City Commission Budget Work Session
July 25, 2023
The City Commission of the City of Canyon met at 3:30 pm in the City Commission Chambers of the
Civic Complex. Mayor Gary Hinders presided over the meeting with the following Commissioners in
attendance, Mayor Pro-Tem Cody Jones, Paul Lyons, Danny Potter, and Robyn Cranmer.
Also present were the following City Staff: City Manager Joe Price, Assistant City Manager Jon
Behrens, HR Director Hector Mendoza, Director of Public Works Dan Reese, Assistant Director of
Public Works Chris Enriquez, Director of Planning and Development Lucas Raley, Assistant
Planning and Development Director Craig Brown, Economic Development Director Stephanie
Tucker, Finance Director Joel Wright, Purchasing Manager Beau Boyer, Police Captain Matt
Coggins, Parks Director Brian Noel, PDCGC Superintendent John Haun, PDCGC Golf Director
Casey Renner, Chief of Police Steve Brush, Wastewater Superintendent John Poole, Wastewater
Foreman Jason Guyette, Fire Department Chief Dennis Gwyn, Fire Department Assistant Chief
Vince Whitfill, Municipal Court Clerk Sheila Roach, and City Attorney Chuck Hester.
Item 1. Call to Order.
Mayor Hinders called the meeting to order at 3:38 pm.
Item 2. Invocation.
Mayor Pro-Tem Jones gave the invocation.
Item 3. Pledge of Allegiance.
The Pledge of Allegiance was led by Commissioner Robyn Cranmer.
Item 4. Public Comment – Comments from Interested Citizens
No comments were made.
Item 5. Budget Presentation
Purchasing Manager Beau Boyer presented multiple budget documents to the Commission.
Mr. Boyer reviewed the budget calendar and various spreadsheets associated with the document.
City Commissioners had various questions related to the budget and Mr. Boyer, Finance Director
Joel Wright, and City Manager Joe Price answered the questions.
Mayor Pro-Tem Cody Jones asked what would be cut if the proposed tax rate was not approved?
City Manager Joe Price stated that the Grant Match for the Downtown Grant and Hunsley Park
restroom would be cut.
Mayor Gary Hinders commented that the City was budgeting several hundred thousand dollars to
support development in the community.

There being no further business, Mayor Pro-Tem Jones moved this meeting be adjourned at 4:41
pm.
