MINUTES for Cape May Bike & Pedestrian Advisory Committee (BAPAC) DATE: August 11, 2021 TIME: 4:30pm LOCATION: City Hall LIVE STREAM: yes PLEDGE OF ALLEGIANCE IN ATTENDENCE:  Members: Terry DiUbaldi (Recording Secretary), Jim Moffatt, Hilary Pritchard, Holly Tilford (Chairperson), Jeff Vecere.  Other Attendee(s): City Manager Voll, Public Works Piccard, Mayor Mullock  Note: Jessica Besack (new BAPAC) resignation due to work constraints MINUTES: Motion(s) made and minutes from July 14 meeting approved as written. OLD BUSINESS:  Public Works /Joe Piccard: o Bike Racks: Always 5,6-8 spares available for special events and then they usually stay.  Concerns of bike racks in safe spots, not too close to streets.  Some that can be distributed on areas around town; replacing some of non- functioning green decorative racks with black inverted U-shapes that were recommended.  Suggestion from Deputy Mayor Sheehan to check out and add rack to Windsor and Congress. (Action Item JP) o Sharrows: Committee will recommend location (in particular, Columbia) streets (from BikeWalk), as well as corresponding Route Signs; PW will order and install. o Action Items: BAPAC subcommittee  will follow up and send documentation to PW/mgr for particular racks and recommended placements before September meeting. (Work can be done off- season 2021-22.)  Add addendum to Bike Walk report for areas missed on other side of Lafayette and review other areas for potential update.  Map printing in process of adding QR code and website link; suggested as per Mayor, www.capemaycity/bike . Motioned and approved. He or Hilary will follow up.  Infrastructure requests to council rep to city mgr to county rep. o Action Items  Chris B/council rep to remind Mike V/mgr of Sept meeting: 1. To invite Bob Church, County to September 8 meeting, for his schedule, earlier in day (and himself to attend as well). o *Request digital copy of Lafayette St plans for repaving with emphasis on Laf/Mad intersection and on Lafayette, proposed front indent at school drop off area. o *Follow up with Mr.Church/County about Safe Route to School plan relating to intersection of Lafayette/Madison and inset in front of school. BAPAC requesting Continental Crosswalks, not the minimal ones on Madison and vicinity. o *Check w/ DOT on reducing speed limits below 25mph. BAPAC, ACTION ITEM: Page 1 of 2  NOTE to County and city: BAPAC pleads to refer to the official document( DOT) who created the CapeMayBikeWalk report back in early 2000s for the guidelines to improvement of walk/bike infrastructure in the city. Mayor suggested BAPAC to supplement with an addendum for updated and/or additions to report  Discussion (again) on Columbia Ave to correct center line for bike line as recommended by CM Bike Walk (DOT); road is major connection to both sides of town (avoiding busy Lafayette, Washington and Beach). o Sharrows for length was priced approximately $9K per PW. It was confirmed that Public Works could buy and install the thermoplastic sharrows. o The same was requested for Continental Crosswalks. (See BikeWalk report for qualified expert recommendations.)  Overhanging tree branch on Carpenter Lane at Perry was removed, now revealing the one way sign (which was not in view before). NEW BUSINESS:  Four way Stop sign – City Mgr has used them in previous job(s) o BAPAC recommendation:  Jefferson or Franklin.  Follow up on Elmira. o Police chief recommendation, as per City Mgr, New Jersey Ave.  Reduce Speed Limit in town: Jeff V is reminded of a presentation by the DOT Bike Walk Mercer County of a study in reducing speed limits that accentuates that incrementally by mph the lowering speed limit reduces the severity of accidents.  Electric bikes were addressed recently by city council; no electric bikes on promenade ever.  Parking: o Lawsuit anticipated settlement on train rails at Transportation Ctr will open up spots. o Upcoming new Lafayette Park will add 80-100 spots at corner of St.Johns.  Lafayette Park Phase 4 being addressed from Mad/Laf, to behind school?, into Broad will be addressed. As well to rest of city, seamless and concurrent bike path plans around town.  *Send City Mgr email of above requests by BAPAC from county.
