City of Cape May Historic Preservation Commission Special Meeting Minutes September 1, 2023 Opening: The special meeting of the City of Cape May Historic Preservation Commission (HPC) was called to order by Chairperson Warren Coupland at 10:00 a.m. In compliance with the Open Public Meetings Act, adequate notice of this meeting was provided. Pledge of Allegiance Roll Call Mr. Coupland, Chairperson Present Mr. Carroll, Vice Chairperson Present Ms. Campbell Present Mr. Cogswell Present Ms. Pessagno Absent Ms. Wilson-Stridick Present Mr. Testa Present Mr. Stevenson (Alt. 1) Present Mr. Boecker (Alt. 2) Present Also Present: Board Secretary Karen Keenan, Solicitor Robert Fineberg. Mr. Coupland announced that this was a special HPC meeting and discussion must be limited to the agenda items. RESOLUTION Application to the National Park Service for African American Contribution to the National Landmark Status – Resolution 2023-36 Motion made by Mr. Cogswell to approve Resolution 2023-36 seconded by Mr. Boecker and carried 7-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Cogswell, Mr. Testa, Ms. Wilson Stridick, Mr. Stevenson, Mr. Boecker. Those opposed: none. Those abstaining: none. Ms. Campbell arrived at 10:04 a.m. HPC had a discussion regarding the National Register application document, and all approved of the contents, the final product of CLG grant HE21-006. Consultant Nancy Zerbe will present the application to the Historic Sites Council at the state following final reviews by the city council and the State Historic Preservation Office. ADJOURNMENT Motion to adjourn the meeting was made by Mr. Cogswell and carried at 10:22 a.m. with all in favor. A verbatim recording of said meeting is available on the City of Cape May website.
