TOWN OF CAROLINA SHORES Planning Board Meeting Minutes January 19, 2022 11:00 a.m. At 11:00 a.m., Vice-Chairperson Vandergrift called the January 19, 2022 Planning Board Meeting to order. The following members attended: Ruth Ann Campbell-Grothe, Pamela Faria, Daniel Conte and Alternate Member Normand Neligon. Also, present: Mayor Joseph J. Przywara, Planning Board Liaison; Chad Hicks, Town Administrator and Nicole Hewett, Assistant Town Administrator/Town Clerk. Absent: Member Dan O’Reilly The Pledge of Allegiance was recited and there was a moment of silence. Organizational Meeting: Elect Chairperson and Vice-Chairperson: Elect Chairperson: MEMBER CAMPBELL-GROTHE MADE A MOTION TO NOMINATE MARLENE VANDERGRIFT AS CHAIRPERSON. MEMBER CONTE SECONDED THE MOTION. AS THERE WERE NO OTHER NOMINATIONS FOR CHAIRPERSON, VICE-CHAIRPERSON VANDERGRIFT CALLED FOR A VOTE AND MOTION CARRIED BY UNANIMOUS VOTE. Elect Vice-Chairperson: MEMBER FARIA MADE A MOTION TO NOMINATE DANIEL CONTE AS VICE- CHAIRPERSON. MEMBER CAMPBELL-GROTHE SECONDED THE MOTION. AS THERE WERE NO OTHER NOMINATIONS FOR VICE-CHAIRPERSON, CHAIRPERSON VANDERGRIFT CALLED FOR A VOTE AND MOTION CARRIED BY UNANIMOUS VOTE. Appointment of Planning Board Member as Liaison to the Parks Commission: CHAIRPERSON VANDERGRIFT MADE A MOTION TO APPOINT MEMBER CONTE AS THE PLANNING BOARD LIAISON TO THE PARKS COMMISSION. MEMBER CAMPBELL- GROTHE SECONDED THE MOTION. AS THERE WERE NO OTHER NOMINATIONS FOR APPOINTMENT, CHAIRPERSON VANDERGRIFT CALLED FOR A VOTE AND MOTION CARRIED BY UNANIMOUS VOTE. Approval of Minutes: MEMBER CONTE MADE A MOTION TO APPROVE THE MINUTES OF THE OCTOBER 20, 2021 PLANNING BOARD MEETING. MEMBER FARIA SECONDED THE MOTION. CHAIRPERSON VANDERGRIFT CALLED FOR A VOTE AND MOTION CARRIED BY UNANIMOUS VOTE. Administrative Reports: Mr. Hicks said we will work on filling the vacancy of Town Alternate. Mr. Hicks said we are wide open as far as building permits. Mr. Hicks said there are about 200 new housing permits. New Business: Discussion of Neighborhood Business (NB) Zoning District Drive -Thru Ordinance Mr. Hicks said we have had an inquiry on a piece of land. Mr. Hicks said this particular property is zoned Neighborhood Business (NB) and everything else on Highway 17 is zoned Highway Commercial (HC). Mr. Hicks said the Food Lion is zoned Neighborhood Business (NB) on the south side of Highway 17. Mr. Hicks said there is interest in putting in a drive-thru coffee shop. Mr. Hicks said the property is located at the state line. Mr. Hicks said when we were reviewing it, Neighborhood Business (NB) allows restaurants but you can’t have drive-thru’s and he’s not sure why that was done when they adopted the Ordinance. Mr. Hicks said as you know, at the Food Lion shopping center, there is a drive- thru coffee shop there and that is zoned Neighborhood Business (NB). Mr. Hicks said he would like to do a text amendment to the Table of Permitted Uses. Mr. Hicks said this proposed change would put the coffee shop in the Food Lion shopping center into compliance. MEMBER CONTE MADE A MOTION TO RECOMMEND TO THE BOARD OF COMMISSIONERS TO ALLOW RESTAURANTS, INCLUDING DRIVE-THRU FACILITIES IN THE NEIGHBORHOOD BUSINESS (NB) ZONING DISTRICT. CHAIRPERSON VANDERGRIFT SECONDED THE MOTION. CHAIRPERSON VANDERGRIFT CALLED FOR A VOTE AND MOTION CARRIED BY UNANIMOUS VOTE. Public Comment: Commissioner Debbie Watts – Commissioner Watts said she appreciates all that the Planning Board does. Adjourn: CHAIRPERSON VANDERGRIFT MADE A MOTION TO ADJOURN THE JANUARY 19, 2022 PLANNING BOARD MEETING AT 11:20 A.M. MEMBER FARIA SECONDED THE MOTION.
