Opening: The regular meeting of the City of Cape May Historic Preservation Commission (HPC) was
called to order by Chairperson Warren Coupland at 6:03 p.m. In compliance with the Open Public
Meetings Act, adequate notice of this meeting was provided.

Mr. Coupland announced that Magnus, 801 Queen Street, would be deleted from the list for the vote.
Motion made by Mr. Boecker to approve the applications approved or denied in review seconded by
Mr. Cogswell and carried 6-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr. Cogswell, Ms. Campbell,
Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: Mr. Testa from 19 Jackson Street Inc., Mr.
Boecker from 1045 Washington Street, Iannacone.
Mr. Carroll asked about the HPC application for the Macedonia Baptist Church application denial. Mr.
Coupland responded that they met with the applicants, and they would be submitting a revised plan.
NEW BUSINESS
City of Cape May – 611 Lafayette Street, 1060/4.02, Contributing
Transportation Center Sign
Solicitor Fineberg noted that the City was present for a courtesy review and comment. City Engineer
Paul Deitrich presented copies of a sign design to replace the existing freestanding sign at the
Transportation Center with a slightly increased height, 3-D lettering and a roofed downlit overhang with
light color and lumens to be in conformance with the new ordinance. The sign will hide an adjacent
transformer with landscaping. HPC asked for the lettering to be rearranged and noted that a materials
sheet was not included in the application packet. HPC asked that metal roofing be 1” high, uncapped,
with the ends folded at a 45-degree angle; an instructional video is available on the city website. Mayor
Mullock entered the meeting and handed out copies of two newly updated sign proposals. HPC agreed
to option #2 in the handout which included National Historic Landmark wording and the lighthouse
logo.
Motion made by Mr. Coupland to issue a positive advisory letter for the Transportation Center
sign design #2 with the lighting concerns and the dimensions of the metal roof detail be included in
the letter seconded by Mr. Testa and carried 6-0. Those in favor: Mr. Coupland, Mr. Carroll, Mr.
Cogswell, Ms. Campbell, Mr. Testa, Mr. Boecker. Those opposed: none. Those abstaining: none.
Mr. Deitrich announced that the plans for the steeple tower for the AME Church on Franklin Street
would be coming before HPC for review. Mr. Coupland offered to submit architectural drawings.
OLD BUSINESS

Conrad - 347 Congress Street, 1031, 82, Contributing
Front Porch
Attorney Andrew Catanese, Architect Paul Kiss and owners William and Dee Conrad were present. Mr.
Catanese presented the new application which expands the original scope of work to include a new
porch with new joist and roof rafters; all other work will be in compliance with the original plans
approved in June of 2022. Mr. Kiss reviewed the drawings including: new roofing, joists, rafters, ceiling,
decking, columns, gutters, foundation wall with a brick pier infill design. HPC asked for 25/75 privacy
lattice rather than horizontal planks between the faux brick piers, the railing details, the porch lighting
updated without recessed lighting, the metal roofing detail and construction plans with all cut sheets for
materials. HPC suggested reviewing the new standards and utilizing the online metal roofing video link.
Mr. Coupland asked about the missing former front entry steps. Mr. Kiss responded that the demolished
brick staircase was a later addition, and steps were not shown on either the former or new plans. HPC
remarked that the porch did not resemble the original without the steps but generally agreed to the
removal of the stairs except for Mr. Coupland who insisted that the original bungalow would have had
central steps for a correct street facade. A discussion ensued regarding front steps. Mr. Fineberg advised
that the current application was an entirely new application and HPC could propose steps as appropriate.
HPC noted that the house would be re-surveyed as its current appearance with the windows, siding, and
porch with no stairs replaced would render the house Non-contributing. Mr. Catanese noted that they
would return with: the 1 ¾” balusters and rail details, the 1” standing seam roof and roof detail, a revised
lighting plan without the high hats with cut sheets. HPC confirmed that no building may move forward
until approval is granted.
Motion made by Mr. Carroll to grant conceptual approval based upon returning to HPC for final
approval with a revised lighting plan, roof, railing and lattice details and landscaping seconded by
Mr. Cogswell and carried 5-1. Those in favor: Mr. Carroll, Mr. Cogswell, Ms. Campbell, Mr. Testa,
Mr. Boecker. Those opposed: Mr. Coupland. Those abstaining: none.
OPEN TO THE PUBLIC - Mr. Coupland opened public comment at 7:00 p.m. and closed with no
public coming forward to comment.
DISCUSSION
HPC held a discussion regarding the restoration of old windows.
Bylaws Update
Mr. Testa reported that he is working on the HPC Bylaws update.
ADJOURNMENT
Motion to adjourn the meeting was made by Mr. Cogswell and carried at 7:10 p.m. with all in
favor.
