City of Cape May Historic Preservation Commission Minutes Special Meeting - April 24, 2023 Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Chairperson Warren Coupland at 6:05 p.m. In compliance with the Open Public Meetings Act, adequate notice of this meeting was provided. Pledge of Allegiance Roll Call Mr. Coupland, Chairperson Present Mr. Carroll, Vice Chairperson Present Ms. Campbell Present Mr. Cogswell Present Ms. Pessagno Present Ms. Wilson-Stridick Present Mr. Testa Present Mr. Stevenson (Alt. 1) Absent Mr. Boecker (Alt. 2) Present Also Present: Solicitor Robert Fineberg, Deputy Mayor Lorraine Baldwin, and Judith Decker, HPC Secretary. NEW BUSINESS: Update and Dissemination of the Historic Preservation Commission Design Standards Mr. Coupland introduced the presentation and noted that the present HPC Standards are over 20 years old. Ms. Campbell introduced consultant Steven Smolyn and the scope of New Jersey Historic Preservation Fund, Certified Local Government Grant-In-Aid HE22-005 awarded to the city of Cape May to update the HPC Standards. She noted that public comments were welcomed. Steven Smolyn, AIA, Architectural Heritage Consultants LLC gave a public presentation of the draft of the updated design Standards. HPC and Solicitor Fineberg made comments and suggestions throughout the chapter-by-chapter presentation of the draft narrative and discussions were held on many subjects within the draft. Mr. Smolyn will return with a final draft presentation following further HPC input. The draft will be reviewed by the Planning Board and City Council following approval by HPC at a public meeting. OPEN TO PUBLIC Mr. Coupland opened public comment at 7:34 p.m. Harry Bellangy, President of the Greater Cape May Historical Society gave a brief history of historic preservation in Cape May and commended HPC for their work to update the Standards. Laura Calnan, former City Council member and HPC Liaison had questions about the website addressed by Mr. Coupland and Mr. Smolyn. Public comment was closed at 7:40 p.m. DISCUSSION HPC had an informal discussion regarding the presentation. ADJOURNMENT Motion to adjourn the meeting was made by Mr. Coupland at 8:10 p.m. with all in favor. A verbatim recording of said meeting is available on the City of Cape May website.
