MINUTES for Cape May Bike & Pedestrian Advisory Committee (BAPAC) DATE: Sept 15, 2021 TIME: 3:07pm LOCATION: City Hall LIVE STREAM: yes PLEDGE OF ALLEGIANCE IN ATTENDENCE:  Members: Chris Bezaire (Council Rep), Terry DiUbaldi (Recording Secretary), Jim Moffatt, Hilary Pritchard, Holly Tilford (Chairperson), Jeff Vecere.  Other Attendee(s): City Manager Voll, Private citizens Sidney Moffatt and Dennis Crowley OLD BUSINESS:  City Manager report: o Bike Racks:  Will check with PW Piccard as to where add’l bike racks were placed. It was not evident. (Windsor and Congress as requested by Deputy Mayor Sheehan.)  Suggestion to re-do area in front of Convention for more bike racks. o Columbia Ave: PW still concerned about liability. BAPAC reiterated the credibility for DOT Cape May Bike Walk Report! Chairperson Tilford will meet with PW and Mgr. o Requests from BAPAC after reviewing Lafayette Fall/winter repaving project, to relay to County:  Concern of no infrastructure plan (County as well as SRTS drawings) at corner of Lafayette and Madison crossing over to school grounds.  Add a 4th crosswalk on Lafayette and Bank. o SRTS (Safe Route to School) area:  Jim Moffatt questioned why the 2018 $400K grant is not being used now to start the construction since it was prior to the upcoming available federal grant.  BAPAC requested coordination with the city and county to put add’l crosswalk and curbcut (handicap ramp) on Madison in front of Corgie due to the upcoming plans for Kiwanis Park bike path/walkways. (Councilwoman Baldwin, project overseer will follow up.)  Improve pedestrian and bike markings on Madison at end of Columbia due to upcoming bike lane and sharrows; this is a connection to SRTS. o For the future wish list with county:  At Lafayette and Washington St (by Tuna Club), there are no current plans that BAPAC is aware of; is it part of the Pittsburgh Ave.? It is an area needed to be addressed  Address Sydney Ave and Lafayette.  Hawk at Bank and Lafayette by Rotary Park.  Maps to be delivered shortly; stored at Public Works. Jeff overseeing disbursements. NEW BUSINESS:  Review of Lafayette St repaving plans: see comments above.  BAPAC reiterating need for better traffic flow and safety just east and west of Lafayette St: o Broad St: Is Four way stop done deal? (Small continental cross bars recently added.) o Bank St: diversion from Elmira. o Elmira St: Page 1 of 2   Before ACE project:  Painted Sharrows from Venice to Ocean.  Painted Crosswalk, speed hump.  (Safe) routing BIG signage to and from Bank St, off Broad and Venice.  After ACE project and repaving: Thermo sharrows entire stretch from bridge to Lafayette (and onto Ocean).  Kudos to Councilman Meier in getting ACE to install sidewalk around station, needing to navigate around poles that cannot be removed. Due to wetland restrictions, this is the only way of routing. o For a suggestion, a rough plan will be drawn up for better traffic flow and safety (bikers and pedestrians) around Rotary Park. PUBLIC PORTION:  Ms. Moffatt, leader of a bike tours all over the world, commented on the wonderful biking in Cape May; has the potential world-wide of the tourist industry; improve the infrastructure. Once in place, then education and enforcement.  Mr. Crowley recommended retractable barriers to be used (as seen in Annapolis) when roads need to be closed off. He also commented about the need for one ways on Lafayette and Washington Streets for better safety, as per numerous Master Plan recommendations. As well, once park completed, additional crosswalks needed in that area (Queen, Jefferson, etc). MINUTES: Motion(s) made and minutes from Aug 18 meeting approved as written.
