MINUTES for Cape May Bike & Pedestrian Advisory Committee (BAPAC) DATE: July 14, 2021 TIME: 4:30pm LOCATION: City Hall LIVE STREAM: yes PLEDGE OF ALLEGIANCE IN ATTENDENCE:  Members: Terry DiUbaldi (Recording Secretary), Peter Hardy, Jim Moffatt, Hilary Pritchard, Holly Tilford (Chairperson), Jeff Vecere.  Other Attendee(s): Police Chief Fashaw MINUTES from May 19, 2021 and June 16, 2021 approved. OLD BUSINESS:  Jeff’s report on conversation with City Mgr, Mr. Voll: o Invoicing for payment of map publications was requested. Maps forthcoming. o Mr. Voll will follow up with Mr.Church/County about Safe Route to School plan relating to intersection of Lafayette/Madison and inset in front of school.  Infrastructure requests from BAPAC to council rep to city mgr. o Action Items: Writing up recommendations to forward to city mgr.  Jim: Beach Ave (which includes CapeMayBikeWalk).  Peter: Pittsburgh  Getting county plans on Lafayette; ask County Bob Church to August or September meeting.  Holly will check on pricing from Public Works or City Mgr on price for re- lining center line on Columbia.  Terry sent to County on Lafayette, mentioning CapeMayBikeWalk (when on “hiatus”) but need to follow up with Mr. Voll that recommendations were considered.  Discussion on relining Columbia Ave to correct center line for bike line; road is major connection to both sides of town.  Carpenter Lane at Perry one way sign blocked by overhanging tree branch; have asked to have remove..  Public Works ordered new bike racks; no other information provided. NEW BUSINESS:  Action Item/Hilary: Add a QR code on actual map side.  Map 3rd edition: improve flow and eliminate disconnection at some intersections; i.e, now where do I go if red zone? Upcoming new lining from county roads will support rewriting.  Guest Police Chief Fashaw discussion. He can add many solutions, requests from BAPAC, with the approval of council on https://www.facebook.com/capemaycitypolice/ o Action Item: Use PA system to announce bikes off promenade at 10am (9:45). o Concerns on Broadway where no bike lane; ie. can parking be removed, more specifically before Central Ave, going south? Page 1 of 2  o Chief would like to see speed limits lowered. o Unruly bicyclists, electric bikes and scooters (least favorite vehicle):  Action Item: After Aug 3 National Night Out, will do a 2 wk initiative campaign where officers will make a friendly stop if no lights, going wrong way specifically on Carpenters. Warnings may be issued, especially for workers at night; to “send a message”, etc. (BAPAC would supply officers with lights to hand out.)  Tickets were given out for lack of children helmets in the last year; $27 fine. Seem to be effective. Warning are documented.  Discussion on upcoming county repaving on Beach, Pittsburgh and Lafayette, as well as Columbia Ave bike/pedestrian safety infrastructure.  Inebriation: ebike, scooters (motorized) DUI, bicycles no DUI. o Maps  Chief recommended bike map go digital. Map My Ride (vocal) etc.  Chief requested for add’l maps for patrols.  Discussion on safer bike path, paralleling Seashore/Broadway public works access road as well as railbed/AC land. o Discussion on sidewalk and concern of bike use. No state law but it recommends that local municipalities can create resolutions to include no bikes except children. More emphasis needs to be made for safe biking on streets, including children. (Elementary School every year does have bike safety presented by the police department!) o Positive support by all on emphasizing that Decatur Street not block bikes; there is no safe navigation around the mall area,(partially roped off where applicable) to get through. Parking lot cut-through is not safe alternative. Businesses find the multiple tents block visibility for other businesses on Carpenter.
