Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to
order by Chairperson Warren Coupland at 6:00 p.m. In compliance with the Open Public Meetings Act, adequate
notice of this meeting was provided.

Mr. Testa pointed out two errors in the listing: 1117 New Jersey Avenue was for a garage roof only and 32 Jackson
Street was for siding and not roofing. Motion made by Mr. Cogswell to approve the applications approved or
denied in review as corrected seconded by Ms. Wilson-Stridick and carried 7-0. Those in favor: Mr. Coupland,
Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr. Testa, Mr. Boecker. Those opposed: none. Those

OLD BUSINESS:
Cicchitti – 402 Clay Street, Block 1061, Lot 57.03 - Non-contributing
Pool House
Adam Crossland, Project Designer, Bachich Associates, and owner Jim Kleb were present. Mr. Crossland reported
that approval for the project was received in 2022 with a pool house height of 10’ as required for accessory buildings.
He stated that the contractor increased the height to 12’ due to the low roof pitch which violated the zoning code, the
project was red-stickered by the Zoning Officer, but the building was completed in violation at 12’. The current plan
shows the 12’ pool house connected to the house with a breezeway to meet the code to retain as it is no longer
considered an accessory building. Mr. Coupland stated that Mr. Crossland is aware of HPC regulations, has been a
frequent violator, and he felt HPC was owed an apology; Mr. Crossland apologized. In response to additional roof
issues on the plans noted by Mr. Boecker, HPC concurred that they did not like resulting plan and determined that
conceptual approval would be granted until corrected final plans are submitted.
Motion made by Mr. Testa to grant conceptual approval seconded by Mr. Cogswell and carried 7-0.

NEW BUSINESS:
NJ Cape Properties LLC – 1006 Washington Street, Block 1110, Lot 2 – Contributing
Renovation of existing residential structure, Addition
Attorney Chris Baylinson, Architect Blane Steinman, and Mr. Dimatteo were present. Attorney Baylinson introduced
the plan. Mr. Steinman presented the plan to add a side and rear addition, extend the front porch on the existing gutted
house and build a detached garage. Proposed are: an asphalt roof, cedar lap siding to replace asbestos siding, new
Kolbe wood windows and trim, foundation repair, a new HVAC system with enclosure, a fence, and replacement of
any wood exterior porch or other elements in kind. In response to a scale question from Mr. Coupland, the applicant
responded that the existing house is 1218 square feet and the proposed addition is 2465 square feet. HPC agreed that
the materials list was favorable, but the addition too massive in scale. The Standards state that the addition must be
differentiated and smaller than the original building. They suggested finding a way to extend the addition to the rear
only and reduce it to two-stories with a lower roofline to comply with the Standards. HPC requested a streetscape 3-
dimentional rendering upon return and determined to table the application.
Motion made by Mr. Testa to table the application with a waiver of time constraints seconded by Mr. Boecker
and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr.
Testa, Mr. Boecker. Those opposed: none. Those abstaining: none.
Healey – 236 Grant Street, Block 1019, Lot 13.01 - Non-contributing
Demolition
Architect James Chadwick and owner Catherine Healy presented the plan to demolish the circa 1980s house at 236
Grant Street. Mr. Chadwick reviewed seven of the nine points of demolition.

Motion made by Mr. Carroll to approve the demolition seconded by Mr. Boecker and carried 7-0. Those in
favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr. Testa, Mr. Boecker. Those
opposed: none. Those abstaining: none.
Healey – 236 Grant Street, Block 1019, Lot 13.01 - Non-contributing
New House
Architect James Chadwick and owner Catherine Healy presented a plan for a new house seeking final approval with
no variances needed. The new garage was approved and built. Proposed are: a 3.5 story house with cupola at 48’ and a
re-aligned driveway. HPC agreed that the house exceeded the mass and scale for the site and referred to pages of the
Standards. Mr. Chadwick stated that he felt the house was in scale to other houses in the neighborhood. It was agreed
that the proposed standing seam metal roof would feature appropriate corner caps and the vinyl railings would be satin
finish. HPC requested a streetscape 3-dimensional rendering upon return and an appropriate revised material list
including an appropriate width for the shutters. The applicant agreed to table the application.
Motion by Mr. Testa to table the application with a waiver of time constraints seconded by Mr. Cogswell and
carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr.
Testa, Mr. Boecker. Those opposed: none. Those abstaining: none.
Phinney – 300 Howard Street, Block 1065, Lot 10 - Not Rated
Porch, Windows, Siding, Roofing, Driveway, HVAC
Owner Gary Phinney presented a plan to enlarge the existing 12’ X 8’covered front porch to 33’ X 12’, remove the
existing vinyl siding and replace it with Hardiplank, replace windows with Anderson 400 series, replace the asphalt
roof in kind, add a new door and sliding glass door to the front façade, install a new HVAC system and a paver
driveway. HPC agreed that the proposal would improve the street view of the house. Mr. Boecker suggested wider 4’
front steps and an arch rather than square cut out in the center of the front porch roof.
Motion made by Mr. Carroll to grant final approval subject to review in committee of the arch cutout on the
front porch roof and porch stairs seconded by Mr. Boecker and carried 7-0. Those in favor: Mr. Coupland, Mr.
Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr. Testa, Mr. Boecker. Those opposed: none. Those
abstaining: none.
Lord – 1239 New York Avenue, Block 1132, Lot 27 - Contributing
Garage Demolition
Mr. Carroll announced that he met informally with the applicants prior to submission. Attorney Anthony Monzo,
Architects Cathryn Lorenz and William Haryslak and owner Tom Lord were present. Ms. Lorenz presented seven of
the Nine Points of Demolition to HPC and asked for demolition approval of the structurally failing circa 1940s
garage.
Motion made by Mr. Cogswell to grant demolition of the garage seconded by Mr. Testa and carried 7-0.
Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr. Testa, Mr.
Boecker. Those opposed: none. Those abstaining: none.
Lord – 1239 New York Avenue, Block 1132, Lot 27 - Contributing
Addition, Roof, Dormers, Siding, Windows, New Garage, Foundation Repairs
Attorney Anthony Monzo, Architects Cathryn Lorenz and William Haryslak and owner Tom Lord were present. Mr.
Monzo stated they are seeking conceptual approval as variances from the Zoning Board will be needed. Mr. Lord
gave a brief presentation on the history of the house. Ms. Lorenz presented the plan to add a rear two story elevator
addition and exterior cellar level ramp, add 1’width to the existing roof dormers and add one rear dormer for ceiling
height; all dormer will have replica arched top sash windows. Also proposed: replace the asphalt roof in kind, replace
side and rear windows with clad wood windows to match original 6/1 windows, make repairs in kind to the front

porches with new IPE decking, a new front wood door with sidelights, and repoint the brick foundation or have brick
veneer applied. Existing vinyl siding will be replaced with wood cedar shingles, the existing rear wood deck will be
rebuilt, and a new detached garage to match the house in style and materials with an HVAC system is proposed. HPC
favored the plan but requested all wood non clad windows, using divided lights in the top sash in the arched dormer
windows, and using a heavier front and rear porch top rail to reduce the balustrade height.
Motion made by Mr. Cogswell to grant conceptual approval conditional upon using all wood windows
seconded by Mr. Testa and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell,
Ms. Wilson Stridick, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none.
Uffleman & Adams – 10 North Street, Block 1021, Lot 2 - Contributing
Artificial Turf in Rear Yard
Owners Amanda Adams and Daniel Uffleman presented the plan to retain the artificial turf surrounding the pool in
their fenced rear yard as it is not affecting the streetscape. This application was denied in review as not appropriate.
Following discussion, HPC determined that although the property is contributing, the proposed artificial grass
installation will be in the rear yard, not visible from the front street and the material is permeable. HPC agreed that the
material was not environmentally friendly and wears out. HPC suggested Ms. Baldwin take this issue to the City
Council for consideration.
Motion made by Mr. Testa to grant approval conditional upon the property owner returning for further
review by the HPC upon any future removal of the artificial grass seconded by Mr. Carroll and carried 4-3.

Stridick and Mr. Boecker. Those abstaining: none.
Bremer – 1035 Washington Street, Block 1112, Lot 11.01 - Non-contributing
Rear Addition, Dormers
Architect Pam Fine appeared on behalf of the owners, who were unable to attend. Ms. Fine presented the plan to add a
minor rear second floor addition and a rear shed dormer to the third floor of the house, built in 2017, with no change
to the footprint and no zoning issues. Andersen 400 windows will be used on the addition.
Motion made by Mr. Carroll to grant approval as submitted seconded by Mr. Cogswell and carried 7-0.

Carlin – 1102 Lafayette Street, Block 1113, Lot 1 – Contributing
Garage Demolition
Mr. Boecker recused himself from the two Carlin applications. Architect Pamela Fine appeared with owners Martin
and Valarie Carlin to request a garage demolition. Ms. Fine noted that the detached garage was determined not
contributing on the Property Report as a later addition and presented seven of the nine points of demolition.
Motion made by Mr. Cogswell to grant approval for demolition of the garage seconded by Mr. Carroll and
carried 6-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr.
Testa. Those opposed: none. Those abstaining: Mr. Boecker.
Carlin – 1102 Lafayette Street, Block 1113, Lot 1 – Contributing
Addition, Attached Garage, Shed, Windows, Driveway, Walkways, Fence
Ms. Fine presented the plan seeking Conceptual approval to convert a former Bed & Breakfast to a single-family
home with side and rear additions and a semi-detached 2-story garage with exterior stairs and remove a fire escape.
Also proposed are: a pool, hot tub, asphalt shingle roof, wood clapboard siding, Jeld Wen all wood windows and
wood doors, new decking, an outdoor shower, paver and gravel driveway, a shed, a new fence and restoration or

replacement in kind of the front porch elements including the columns, railings, and decking. The 2-room side
addition is proposed to be one-story with flat roof decks and railings and fireplace/chimneys in each room, the rear
being an open covered porch. Mr. Coupland noted that the side additions are visible from the street and affect the
street view of the Contributing building. Discussion followed considering the side addition, approximately 12” wide
X 16’ deep. HPC did not favor the two fireplaces. The applicants confirmed that there would be landscaping buffering
the side addition from Lafayette Street.
Motion made by Mr. Carroll to grant conceptual approval subject to submission of the landscape plan to
buffer the side addition seconded by Mr. Testa and carried 4-2. Those in favor: Mr. Carroll, Ms. Campbell, Ms.
Wilson Stridick, Mr. Testa. Those opposed: Mr. Coupland, Mr. Cogswell. Those abstaining: Mr. Boecker.
PUBLIC COMMENT
Mr. Coupland opened for public comment at 9:29 p.m. With no input, public comment was closed at 9:29 p.m.
DISCUSSION
HPC Standards Update
Ms. Campbell announced that the updated HPC Standards draft document would be presented at the special HPC
meeting to be held on Monday, April 24. She asked that HPC submit comments prior to the meeting. Discussion
followed.
Ms. Baldwin had questions regarding the suggestion to amend the height of accessory buildings from 10’ to 12’. Mr.
Coupland thought HPC should define a recommendation. She will take the artificial turf question to the Council and
Environmental Commission. Discussion ensued about the safety of artificial turf.

Motion to adjourn the meeting was made by Mr. Cogswell at 9:47 p.m. with all in favor.
