City of Cape May Historic Preservation Commission Minutes May 15, 2023 Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Chairperson Warren Coupland at 6:02 p.m. In compliance with the Open Public Meetings Act, adequate notice of this meeting was provided. OLD BUSINESS: Wenzel – 105 Queen Street, Block 1096, Lot 1 – Non-contributing New House Architect Steven Fenwick appeared seeking final approval following submission of construction drawings and Zoning Board approval for front yard setbacks. The only change from the HPC conceptual review is the addition of one second floor window over the garage. Ms. Pessagno stepped out of the meeting room. Motion made by Mr. Carroll to approve the submission as submitted seconded by Mr. Testa and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr. Testa, Mr. Stevenson. Those opposed: none. Those abstaining: none. Ms. Pessagno returned to the meeting room. Cicchitti – 402 Clay Street, Block 1061, Lot 57.03 – Non-contributing Pool House Ms. Pessagno recused herself from the application. Project designer Adam Crossland and owner James Cleb were present seeking final approval. Mr. Crossland stated that following conceptual review last month construction drawings were submitted as requested showing the breezeway connecting the pool house to the main house to avoid restrictions for accessory structures. HPC noted that the project was halted twice by the Zoning Officer for the illegal 12’ built height and plumbing installed without permits; neither the 12’ height or bathroom were shown on the plans. HPC did not favor the long breezeway. Mr. Crossland responded that the solution of the breezeway was necessary to “get around” the zoning code as it is now part of the main dwelling and legal. HPC noted that the applicant proceeded to build something that wasn’t approved during earlier plan review and they did not like the outcome of this project but it was now existing and legal. Motion made by Mr. Testa to approve the application seconded by Mr. Carroll and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr. Testa, Mr. Stevenson. Those opposed: none. Those abstaining: none. Clemens – 504 Jefferson Street, Block 1074, Lot 8 - Contributing Elevation, Front Porch, Dormer, Repair Pool, Patio & Walkway Architect Deborah Slaunwhite, Asher Slaunwhite Architects, appeared with owner Steven Clemens seeking final approval. Ms. Slaunwhite met with HPC and amended the plan following the March HPC meeting. An appropriate smaller front porch is now proposed featuring wood benches and brick planters to buffer the 2.5’elevation. Also HPC Minutes May 15, 2023 2 proposed are: three gabled front dormers, a new wood shingled roof, cedar lap siding, Kolbe Heritage non-clad wood windows, a smaller repaired pool, a new wood fence, a landscape plan, a higher pitched standing seam metal roof on the side porch, a brick veneer foundation, a new rear door and steps, one new rear window and replaced non-original third floor rear windows, and a paver driveway. The fire escape will be removed. HPC concurred that the application was improved and all comments from HPC were incorporated. Motion made by Mr. Carroll to approve the application for final as presented seconded by Mr. Cogswell and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those opposed: none. Those abstaining: none. NEW BUSINESS: Jacoby & Went – 434 C-1 & C-2 West Perry Street, 432 C-3 West Perry Street, Block 1031, Lot 10 – Contributing Rear decks and porches Architect Deborah Slaunwhite, Asher Slaunwhite Architects, appeared with owners of Unit 1 Marc Jacoby & Roxanne Went with a proposal for rear decks, sliding doors replacing double windows on the second floor and one new window. As there are three owners in the building, three application forms and letters from the non-present owners authorizing Ms. Slaunwhite to represent them were presented. Units 1 & 2 will share the first-floor covered deck with one side screened and Unit 3 will use the second-floor open deck. All windows, columns, railings and doors will be non-clad wood. In response to a question from HPC, Ms. Slaunwhite acknowledged a fourth owner in a separate building will not be affected since the footprint of the deck is not changing. Mr. Carroll suggested appropriate railing specifications. Motion made by Mr. Carroll to approve the application for final approval subject to 3” spacing of the 1 ¾ ” thick railing balusters seconded by Ms. Pessagno and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those opposed: none. Those abstaining: none. Sea Shell Properties – 609 Hughes Street, Block 1058, Lot 31 – Key Contributing Garage Addition, Patio Mr. Boecker recused himself from this application. Owner Gary Padussis presented a plan to build a shed-roofed 3’extension to the rear of the circa 1930s gabled garage and install a paver patio at the rear of the house. He emphasized that there would be no changes to the garage door or the concrete sides and that the addition would be distinguished by a recess. The applicant confirmed that new wood beadboard would cover the sides and addition. In response to a question from HPC, the applicant confirmed that the garage currently has a sink; he is proposing a new use for the garage with a full bathroom and must go to the Zoning Board. Mr. Cogswell expressed concern with the proposed bedroom use due to the Key Contributing nature of the property. Discussion followed with HPC confirming their review was not based on use but the application was incomplete due to lack of a site plan, materials and more detail. Motion made by Mr. Testa to grant conceptual approval conditional upon cladding the sides and addition of the garage with wood clapboard and submission of a detailed site plan upon return seconded by Mr. Carroll and carried 5-2. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those opposed: Ms. Campbell, Mr. Cogswell. Those abstaining: none. Mellon – 1157 Lafayette Street, Block 1061, Lot 72 – Non-contributing Roof, Windows, Siding, Doors, Deck, Columns, Foundation Architect Pamela Fine, Fine Architecture, appeared with owners Jim & Sandy Mellon seeking final approval with a plan for a rear addition, screened porch and renovations. Ms. Fine presented the proposal to alter the front porch with a new walkway, wider steps and a 16” extension. Also proposed are: a new front door, Anderson 400 series windows, Hardie board siding, new asphalt and standing seam metal roofs, a 16’ X 18.8’ rear addition, an 8’ X 12’ screened HPC Minutes May 15, 2023 3 porch with composite decking, trims and railings and a brick veneered or parged foundation. HPC made comments including use of a 1” standing seam metal roof, smooth Hardie board finish, medium thickness balusters, and wider shutters. Motion made by Mr. Carroll to grant final approval subject to GAF Timberline roofing, siding to be smooth Hardie plank, medium width Chippendale railings and wider shutters seconded by Mr. Testa and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those opposed: none. Those abstaining: none. Mr. Coupland announced that Mr. Boecker made a video of how to install a standing seam metal roof with a beveled edge. Mr. Boecker will send it to HPC for consideration of inclusion in the Standards at the next meeting. OLD BUSINESS: Presentation: Update and Dissemination of the Historic Preservation Commission Design Standards – Final Draft, New Jersey Historic Preservation Fund, Certified Local Government Grant-In-Aid HE22-005 Ms. Campbell introduced contributing members of the HPC Standards Committee Marc Shenfield and Trina Vaux from the audience and thanked them. HPC discussed content Steven Smolyn, AIA, Architectural Heritage Consultants, presented the second draft of the Standards to HPC for further review and passed out two hard copies featuring photos. This draft has been reviewed by Mr. Fineberg and incorporated HPC comments at and following the April 24 meeting. Mr. Smolen discussed the amendments during his presentation. HPC unanimously thanked Mr. Smolen for an excellent document. Motion made by Mr. Testa to approve the draft of the Historic Preservation Commission Design Standards as presented subject to final review and any subsequent revisions by the HPC Standards Committee and the Chair seconded by Ms. Campbell and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those opposed: none. Those abstaining: none. OPEN TO PUBLIC Mr. Coupland opened public comment at 8:34 p.m. and closed it at 8:54 p.m. with no comments from the public.
