just indicative for the rest of our culture that … that … that … that we don’t feel passionate about quality and it’s not just about art, it’s about everything. We need this art in this community thriving for excellence again. Instead of just wrapping ourselves up in a boogy of … of average. That avarge getting the job is good enough, that’s all we can do, then that’s all we can do to just get the job done we’ll have to just be satisfied. You know, take this $5,000 for a huge mural and uh … you know be appericative that I get to get up every morning and go make art and try to make my world a better place. What I think we need to do as a community though, is invest in our children so that in forty years they’re going to have better taste than we would. I think that we should have like a one percent sales tax in this city that goes straight to schools or after school tutorial programs. For science initiatives, for lunch, for busing, for whatever we need. Eighty precent of our property taxes goes to the cities … Canton City Schools as it is, right? Something like that. Those kids ought to be eating off of gold lunch trays at eighty percent that Canton City property taxes. So, that’s not enough money. I propose we throw everything we have in the community into raising a generation of smart kids. PRESIDENT BATES ALYWARD: I’m sorry sir, your time is up. (applause) Our next speaker um … and I hope I’m pronouncing this right, Chais Ross-Medal. Yes, ma’am. CHAIS ROSS-MEDAL: Hello … PRESIDENT BATES ALYWARD: Please … and try to speak up my dear. Thank you. CHAIS ROSS-MEDAL: Yup … um … Chais (inaudible) 408 9th Street Southwest (inaudible) I gave you guys all my brochures.. Good evening Council Members, Mayor, community leaders, and (inaudible). My name is Chais Ross-Medal and I’m an Excutive Director at (inaudible) Chasing Hope House. For this first independent residential living facility in Ohio dedicated to supporting teens aging out of foster care and (inaudible). For too long, our community lacked structure, supportive transitioning from (inaudible) young to old. Without resources they end up homeless, struggling with navigating adulthood. Chasing Hope House changes that by dividing housing, life skills training, and mental health support, insuring that the youth have (inaudible). Since October I’ve reached out multiple times, to not only City Council, the Mayor, and a couple (inaudible), to discuss how we could have worked together. Unfortunatly, I have not received a response; however, I remain committed to the collaboration and insuring safe leadership (inaudible). Regarding the currently levy on youth and social services has (inaudible) we do not take stance on political matters but we recognize that funding with social services (inaudible). I encourage the community to research how this levy impacts social services and making important decisions. We’re also hosting a Community Leadership Round Table on February 21st that brings together key (inaudible) to disscuss how to get better support (inaudible) foster care and at risk. It’s imperative that the Mayor is present as city leadership does play a role in addressing this current issue. Chasing Hope House has been in contact with Governors (inaudible) and they’re excited about the work we’re doing here in Stark County. This is not just a local initiative, it is a model for all of Ohio. I appreciate your kindness this evening and I look forward to working together to create a meaningful change for the youth in our community. JUSTIN NICELY: Good evening, my name is Justin Nicely, Canton Hall of Shame um … single father, a community advocate uh … 2952 Lincolnway Northwest, Massillon. Uh … I came to you guys last week first of all, I want to thank Council Member Morris and I want to thank Ms. Smith for making the right choice last week and voting no to that Sub Station, listening to the people. We greatly appreciate you guys and to the rest of you guys, I’m sorry but we’re ashamed of you guys for (inaudible). That’s uh … $155,000. I’m letting you guys know, as soon as that Sub Station opens up, I’m going to be one of the first people there because I (inaudible). I hope you guys got some good officers in there and they’re ready to engage with the public on a professional level and a basic sense of you know, human decency and we’re going to see what $155,000 is going to. And I want to make sure (inaudible). Does anybody know what day we might be able to do that? Does anybody at all? (inaudible) ETA on when the Sub Station is (inaudible). No? No one’s got? Um … last week I also gave you guys a (inaudible) request (inaudible) I was wondering if any of you guys would be able to take the time to … you know you guys are making videos and stuff with Walsh and all that good stuff and boxing is really nice and I was wondering if you guys would actually (inaudible). Um …. You’re going to be wasting your time (inaudible). That wasn’t the first time you guys tried to kidnap my kids. You did it five months prior and that’s why you guys are confused as far as to why I filed a grievance. Okay, incident #19-01876, that’s the one you’ll (inaudible) you guys came and tried to kidnap my kids, you told my neighbor (inaudible) I’m driving a stick shift vehicle. (inaudible) 18% of the adult populations knows how to put that damn thing in gear and move. I’ve got all three of my kids sitting in their car seats, in one vehicle (inaudible) and the fact that also groundhogs and (inaudible) also love to sit there and half of the vehicles needed moved. So, what gives them the right to abuse the shit out of me, throw me in the back seat of a car, handcuff me, scare the hell out of my kids, have them screaming, crying, and yelling. Frisk me, go into my pockets and take my damn keys, lock us out of our house but you’re so worried about me & my children’s safety though, right? And you’ll find (inaudible) because they went and threaten members of our community. And five months later, you all came to my home with no warrants and did the shit again. And to this day I have yet to file a grievance I’m going to go and be a massive pain in all your asses (inaudible) every single thing that you guys are going to try to do the positive (inaudible), I’m going to be there, driving you bat crap crazy. PRESIDENT BATES ALYWARD: And your time is up. Thank you, Mr. Nicely. (applause) Our next um … speaker is Ms. Kim Bell. Ms. Bell. KIM BELL: Kim Bell, 1733 Morris Ave. Um … the handout I gave them I’m going to get to in a minute, (inaudible) uh … uh … uh … putting that handout. But, you know with … with all … everything thing going on with Donald and Elon, I mean lets hope and pray that they come to Canton and try some stuff but (inaudible) wouldn’t allow it. (inaudible). This man is going to allow … this man is going to cause an elder lady who’s going to be worried about their … their … their um … monthly income, (inaudible), and those living from pay check to pay check to pay loans off or whatever, and this man is going to cause these people to worry themselves to death with what he’s doing. And there’s … we … we have to … to stop and I need … I need everyone to tell the African American community, men and women, get your names on the ballots and run for office. Just clean that White House up if you gotta do something it’s got to change this. And if you guys are COUNCIL PROCEEDINGS JOURNAL 113 JOURNAL PAGE 54 MINUTES OF THE MEETING FEBRUARY 3, 2025 watching these Senators and … and … and a lot of these Councilmen uh … Senators and Representatives, the worry that’s on their face breaks my heart because they don’t know what they’re going to wake up to, next to from this man. This man has … he constantly waking up with these things that’s going to … that’s going to ruin America. I mean if that’s … if that’s your goal, just say that (inaudible). It’s … it’s people that I see those Senators they have a … they have a look on their face like they want to walk off the job but if they walk off the job, they don’t know who’s he’s going to put in their place. Somebody just as more dangerous as he is his or that the instructions Elon is giving but you know what I haven’t heard nobody but Elon. I haven’t heard Jeff, I haven’t heard Mark, I haven’t heard uh … any of those people because they … Jeff and Mark know that Elon and Trump is breaking the law and they haven’t heard a peep out those two. You gotta know … (inaudible) they see that they’re breaking the law … the law and they don’t know parts in that (inaudible). But like I said let’s … let’s talk about … let’s try to work on this and … and get that community center up and running with a food bank or something we can put in that … that Northeast Community Center. That’s only occupied every now and then and it’s up for sale. I mean you don’t own the Sub Station that the Police Department going to. So you should try to do something (inaudible) PRESIDENT BATES ALYWARD: Thank you, Ms Bell. (applause) Um … as I stated last week, you must sign up in order, we had two speakers that did not do that, and knowingly did not sign up in order so, they will be skipped. And our next speaker is Mr. Roger Gates. ROGER GATES: My name’s Roger Gates, I live at 611 Smith Avenue Northwest. Usually, I speak on the community and everything else. Well, I ask questions so I (inaudible) I work as a Ford truck driver. I sit there and watch wheels go round and I think all night. That’s what my mind’s like, (inaudible) spinning around in circles. So, now I see that they’re planning on cutting funding and you guys voted on a Sub Station that no funding was secured for. You guys signed up for (inaudible). Now, if this funding does not come through, that falls on all of us right here to pay for that build. Where else is it coming from? I … I don’t understand. Second of all, (inaudible) the Police Department right now just … (inaudible) all the way across the whole system across the United States these pagans are using … are harming the public …. hurting the public. I think it’s time that we start retraining them a little bit, get them uh … to deescalate a little bit. Second of all on that same note it … the police that are out here in the community, I have the utmost respect for. I’m not handing out your wings, I’m not anti-laws or anything like that. The problem that I’m having is, is that the Police Chief himself told me that what we feel is not our rights, are not being violated. So, therefore, our Internal Affairs is automatically corrupt because they’re stating that these aren’t rights. They are rights and it’s (inaudible) because not (inaudible) all the way up. They are weaponizing our legal system against us. Bottom line of it. Hey, they took my mom about a year and a half ago that was due to that uh … due to the courts up in Probate, but Adult Protective Services which it operates in an office right downtown here from the Coleman Center right? They stated that (inaudible) but they still took her like she had no rights. She didn’t get a lawyer until just now, not until I made a motion to object to them selling my home that was meant to be given to me. I have a hold that I can’t clean my house out. I can’t even live like a human being that’s part of the reason why I look the way that I do. I’m just one step above homeless. Think about that. I make $15 an hour. I lose my home, I don’t have nothing. Now, we’re going to talk about jobs and family … uh … what we’re going to talk about Child Protective Services really quick. They send these kids on a diesel ride, just as well as they do for federal prisoners that they have problems with. They … they sent them on a little ride around but if that’s not child trafficking and shipping these kids across state lines. Then I don’t know what is. We the people, I appreciate you all. PRESIDENT BATES ALYWAD: Thank you, Mr. Gates. Our next speasker is Ms. Audra Martin. Ms. Martin. Unfortunately, we don’t have a mic so just try to speak up as best as you can COUNCIL PROCEEDINGS JOURNAL 113 JOURNAL PAGE 55 MINUTES OF THE MEETING FEBRUARY 3, 2025 AUDRA MARTIN: Good evening, I stand before you. My name’s Audra Martin, 3367 Stoneleigh Northwest. (inaudible) I stand before you today, I’m a long time community advocate, public servant and I’m a health professional and a Christian and I’m just making progress as I’ve been a … an observer and sitting on the side lines wondering what I can learn and contribute when I come to the meetings. And sometimes I make comments to myself and offer for my own opinion. I was told to speak publicly like I did … like I am today like many others, whats on my heart. So, in thinking progress, I first want to acknowledge um … the City of Canton (inaudible) I appreciate the Black History Month acknowledgement, especially in a time and climate where um … my diversity, equity and inclusion (inaudible) and not (inaudible). And I stand with the national (inaudible) who understands migration is a fundamental part of being a human and in Ohio many who have come near and far, and don’t let migration fool you, it can come from many of our (inaudible) and family members. And in response to the harmful anti-immigration (inaudible) information tactic, I think the Mayor and the city uh … for your voices being raised (inaudible) but continued to stand strong and stand up for those who want to remain safe and welcoming of all. And it’s time out for the hate (inaudible) while attempting to bash each other especially in our climate that we are in now and I’ll just stand here again in Black History Month, one of the most disrespected person in the world is the black mom. And (inaudible) sometimes I sit in the back and I hear the (inaudible) Safety Director Perry, or dismissing someones roles, or being on just a level of disrespect has to stop. It’s so much hate (inaudible). It speaks to me more about the person whose doing it than the person that they’re speaking about. So, we have to move towards solutions, work together, work across the aisle. Lets talk about solutions and remain at a level of respect. When we are frustrated when we get um … discouraged when we are hurting, it is time for you (inaudible) and we see that (inaudible) but in our community of Canton, of Stark County, we can work together and there is a way that we can do that. If we just put or time and talents together it looks much different than what it is today. I appreciate your time. Thank you. PRESIDENT BATES ALYWARD: Thank you, Ms. Martin. (applause) Our next speaker is Ms. Brandi Smith. Ms. Smith. BRANDI SMITH: My names Brandi Smith, I live in Canton, Ohio and I’m here tonight to say let’s stop focusing on an uncriminal immigrant and let’s get back to the real issue at hand here. And that’s in our own backyards and that starts by typing up these laws in Ohio, in our city. So they can’t keep getting back out to continue their life of crime. We need Ohio and the City of Canton to ban all types of face masks, ski, hospital mask, anything type of face shield, mask. That’s how they are committing these crimes and keep getting away with it. We also need the three strikes law here I believe, in Ohio as, we as a Nation need to stop being so relaxed on laws and siding with the criminals. Time to change some laws here. Even with the juvies, start typing up these laws, stop allowing criminals to just do whatever they want. And us innocent people paying the price and that is even why can’t call the police for help because we don’t trust them. PRESIDENT BATES ALYWARD: Thank you Ms. Smith. Our next speaker is Ms. Skylark Bruce. (applause) Ms. Bruce. SKYLARK BRUCE: My name is Skylark Bruce and I live at 2216 Bollinger Avenue Northeast. I would like to take this moment to reflect on the statement that our Mayor made a few days ago, about the accountability …. No, the probability of ICE raids in our city. While public officals around Ohio have recently rushed to condemn illegals and paint people of Latino backgrounds as more violent or untrustworthy, you didn’t do that. So, your statement could have been worse. While I see little edvidence, the leadership of this city does uphold the dignity and respect of each person who lives here, the words are a start but words alone will not protect our neighbors. Words alone, no matter how polished and professional, will not stop the abuse and horror we see playing out across this nation. Words will not stop our families and friends from being torn apart. Some who have been arrested have been legitimately charged with violent crimes but many have not. Many members of the Navajo COUNCIL PROCEEDINGS JOURNAL 113 JOURNAL PAGE 56 MINUTES OF THE MEETING FEBRUARY 3, 2025 Nation for example, have been questioned for their papers, which is completely ridiculous. If you, Mayor, are not able to review the actions of ICE, how would you know if they are behaving in a more honorable way. You said in your statement that ICE has no obligation to alert you before carrying out raids. So, how would you even know if they’ve been here? How can you say there have been no recent ICE raids? You ask Latinos, migrants and other marginalized people who are the victim of crime to trust that CPD will not turn them over to ICE. But the culture of fear and violence that CPD creates and perpetuates daily, is plenty all by itself. When we see officers acting with few or no consequences on U.S Citizens like Darrell Ross, Jeron Nero, James Williams, Zach Fornash and Frank Tyson.Why would any other person think Í will risk it with CPD? The people united will never be defeated and (inaudible). Justice for Frank Tyson and Zach Fornash. PRESIDENT BATES ALYWARD: Thank you Ms. Bruce. (applause) Our next speaker is Ms. Sheila Billman. Ms. Billman. SHEILA BILLMAN: So I had a little different speech when I first came here but, I kind of noticed that there’s like twenty-five to thirty different microphones but you can’t let us use one of them? PRESIDENT BATES ALYWARD: They’re hooked. (laughter) SHEILA BILLMAN: You’re not using your microphone, you’re not using yours but we come here screaming and asking you to hear us. And there’s no microphone. PRESIDENT BATES ALYWARD: We’re sorry. SHELIA BILLMAN: Why would you hear us while we’re infront of you? Who’s not using their microphone? CHARLA GREEN: My name is Charla Green, I reside at 2224 Gross Avenue Northeast Canton, Ohio, 44704. My concern is the old Walther’s Café um … I guess they’ve recently called … I don’t know because I don’t go there but it needs to be shut down. It’s destroying the community. How do you have um … security guards that are not searching for guns or skipping searching people to the point of where people are getting shot at or a women is shot at in their car. It has happened when it was Walthers’s um … (inaudible) but … what was it? All Day Café (inaudible) this is not a safe place. I have a group home uh … individual that lives near there that had to hit the floor that night because of the gun shots. It has to stop. We have to get control back over our community. All of our children in that area, there’s schools over in that area and … and we just keep allowing it, allowing it, it’s still open. Why? Um … please shut it down, please. Thank you. Because I have had some conversations with the owner down there, just recently, after the last year.
