Municipal Taxation and Revenue Advisory Committee Minutes for June 12, 2025 Meeting Attendees: Russell Dickhart, Bob Elwell, Sarah Stevenson, Ron Tupper, Mike Yeager, Carolyn Zebrowski, Council Liaison Maureen McDade, Chairperson Martin Van Walsum Meeting was called to order at 1:02 PM Mr. Tupper was officially welcomed to MTRAC. Ms. McDade provided an update on short-term rental licensing, beach operations, and beach concessions. Mr. Van Walsum reviewed the ordinances defining the Committee’s duties, including the analysis of sources of revenue, capital spending and expenses. The Committee members discussed their preferred topics for 2025/26. Mr. Van Walsum provided the results of MTRAC’s analysis of full year 2024 beach tag revenues and 2025 revenues and pricing state-wide. Ms. McDade and Mr. Van Walsum provided an update on the renewal process for the existing beach concession agreements, which are negotiated on a five-year cycle, with the most recent cycle expiring at the end of 2025.
