Group comments shall be limited to five minutes. 6) CONSENT AGENDA: a) Approval of Minutes (p.4) i) Special Session: August 5, 2024 b) Approval of Claims (p.9) i) July 23, 2024 – August 7, 2024 (1) $818,582.56 c) Approval of Payroll (p.12) i) July 1 – July 31, 2024 (1) $142,242.55 d) AB24-77 A resolution authorizing Interim City Manager Ender to legally bind City of Carnation with respect to the Valley Memorial Tennis and Pickleball Court Grant from the Washington State Recreation and Conservation Office No. RCO 24-2103. (p.13) 7) PROCLAMATIONS: a) Sunflower Day (p.17) 8) PUBLIC HEARINGS: (p.18 & 97) a) Carnation City Council will hold a public hearing to receive and consider public comments regarding Design Standards updates. The substance of the draft Design Standards is available for public review on the City’s website and in person at City Hall. All interested persons are encouraged to listen and/or attend the public hearing and to provide oral and/or written comments. b) Carnation City Council will hold a public hearing to receive and consider public comments regarding Landscape Standards updates. The substance of the draft Design Standards is available for public review on the City’s website and in person at City Hall. All interested persons are encouraged to listen and/or attend the public hearing and to provide oral and/or written comments. 9) COUNCIL REPORTS AND REQUESTS: During this item, Councilmembers report on activities and meetings from the previous two weeks. This space is important, as it provides an opportunity for the Council, Staff, and public to understand how the Councilmembers spend their time. 10) STAFF REPORTS: a) City Manager’s Office Report i) Q2 Report ii) Treasurer’s Report (p.121) 11) EXECUTIVE SESSION (g) To evaluate the qualifications of an applicant for public employment or to review the performance of a public employee.
