City of Cape May Historic Preservation Commission Minutes March 20, 2023 Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Chairperson Warren Coupland at 6:03 p.m. In compliance with the Open Public Meetings Act, adequate notice of this meeting was provided. OLD BUSINESS: KG III LLC – 1215 Lafayette Street, Block 1061, Lot 87 - Contributing Relocate Deck Stairs Owner Kyle Gagliardi and contractor Allen Molino proposed a project to relocate a set of rear deck stairs that are not visible from Lafayette Street using vinyl composite materials. HPC advised that all wood materials are appropriate on a Contributing house in the historic district. Motion made by Mr. Cogswell to grant Final Approval conditional upon the use of all wood materials seconded by Mr. Boecker and carried 7-0. Those in favor: Mr. Coupland, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. 1121 New York Avenue LLC – 1121 New York Avenue, Block 1117, Lots, 25, 26, 27 - Contributing Rear Addition, Windows, Siding, Repair Front Steps Co-Architects Catherine Lorentz and Will Haryslak presented a revised project, a reduction of the project approved via Resolution 2022-40 dated August 15, 2022, due to costs. There will be no work on the second floor. Proposed are: an enlarged kitchen and sunroom, repaired or new all wood windows, cedar siding, roofing, repairs to the soffits, new doors, an IPE/teak deck and an HVAC enclosure. The HVAC condensers will now remain in the original location with a new rear condenser and an outdoor shower. A spec sheet for the railing was distributed. HPC objected to the HPC Minutes March 20 , 2023 2 three east side parking spaces on the site plan as one is in front of the house. It was established that all parking is on the grass. Discussion followed. The applicant agreed to re-submit the site plan with reconfigured parking. HPC also preferred that all roofs be asphalt rather than metal. Motion made by Mr. Coupland to grant Final Approval conditional upon all roofs to be asphalt fiberglass dimensional shingles and resubmission of the plan to show cars are parked beyond the front of the house seconded by Ms. Pessagno and carried 7-0. Those in favor: Mr. Coupland, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. ADIS, INC – 1317 Beach Avenue, Block 1146, Lots 6, 7, 10-24 - Non-contributing Relocate pool, pool deck, patio, paving, landscaping GRO Architect Richard Garber with owner George Antoniades, presented a revised plan for La Mer following approval by the Planning Board. Mr. Garber stated in a brief review that the only change to the Conceptual Approval received in November is the removal of the firepits and impervious surface ratio reduced to 74.3% from 75.9%. Motion made by Mr. Boecker to grant Final Approval seconded by Ms. Wilson-Stridick and carried 7-0. Those in favor: Mr. Coupland, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. NEW BUSINESS: Bercznski – 651 Broad Street, Block 1061, Lot 40 – Non-contributing Solar Panels Attorney Josh Fischer and Kevin Kura, Senior VP, Trinity Solar Inc, were present with Greensite Engineering’s Larry Murphy who presented the plan to install five solar panels on the roof that will not be visible from the front yard, side yard, Lafayette Street, the dog park, Broad Street, or St. John Street for pedestrians or drivers. Motion made by Mr. Boecker for Final Approval seconded by Mr. Stevenson and carried 7-0. Those in favor: Mr. Coupland, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. JTG Group LLC – 1382 Lafayette Street, Block 1145, Lot 6 - Contributing Addition, Doors, Siding, Roof, Front Porch, Deck, Fire Escape, Railings Pam Fine, Fine Architecture, was present with owner Joe Gilmartin seeking conceptual approval. Ms. Fine noted that variances will be sought for the front porch and floor ratio, but the footprint of the structure will be unchanged. Ms. Fine presented the proposal to add a front porch with a standing seam metal roof, a gambrel roof to a rear existing two-story gabled addition to add a third floor residence, decks, and a fire escape. Two stories including decks are proposed to the existing one story shed roofed side addition. Also proposed are new: HVAC units and enclosure, asphalt main roof, clapboard siding to replace existing asbestos, all wood windows, doors, columns, railings, wood decking, a brick veneer foundation, a brick walkway and steps. The first floor will be commercial; the second floor will contain two residential units and the third floor, one. HPC noted that the additions shown were not differentiated from the original structure and cited the Standards. They objected that the rear “L” addition is too high and suggested that the roofline be dropped to differentiate it from the main house. HPC favored the front porch as shown in the historic photos and requested that the steps be widened. The applicant offered to drop the ridgeline and change it to a gabled roofline with dormers. Motion made by Mr. Boecker to grant Conceptual Approval conditional upon a clear differentiation between the original structure and the addition, and submission of a site plan with parking and landscaping noted, the Property Report and cut sheets for final review seconded by Mr. Cogswell and carried 7-0. HPC Minutes March 20 , 2023 3 Bogle Family Irrevocable Trust – 102 First Avenue, Block 1015, Lot 6 - Non-contributing Rooftop Deck, Exterior Stairs Attorney Anthony Monzo, Architect Pam Fine, owner Joe Bogle and contractor Bill Avata were present for the conceptual project proposal. Mr. Monzo introduced the project as a rear rooftop wood deck and stairs with no impact. He passed out exhibit photos A1, A2 and A3 of neighboring decks and noted that Zoning relief will be sought for existing nonconforming uses. Ms. Fine described the proposed 15’10” X 12’4” rooftop deck with an existing second floor window to become an access door. She stated the deck would not be visible from Mt. Vernon and a tree will block the view from First Avenue. Mr. Coupland noted that each application is evaluated on its own merits and that HPC has not approved rooftop decks in the past. HPC concurred that a rooftop deck is not appropriate in the historic district. Various suggestions were made to the applicant’s architect to make it less visible with Mr. Boecker offering to meet to consider alternatives as the plan proposes cutting off the 2’ exposed rafter tails. Discussion ensued. A 3D rendering was suggested. HPC agreed to table the application pending revised or new drawings and the 3D rendering. The applicant agreed to waive the 45-day review period. More discussion followed. Clemens – 504 Jefferson Street, Block 1074, Lot 8, - Contributing Elevation, New Front Porch, Dormer, Repair Pool & Patio to Connect to Accessory Building Deborah Slaunwhite, Asher Slaunwhite Architects, LLC, was present with owners Steven and Catherine Clemens. Ms. Slaunwhite presented the plan to elevate the house 43” to meet flood requirements. In response to an HPC question, the applicant agreed to submit an Elevation Certificate. She presented the project as follows: add an 8’ deep full length front porch with standing seam metal roof and square columns to replace the existing full width pent and barrel vault front landing, expand the front shed dormer, change the size and type of three windows in the front façade, replace the existing asphalt roof with cedar shingles with the enclosed porch roof and dormer roof to be standing seam, replace the vinyl siding with Hardie fiber cement siding, including the garage, replace the windows with wood Pella windows, and Azek trims, IPE decking, a brick veneer foundation, Azek exterior shower, concrete walkways and a fence. The existing pool size will be reduced in the rear yard and a rear patio is proposed. HPC agreed that the front porch and other elements were inappropriate for a Contributing Dutch Colonial house and that the changes proposed would threaten the Contributing status of the house. HPC encouraged the applicants to refer to the Cape May and Secretary of the Interior’s Standards, revise the application to reflect the Standards and return. The applicants agreed to waive the 45-day review period. HPC agreed to table the application. Watters – 1218 New York Avenue, Block 1131, Lots 11 & 12 - Contributing Deck, Door, Windows DAS Architects William Campbell and David Schultz and Attorney Keith Davis of Nehmad, Davis & Goldstein, were present. Mr. Davis presented the plan as follows: the existing patio will be removed and replaced by an IPE deck with wood stairs and brick piers, a new kitchen window and door to access the deck, a new basement access and a relocated outdoor shower. Three windows will be added, and two existing windows replaced with all wood windows. No changes are proposed to the front or east facades. The applicant announced that they need Zoning Board approval for lot coverage and are seeking Conceptual approval. Motion made by Mr. Boecker to grant Conceptual Approval seconded by Mr. Stevenson and carried 7-0. Those in favor: Mr. Coupland, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. 1005 Beach Avenue LLC – 1005 Beach Avenue, Block 1095, Lot15 – Key Contributing Windows, Dormer, Porch, Roof, Stairs, HVAC, Railings Representing the applicants present, Jeannie, Jonathan, and Kyle Koehler, was Architect Jim McAfee seeking Conceptual approval. Mr. McAfee presented the proposal to restore the front railings, add a top rail to meet code and add a vertical central baluster for stability and safety, replace the third floor vinyl dormer windows and other windows HPC Minutes March 20 , 2023 4 around all sides with same sized Jeld Wen all wood windows, add a rear third floor dormer, remove a rear staircase, replace exterior stairways on the rear and side of the house, remove an outdoor shower, replace doors with mahogany doors, reconstruct a first floor covered porch and add an HVAC platform. A wood fence is proposed for the rear yard. A residence exists in the garage at present, so a variance is needed to reduce the existing four total units to two. Discussion followed. Motion made by Mr. Cogswell to grant Conceptual seconded by Mr. Boecker and carried 7-0. Those in favor: Mr. Coupland, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. OPEN TO PUBLIC Mr. Coupland opened public comment at 8:51 p.m. With no input, public comment was closed at 8:51 p.m. DISCUSSION Zoning Board of Review Committee – Ordinance Proposal Mr. Coupland proposed that the HPC present the memo to City Council once the narrative is finalized. A change by Ms. Baldwin was suggested; the final revised version will be sent to HPC. Motion made by Mr. Coupland to adopt the Memo as amended for presentation to City Council seconded by Mr. Cogswell and carried 7-0. Those in favor: Mr. Coupland, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. Cape May City - Seawall Project Mr. Coupland presented the advisory report for City Council. HPC advised that the scope of the Promenade arch has been enlarged. All approved as submitted. Motion made by Mr. Coupland to send the Advisory Report to City Council seconded by Mr. Boecker and carried 7-0. Those in favor: Mr. Coupland, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. HPC Awards Project Ms. Wilson Stridick reported that the project was on hold. HPC Standards Update Ms. Campbell reported that the committee has been working with the consultant Steven Smolyn and he would like to present the project to the HPC. She is seeking input for an HPC public meeting time and date. HPC suggested a Monday night. Ms. Campbell will check with Mr. Smolen and get back to HPC with a date and time.
