City Commission Meeting July 26, 2022 The City Commission of the City of Canyon met at 4:30 pm in the City Commission Chambers of the Civic Complex. Mayor Gary Hinders presided over the meeting with the following Commissioners in attendance, Mayor Pro-Tem Cody Jones, Kelsey Ward, and Paul R. Lyons. Commissioner Randy Ray was unable to attend. Also present were the following City Staff: City Manager Joe Price, Assistant City Manager Jon Behrens, City Secretary Gretchen Mercer, IT Director Shaun Holtman, Finance Director Joel Wright, Budgeting and Purchasing Manager Beau Boyer, Human Resources Director Hector Mendoza, Communications Director Megan Nelson, Business and Community Development Interim Director Larry Tucker, Chief of Police Steve Brush, Fire Chief Dennis Gwyn, Assistant Fire Chief Vince Whitfill, Planning and Development Director Danny Cornelius, Planning and Development Assistant Director Craig Brown, Municipal Court Judge Jennifer Cates, Director of Public Works Dan Reese, Assistant Public Works Director Chris Enriquez, Street and Solid Waste Superintendent Brendon Banner, Water Superintendent Eric Whitten, Wastewater Superintendent John Poole, Public Works Administrative Assistant Sarah Jusiak, EDC Administrative Assistant Brittney Bates, City Engineer Adolfo Garcia, and City Attorney Chuck Hester. Item 1. Call to Order. Mayor Hinders called the meeting to order at 4:33 p.m. Item 2. Invocation. Commissioner Ward gave the invocation. Item 3. Pledge of Allegiance. The Pledge of Allegiance was led by Mayor Pro-Tem Jones. Item 4. Approval of the Minutes of the Meeting of July 18, 2022 Mayor Pro-Tem Jones moved, duly seconded by Commissioner Ward to approve the minutes of July 18, 2022 as presented. Motion carried unanimously. Item 5. Public Comment – Comments from Interested Citizens. No comments were made. Item 6. Consider and Take Appropriate Action on Development Funding Report – Freese & Nichols and Authorizing the City Manager to Move Forward with the Development and Release of a Request for Qualifications (RFQ) Related to Professional Services for the Review and Updating of the City’s Infrastructure Systems, Needs for Expansion and Funding Options. Item 6 was put aside to be considered at a future meeting. City Commission Meeting July 26, 2022 Page 2 of 3 Item 7. Consider and Take Appropriate Action on Proposed FY 2022-2023 Operating Budget and Proposed Tax Rate. Director of Finance Joel Wright and Budget and Purchasing Manager Beau Boyer presented the proposed budget to be formally accepted by the Commission and requested to set a date for a public hearing on the tax rate as discussed in the work session. Discussion was held on property values, revenues, employee compensation and certification pay. Mr. Boyer presented 3 scenarios for balancing the budget. Mayor Pro-Tem Jones and Commissioner Ward supported employee raises and certification pay and asked for ways to make the budget work with providing both. Mayor Hinders announced a 10 minute break at 5:34 pm. Mayor Hinders called the meeting back to order at 5:47 pm. After discussion, Mayor Pro-Tem Jones moved duly seconded by Commissioner Ward, that the proposed FY 2022-2023 City of Canyon Operating Budget be received and be placed on the agenda of the City Commission meeting scheduled for Monday; August 1, 2022 for a Public Hearing and for final action with modifications to include certification pay and 3% COLA and 3% merit for employees. Motion failed due to a tie vote. After further discussion, Mayor Hinders moved that the proposed FY 2022-2023 City of Canyon Operating Budget be received and be placed on the agenda of the City Commission meeting scheduled for Monday; August 1, 2022 for a Public Hearing and for final action without including certification pay. Motion failed due to lack of a second. Commissioners and staff discussed ways to compromise on employee pay by implementing a 3% COLA and 3% merit and expanding the proposed Certification Pay Plan at half for 2023 and implementing the other half in 2024. After discussion, Mayor Pro-Tem Jones moved duly seconded by Commissioner Ward, that the proposed FY 2022-2023 City of Canyon Operating Budget be received and be placed on the agenda of the City Commission meeting scheduled for Monday; August 1, 2022 for a Public Hearing and for final action to include 3% COLA, 3% merit and expanding half the proposed certification pay. Motion carried with Commissioner Lyons voting against. Mayor Pro-Tem Jones moved, duly seconded by Commissioner Ward that a proposal to adopt $0.37350 as the maximum M&O tax rate and $0.02666 as the maximum I&S proposed tax rate for a combined tax rate of $0.40016₵/$100 valuation be placed on the Agenda of the City Commission meeting scheduled for Monday, August 15, 2022 for final action and set a public hearing of the proposed tax rate for 4:30 pm, August 15, 2022. Motion carried 3-1 with Commissioner Lyons voting against. Mayor Hinders indicated the City Commission would adjourn into Executive Session at 6:16 pm. Item 9. Consider and Take Appropriate Action on Items Discussed in Executive Session. Upon returning from Executive Session at 7:44 pm, no action was taken. Item 10. Adjourn.
