Minutes for Cape May Bike & Pedestrian Advisory Committee (BAPAC) DATE: June 14, 2023 TIME: 9:30 am LOCATION: City Hall IN ATTENDENCE:  Members : Terry DiUbaldi(via phone), Jim Moffatt, Hilary Pritchard, Mary Snyder, Holly Tilford (Chairperson), Jeff Vecere, Councilperson Mike Yeager  Absent: Wendy Collins  Other: Police Chief Fashaw, City Manager Mike Voll, Josh Niemann (Grant; Purchasing Agent/Finance) APPROVAL OF MINUTES: Motioned to approve. Seconded. Approved. OLD BUSINESS:  Police Report: o More hired officers on bike and foot, particularly around town. Giving out more summons but also ice cream gift certificates for children with helmets and abiding law. Summer Sergeant to oversee enforcement, logging all stops. o Committee reiterated the need for rentals to be equipped w/ lights, bell; the law. o Focus on PR/Education (including electric bikes, LSV). Assistance from Paul.Mick@NJBWC. Vision 0. o Police station on St. Johns: looking to do a land swap and clearance from DEP; thus, the hold up. Projecting by end of year to be able to move forward; draft plans have been drawn up. o Addressing Jackson St safety. Re: valet service  City Mgr Report o Lafayette St completion around Jackson/Perry delayed due to city needing to replace sewer pipes. o Committee recommended 3way stop at Elmira and Venice. ACTION ITEM: Mike Voll. o Shuttle (jitney) signage installed in various places around town; runs from 4-10pm only..  Committee recommended electronic sign to be placed farther up at St.James’ open lane on Lafayette notifying Free Parking and Jitney at school. ACTION ITEM: Mike Yeager will check w/ PW. o Discussion as to “overlapping” roads with city and county; can city do some work on county rds? ACTION ITEM: Mike Yeager (Mike Voll?)  Map: Hilary and Terry will bring final draft to next meeting; less wording and more visuals, focusing more on bike pedestrian related items.  Complete Streets: Resolutions and Ordinances will need to be created first to move forward with the application.  NEW BUSINESS: o Grants: Josh Niemann, Finance and Purchasing Agent gave update on planning improved bike infrastructure  Working on final draft of request for proposal (RFP)  Will be advertised in Herald o Discussion insued on sidewalk repairs; Action Item: Jim Moffett will look into responsibilities of keeping them safe from tripping.
