City Commission Meeting
December 3, 2024
The City Commission of the City of Canyon met in regular session at 4:00 p.m. in the City
Commission Chambers of the Civic Complex. Mayor Gary Hinders presided over the meeting with
the following Commissioners in attendance: Robyn Cranmer and Danny Potter and Paul Lyons.
Mayor Pro-Tem Cody Jones was unable to attend.
Also present were the following City Staff: Assistant City Manager Jon Behrens, City Secretary
Gretchen Mercer, HR Director Hector Mendoza, Police Chief Steve Brush, Police Lieutenant Matt
Coggins, Planning and Development Director Lucas Raley, Assistant Planning and Development
Director Craig Brown, Fire Chief Dennis Gwyn, Assistant Fire Chief Vince Whitfill, Canyon Economic
Development Corporation Director Stephanie Tucker, Director of Public Works Chris Enriquez,
Assistant Director of Public Works Tanner DeVenney, Water Superintendent Eric Whitten,
Communications Director Megan Nelson, Director of Finance Joel Wright, Purchasing Manager
Beau Boyer, and City Attorney Chuck Hester.
Item 1. Call to Order.
Mayor Hinders called the meeting to order at 4:36 pm.
Item 2. Invocation.
Commissioner Cranmer gave the invocation.
Item 3. Pledge of Allegiance.
The Pledge of Allegiance was led by Commissioner Lyons.
Item 4. Approval of the Minutes of the Meeting of November 19, 2024.
Commissioner Potter moved, duly seconded by Commissioner Cranmer to approve the minutes of
November 18, 2024 as presented. Motion carried unanimously.
Item 5. Public Comment – Comments from Interested Citizens.
Blade Hawes representing PATH spoke in support of the City of Canyon’s efforts in providing safe
sidewalks.
Item 6. Facility Bond Election Work Session.
Assistant City Manager Jon Behrens opened the Work Session and introduced John Gamble from
Sims Architects. Mr. Gamble presented information on all proposed projects to be included in the
Bond. During the presentation, Police Chief Brush and Fire Chief Gwyn provided detailed
information about the needs of the Police and Fire Department.
Finance Director Joel Wright and Purchasing Manager Beau Boyer provided answers to questions
pertaining to financial aspects of the proposed Bond.

Assistant Planning and Development Director Craig Brown provided insight to the specs required for
the proposed Burn House for the Fire Department Training Field as well as other proposed
construction.
Item 7. Adjourn.
There being no further business, Commissioner Potter moved this meeting be adjourned at 6:33
pm.
