order by Chairperson Warren Coupland at 6:03 p.m. In compliance with the Open Public Meetings Act, adequate

OLD BUSINESS:
Bogle – 102 First Avenue, Block 1015, Lot 6, Non-contributing
Roof Deck
Attorney Anthony Monzo and Architect Pamela Fine returned representing the applicant. Mr. Monzo distributed
photos of the project area as Exhibits A-1 through A-8 and reviewed the project for a revised smaller roof deck. The
new plans show the deck as stand-alone structure accessed by an exterior staircase connected to the second floor of
the house. Ms. Fine further explained that the stairs have been moved farther from the house to avoid the eaves and
the size of the deck is 10’ X 12’ with the height of the top rail of approximately 26’ 8” to fall below the ridgeline.
There have been no changes in materials. HPC acknowledged that the applicant had incorporated HPC suggestions
following an onsite meeting with Mr. Boecker. Mr. Monzo stated that a setback variance would be sought from the
Zoning Board.
Motion made by Mr. Testa to grant conceptual approval as submitted seconded by Ms. Pessagno and carried
7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick,
Mr. Testa. Those opposed: none. Those abstaining: none.
Mahalo Cape May LLC – 1033 Beach Avenue, Block 1101, Lot 1, Non-contributing
Steet Sign
Representing Icona Mahalo Cape May were Mark Robins, Development Manager, and Steve Tomassetti, Architect.
Mr. Robins distributed comparison photos of Beach Avenue hotel signage and the current sign. The sign proposed is
32 square feet, five square feet smaller than the existing sign. Mr. Coupland explained that the sign proposal did not
meet the HPC Standards for lettering and had a very modern look. Discussion followed regarding materials and
lettering. The applicants agreed that the sign would not be internally lit, plastic materials would not be used and the
single flat sign would be altered to use reveals, wood trims and 3 dimensional elements with a wood wrapped and
landscaped post.
Motion made by Mr. Carroll to grant conceptual approval conditional upon the sign being constructed of all
wood, picture framed with reveals and 3 dimensional elements, fonts consistent with HPC Standards except
those copyrighted, ground lit with a wood-wrapped post seconded by Mr. Testa and carried 7-0. Those in favor:
Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those
opposed: none. Those abstaining: none.

NJ Cape Properties LLC – 1006 Washington Street, Block 1110, Lot 2 – Contributing
Renovation of existing residential structure, rear addition, new garage
Appearing for the applicant were Attorney Christopher Baylinson and Architect Blane Steinman. Mr. Steinman
presented a revised plan for a smaller 800 square foot 2-story rear addition with a one-story side screened porch
accessing a side/rear deck. No variances are required for the project. Cedar siding will replace the existing asbestos
siding, all existing windows will be repaired or replaced with new Kolbe 4/4 windows to match the original windows
and the addition windows. A new garage with only electricity is proposed. HPC confirmed that the new windows
would be all wood; the applicant agreed to attempt to restore existing windows, if possible. The applicant agreed to
update the material list for the foundation and windows with cut sheets. It was agreed that the railings and brackets in
the screened porch would replicate the original porch elements. Adding appropriate shutters on the front façade
second floor was discussed but no decision was reached. HPC noted that the rear addition was not differentiated at the
ridgeline or sidewalls from the original structure as per the Standards although the scale, massing and height were
improved over the former plan. Following discussion, the applicant agreed to add a vertical corner board at the
junction of the addition with the original house.
Motion made by Mr. Carroll to grant conceptual approval conditional upon returning to the full commission
with a cut sheet for a wood primed window to match the existing windows, cut sheets for any doors, lighting or
other exterior elements, a screened only porch with architectural trim to match the original front porch outside
the screening, a corrected material list with the brick veneer foundation and a rendering of the vertical corner
boards seconded by Mr. Testa and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr.
Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those opposed: none. Those abstaining: none.
Healey, M c/o Katherine Healey – 236 Grant Street, Block 1019, Lot 13.01 - Non-contributing
New House
Attorney Robert Baranowski, Architect James Chadwick and owner Katherine Healy were present. Mr. Chadwick
distributed revised application documents including renderings of the house and photos. HPC responded that the
submission did not include streetscape photos. Mr. Baranowski cited the lot size as .44 acres, maximum height
allowance at 35’ with no variances needed for the project. Mr. Chadwick stated that as per HPC comments at the
April 17 HPC meeting that the size and height of the house were not appropriate for the streetscape, the height, width
and length of the house were reduced, the cupola eliminated, and the roofline was redesigned due to a reduction in the
floor area of the third floor. The foundation cladding was changed to brick and the material list revised. Mr. Chadwick
submitted a height comparison photo sheet of Cape May houses stating that five of them are near the proposed project
and stated that the proposed height of the house is at the maximum allowable by the zoning ordinance: 25’ from
elevation 10’. A discussion ensued between Mr. Boecker and Mr. Chadwick regarding the scale of the drawings and
the height of the building. HPC asked for the elevation of the houses directly next door for scale. Mr. Chadwick
responded that the Healy house next door is 36’6” high and the other neighboring house is approximately 22’ high.
HPC agreed that the house still looked too large and high and requested streetscape views of Grant Street for scale
review. Solicitor Fineberg explained the streetscape view as the long view of both sides of the street. More discussion
ensued and it was agreed by both parties to table the application.
Motion made by Mr. Testa to table the application with the applicant agreeing to waive the 45-day review
period seconded by Mr. Cogswell and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell, Mr.
Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those opposed: none. Those abstaining: none.
NEW BUSINESS:
Carlson-Glazer – 710 Columbia Avenue, 1071/3, Contributing
Rear Addition, Windows, HVAC, Roof Deck, Driveway
Owner Christine Carlson-Glazer appeared with Architect Christina Amey who presented the project seeking
conceptual approval to convert a former guest house to a single-family dwelling by renovating the second floor of the

rear additions to add height inside, remove two exterior stairways and a chimney, level the roofline and extend the
roof deck. A rear setback variance will be sought. A 10.5” reduction in the width of the side porch at the floor level
only is proposed to align with the side bay; the porch roof and support columns will not be altered. Existing colored
glass sash will be restored and new Jeld Wen all wood 4/4 windows are proposed where original windows cannot be
repaired; rear addition windows and openings will be larger. A rear asphalt roof is proposed, an outdoor shower and
permeable paver driveway. Siding, doors, columns, railings, facia, and trims are proposed to be restored or replaced in
kind with wood. HPC requested a more detailed list of windows and doors to be restored or replaced and offered to
visit the site for a consultation. A discussion ensued about the driveway materials as existing is brick.
Motion made by Mr. Testa for conceptual approval conditional upon plans to reduce the side porch consistent
with the plan, a list of windows to be replaced or restored to be provided, and the driveway material to be
submitted, seconded by Mr. Carroll and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms. Campbell,
Mr. Cogswell, Ms. Pessagno, Ms. Wilson Stridick, Mr. Testa. Those opposed: none. Those abstaining: none.
Ms. Pessagno excused herself and exited the meeting at 8:30 p.m.
Oakes – 1145 Washington Street, 1113/22, Contributing
Windows, Garage Renovation, Accessory Building, Outdoor Shower, Repairs
Owners Jack & Eileen Oakes appeared with architect Catherine Lorentz who introduced a plan to renovate the
existing detached rear garage with a new concrete foundation, asphalt roofing, asphaltic diamond shaped siding,
restore the existing doors and trim with wood and add a cupola, side dormer and custom wood awning window. A
brick firepit is proposed behind the garage. A new 14’6” square detached all wood screened gazebo building is
planned for the side yard with railings, balustrade and brackets to replicate the front porch. A bluestone patio,
walkway and trellis are proposed. New all wood windows will replace only the vinyl windows in the rear addition of
the house, handrails are proposed for the exterior porch stairs to match the rails and balustrade on the front porch,
brick veneer will be applied to the foundation, and an all-wood outdoor shower will be built. It was agreed that the
new gazebo will be 75’ from the street, buffered by landscaping and therefore acceptable. HPC made
recommendations for the walkway.
Motion made by Mr. Carroll to grant final approval conditional upon redesigning the trim to run up the front
stairs, to meander the walkway using a different material, and buffering the pavilion with landscaping to be
reviewed in committee seconded by Mr. Testa and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Ms.
Campbell, Mr. Cogswell, Ms. Wilson Stridick, Mr. Testa, Mr. Stevenson. Those opposed: none. Those abstaining:
none.
Crooked Cottage LLC – 21 Windsor Avenue, 1024/14, Contributing

Janice Wilson Stridick recused herself from this application. Owner Andrew Woolworth was present with builder
Lawrence McGee and landscaper designer Michael Collins. Mr. McGee explained that they were seeking approval for
a wood double French entry door, replace siding, an exterior wood shower and install landscaping. He stated the
existing siding is asbestos and wood clapboard. The applicant agreed to install wood clapboard siding to the entire
house. A discussion ensued about the vinyl windows; it was agreed that the windows that have not been restored
would be replaced with 1/1 sash wood, including the triple first floor window. Mr. Collins described the landscape
plan to add flagstone patios, replace an existing retaining wall and add a retaining wall to create two levels in the yard.
Motion made by Mr. Carroll to grant final approval conditional upon wood siding, wood French doors, the
submitted landscape plan and all wood windows seconded by Mr. Testa and carried 7-0. Those in favor: Mr.
Coupland, Mr. Carroll, Ms. Campbell, Mr. Cogswell, Mr. Testa, Mr. Stevenson, Mr. Boecker. Those opposed: none.
Those abstaining: none.
Ms. Wilson Stridick returned to the meeting.

DISCUSSION
HPC Metal Roof Video
Mr. Coupland asked if the video, as reviewed by HPC, could be included in the Standards as an online link. Ms.
Campbell asked for the link which she will forward to consultant Steven Smolen.
HPC Training 2023
Mr. Coupland asked HPC members to respond to the training memo he sent. Mr. Coupland, Mr. Stevenson, and Ms.
Wilson Stridick plan to attend the state training on June 13, 2023.
