City of Canyon Commission Meetings

City Commission Meeting April 3, 2023 The City Commission of the City of Canyon met at 4:30 pm in the City Commission Chambers of the Civic Complex. Mayor Gary Hinders presided over the meeting with the following Commissioners in attendance, Mayor Pro-Tem Cody Jones, Paul Lyons, and Randy Ray. Commissioner Kelsey Ward was unable to attend. Also present were the following City Staff: City Manager Joe Price, Assistant City Manager Jon Behrens, City Secretary Gretchen Mercer, IT Systems Administrator Shaun Holtman, Planning and Development Building Official Craig Brown, Planning and Development Building Inspector Stan Barnard, Police Lieutenant Kris Marvel, City of Canyon Intern Jessie Hall, Assistant Public Works Director Chris Enriquez, Street and Solid Waste Superintendent Brendon Banner, Communications Director Megan Nelson, HR Director Hector Mendoza, Public Works Office Manager Sarah Jusiak, Water Superintendent Eric Whitten, Business and Community Development Director Stephanie Tucker, Economic Development Corporation Project Manager Brittany Bates, and City Attorney Chuck Hester. Item 1. Call to Order. Mayor Hinders called the meeting to order at 4:34 pm. Item 2. Invocation. Commissioner Ray gave the invocation. Item 3. Pledge of Allegiance. The Pledge of Allegiance was led by Mayor Pro-Tem Jones NOTE: Mayor Hinders moved to Item 6. Item 6. Presentation of Proclamation Honoring WTAMU Lady Buffs Volleyball on Winning the NCAA Division II National Championship. Mayor Hinders read a Proclamation Honor the WTAMU Lady Buffs Volleyball team on winning the NCAA Division II National Championship and declared April 2023 as WTAMU Lady Buffs Volleyball Team 2022 NCAA Division II Nation Champions Month. NOTE: Mayor Hinders moved to Item 4. Item 4. Approval of the Minutes of the Meeting of March 20, 2023. Commissioner Ray moved, duly seconded by Mayor Pro-Tem Jones to approve the minutes of March 20, 2023 as presented. Motion carried unanimously. Item 5. Public Comment – Comments from Interested Citizens Rick Lopez of 26101 US HWY 87, Canyon, Texas – expressed concern over drag-show Easter egg hunt at Paul Lyndsey Park. City Commission Meeting April 3, 2023 Page 2 of 3 Item 7. Discussion on Changing the Name of 4th Avenue to University Avenue. City Manager Joe Price presented changing the name of 4th Avenue in Canyon to University Avenue. Assistant City Manager stated there has been streets on campus name University Drive adding that the City of Amarillo has added a second sign on the top of street signs memorializing names in order to minimize the impact of changing the name to businesses and homeowners on that street. Brandon Melnikoff. WTAMU Student Government – Mr. Melnikoff spoke in favor of changing the name of 4th Avenue to University Avenue. After discussion Mr. Price suggested that property owners along 4th Avenue be polled to see if there is support for a change. Item 8. Consider and Take Appropriate Action on Bids Received for Microsurfacing Project – 2023. Assistant Public Works Director Chris Enriquez presented bids received for Microsurfacing of the streets as scheduled in the road maintenance program. Mr. Enriquez said with the rising costs of Microsurfacing, there would be discussion at a later date with the Commission of future maintenance plans. Mr. Enriquez said 2 bids were received and opened March 15, 2023. Intermountain Slurry Seal, Inc. $509,750.00 9 day completion Viking Construction, Inc. $558,618.00 15 days Mr. Enriquez said it was staff and the engineer’s recommendation to award the bid from Intermountain Slurry Seal, Inc. in the amount of $509,750.00 for the 2023 Microsurfacing Project. After discussion, Mayor Pro-Tem Jones moved, duly seconded Commissioner Ray to award the bid for the 2023 Microsurfacing project to Intermountain Slurry Seal, Inc. in the amount of $509,750. Motion carried unanimously. Item 9. Consider and Take Appropriate Action on Repairs at Brown Road Railroad Crossing, Quiet Zone, and Future Maintenance of Brown Road. City Manager Joe Price gave an update on the status of the repairs at Brown Road Railroad Crossing including discussion of Randall County’s desire for the City of Canyon to take over the ownership of Brown Road. No action, discussion only. Item 10. Executive Session Pursuant to §551.071 Consultation with Attorney. Mayor Hinders indicated the City Commission would adjourn into Executive Session at 5:10 pm. Item 11.
