OPENING: The regular meeting of the City of Cape May Historic Preservation Commission
was called to order by Chairperson Warren Coupland at 6:06 PM virtually on
Zoom and livestreamed on Facebook. In compliance with the Open Public
Meetings Act, adequate notice of this meeting was provided.

ANOUNCEMENT:
Chairperson Coupland announced that the June meeting will be in person in the City Hall
Auditorium.

Applicants Steve and Kitty Miller returned to the HPC for final approval of their application and
included final plans that do not include “not for construction” notations. Chairperson Coupland
asked if there were any changes to the plans, and Mr. Miller said no.
Motion made by Ms. Pessagno for final approval of the application as presented.
Seconded by Mr. Testa and carried 6-0. Those in favor: Ms. Pessagno, Ms. Wilson Stridick,
Mr. Testa, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: None. Those abstaining:

Owners Dan and Mabeth Hudson, Attorney Jeffrey Barnes and Architects Dave Schultz and Billy
Campbell were present for this application. Attorney Barnes introduced the application, and
Architect Campbell described the architectural plans. Architect Campbell shared that a variance is
needed for the project, and an application to the Zoning Board is pending.

The nine points/criteria of demolition were reviewed by Architect Schultz noting that the last
two points are for relocation and do not apply to this application.
Motion made by Mr. Testa for approval of demolition of the existing structure.
Seconded by Mr. Cogswell and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr.
Testa, Ms. Wilson Stridick, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: None.
Those abstaining: None.
Architect Schultz shared that he designed the new structure to fit in the spirit of an old
boathouse with all natural materials including cedar shake siding and roof and a brick
foundation. He shared his screen and described the plans included in the application in detail.
Architect Campbell went over the materials list.
Commissioners were allotted time for questions. There was a brief discussion on the elevation
height and the garage doors. Commissioners complimented the applicants on the design.
Motion made by Mr. Carroll for approval of the new construction. Seconded by Mr.
Testa and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr. Testa, Ms. Wilson
Stridick, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: None. Those abstaining:

ELEVATOR ADDITION/GENERATOR BLK 1096 LOT(S) 17 (NON CONTRIBUTING)
Present for this application seeking final approval for an elevator and generator were Owners Ned
and Susie Maguire and Project Designer Adam Crossland. Designer Crossland described the plans
included in the application and shared the materials to be used as matching the existing including
cedar siding, Andersen 400 windows, and a metal roof on top of the elevator shaft.
Commissioners were allotted time for questions and made positive comments on the application.
It was determined that the seam of the metal roof to be one inch high.
Motion made by Mr. Testa for approval of the application as presented. Seconded by
Mr. Cogswell and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr. Testa, Ms.
Wilson Stridick, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: None. Those

RENOVATIONS
Owner Carolyn Hirsch and Contractor Bob Gleeson were present for this application for an addition
of rear living quarters and modern amenities such as heating and cooling equipment. The materials
were listed as all wood and will retain the look of the current design. The additions are not really
visible from the street.
Commissioners were allotted time for questions. After discussion, it was determined that there
will be no change to the front of the property, there will be no ramp, the rear columns will match
the existing columns, and there will be no parking in the front of the building.

Motion made by Mr. Carroll for approval of the application with the conditions that
there will be no change to the planned repairs, same for same, there will be no ramp,
and the columns to match the existing. Seconded by Ms. Wilson Stridick and carried 7-
0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr. Testa, Ms. Wilson Stridick, Mr. Stevenson,
Mr. Carroll, Mr. Coupland. Those opposed: None. Those abstaining: None.

SECOND FLOOR ADDITION BLK 1129 LOT(S) 42 (NON CONTRIBUTING)
Present for this application to renovate a partial second floor to a full second floor were Owner Ellie
Fisher, Project Designer Adam Crossland and Contractor Skip Holtzapfel. Designer Crossland
described the plans for this brick-faced bungalow. He said the dormers will be extended to create
additional living space and cedar siding will be used with eventual cedar siding to be used in the
front also.
Commissioners were allotted time for questions. Commissioners found the addition to be hidden,
appropriate and balanced. There was a discussion on the material use for the rear railing with the
determination that it will be Hardie board and stick built, as agreed by Owner Fisher and Contractor
Holtzapfel.
Motion made by Mr. Carroll for approval of the application with the condition that
proposed vinyl railing will be wood, compressed wood or Hardie board. Seconded by
Mr. Cogswell and carried 7-0. Those in favor: Mr. Cogswell, Ms. Pessagno, Mr. Testa, Ms.
Wilson Stridick, Mr. Stevenson, Mr. Carroll, Mr. Coupland. Those opposed: None. Those
abstaining: None.

BLUESTONE/STAIRCASE/FENCE BLK 1147 LOTS 34, 35, 36 (CONTRIBUTING)
Owner Jean Krupinski presented this application for approval of three items: bluestone pavers
with grass in between, fencing and a staircase. There was a discussion the location of the
previously approved pool. Owner Krupinski stated that the pool will be screened by arborvitae and
holly trees. Owner Krupinski shared the location of the pavers, stated that the new staircase will
be mahogany and the wood fence to be thirty inches on the left side middle to the front sidewalk,
across the front to the right and back and similar to her neighbor’s fence two doors away.
Commissioners were allotted time for questions. It was determined that the details of the wood
fence such as picket width and space between pickets would be approved in review.
Motion made by Mr. Carroll for approval of the application subject to submission of a
diagram of the fence with dimensions for approval by the Review Committee and that
the rear fence face toward outside. Seconded by Mr. Cogswell and carried 7-0. Those in
favor: Mr. Cogswell, Ms. Pessagno, Mr. Testa, Ms. Wilson Stridick, Mr. Stevenson, Mr. Carroll,
Mr. Coupland. Those opposed: None. Those abstaining: None.
OPEN TO PUBLIC:
Discussion was open to the public at 7:28 PM and closed at 7:43 PM with no public coming
forward to comment.
DISCUSSION:
HPC 4 May 17, 2021
Chairperson Coupland shared information that interviews for a new compliance officer will begin
the following week. He reminded the Commissioners that the June meeting will be conducted
in person in the City Hall Auditorium. Commissioner Cogswell said the former Irish Shop is an
eyesore, and he asked for status of the project. Chairperson Coupland said he would check on
the project and advise the HPC.
Motion to adjourn the meeting was made by Mr. Carroll at 7:44 PM, with all in favor.
