Municipal Taxation and Revenue Advisory Committee Minutes for August 28, 2025 Meeting Attendees: Russell Dickhart, Bob Elwell, Sarah Stevenson, Ron Tupper, Mike Yeager, Carolyn Zebrowski, Council Liaison Maureen McDade, Chairperson Martin Van Walsum Meeting was called to order at 1:02 PM Ms. McDade indicated she had nothing to formally report as Council Liaison. Mr. Van Walsum confirmed the Committee’s intended projects for 2025/26 from the discussion at the June 12, 2025 meeting. Ms. McDade and Mr. Van Walsum provided an update on the process for renewal of the beach concession agreements for 2026. Mr. Van Walsum provided an overview of the State of New Jersey’s requirements governing municipal tax appropriations and levies. The review included a discussion of the strategic importance of bonding to the municipal budgeting process. The Committee discussed recent press articles regarding local municipalities intending to reassess their property tax ratables. A discussion of the key differences between revaluation and reassessment was conducted. Mr. Dickhart brought recent discussions around findings from the City’s annual financial and operational audits. Ms. McDade provided an update of planned activities to mitigate some of the findings. Mr. Dickhart also requested an update on the City’s intent to provide additional information on the impact of 2025 changes to its recycling ordinances. Ms. McDade confirmed the intent was to provide an update in November 2025. A brief discussion about MTRAC’s future involvement in a high-level review of available alternatives for both trash and recycling followed. 2025 MTRAC Ms. McDade informed the Committee that recently announced data by the City Manager concerning short-term rental licenses required correction. Mr. Tupper inquired about appropriate bases for comparison of budget line item spending and deployment of personnel. The meeting was adjourned at 2:26 PM. 2025 MTRAC
