Minutes for Cape May Bike & Pedestrian Advisory Committee (BAPAC) DATE: July 12, 2023 TIME: 9:30 am LOCATION: City Hall IN ATTENDENCE:  Members : Terry DiUbaldi, Jim Moffatt, Hilary Pritchard, Mary Snyder, Jeff Vecere (Deputy Chairperson), Councilperson Mike Yeager  Absent: Wendy Collins, Holly Tilford (vacation)  Other: Police Chief Fashaw, Josh Niemann (Grant; Purchasing Agent/Finance), Eric Prusinski (Public Works), City Manager Mike Voll, Paul Dietrich (City Engineer). APPROVAL OF MINUTES: Motioned to approve. Seconded. Approved. OLD BUSINESS:  Public Works Report: o A positive consequence due to busy Kiwanis Park with new path; Eric spoke to County Engineer, Bob Church County Engineer about more expedient improvements on Madison St @ Michigan, Columbia, and Michigan Ave (due to delay in that area in the start of Safe Routes to School).  More major striping at Columbia/Michigan intersection, add’l crosswalks at Cape May Ave(s), NJ Ave  Curb cut at end of Corgie. o More bike racks installed. An add’l purchase of 75 racks from private sector Fund of Cape May on order for more installations this winter. o The 2nd Fix It Station to be installed near Kiwanis Park.  200K Action Plan Grant (from federal govt.). Josh Niemann, city Finance & Purchasing Agent, presented RFP Update and Implementation of the Bike Walk Cape May Technical Memorandum. (Feedback needed from BAPAC.) Members will review and send comments to secretary, putting a draft together for Josh.  Police Report: o National Night Out. Aug 1 Tuesday. BAPAC will add a table to give out info on what BAPAC and the city are doing for a safer town. o Ghost police car put on Elmira by new stop signs at Venice o Officers being pro-active in curbing offenders (bikes, other electric vehicles, no child helmets,etc); giving out coupons to children with positive behavior on bikes, etc. o Officer Mazza is in charge of the data of arrests and warnings; Committee person Mary Snyder inquired and will follow up on the data. o Bike Rental Companies: When in use at nighttime every bicycle must be equipped with: 1) A front headlamp emitting a white light visible from a distance of at least 500 feet to the front; 2) A rear lamp emitting a red light visible from a distance of at least 500 feet to the rear (N.J.S.A. 39:4-10).  City Mgr Report o Reiterated: all correspondence needs to go through him so he is aware and can filter to those applicable for the task at hand. o Installation of 2 add’l stop signs on Elmira at Venice. (Now a 3way stop).  Predominately positive feedback on this temporary traffic calming measure on a very busy, throughway street. o No traffic study needed for a construction area; re: ACE sub-station work. o Further discussion of permanent traffic calming measures: Traffic study (for permanent stop signs, speed humps or cushions, speed tables, rumble strips etc).  Map: Incomplete revisions due to printing issues.  NEW BUSINESS: Page 1 of 2 9/20/2023  o Discussion ensued on sidewalk repairs; Jim Moffat requested a OPRA on sidewalk issues. o Introduction of new city engineer, Paul Dietrich; he will coordinate with city and ACE on repaving of Venice and Elmira, maximizing safe passage through this busy street in and out of town.
