Planning Board
Meeting Minutes
September 21, 2022
11:00 a.m.
At 11:05 a.m., Chairperson Vandergrift called the September 21, 2022, Planning Board Meeting to
order. The following members attended: Pamela Faria, Daniel Conte and James Cioe.
Also present: Commissioner Watts, Liaison; Ronald Johnson, Town Alternate; Chad Hicks, Town
Administrator; Nicole Hewett, Assistant Town Administrator/Town Clerk and Sandy Wood, Inspections
& Construction Superintendent.
Absent Members: Ruth Ann Campbell-Grothe and Normand Neligon.
The Pledge of Allegiance was recited and there was a moment of silence.
Oath of Office:
Ms. Hewett administered the Oath of Office to Pamela Faria, James Cioe and Ronald Johnson as
members of the Planning Board/Board of Adjustment.
Approval of Minutes:
MEMBER CONTE MADE A MOTION TO APPROVE THE MINUTES OF THE JULY 20, 2022
PLANNING BOARD MEETING WITH THE ADDITION OF COMMISSIONER WATTS AS
LIAISON. MEMBER FARIA SECONDED THE MOTION. CHAIRPERSON VANDERGRIFT
CALLED FOR A VOTE AND MOTION CARRIED BY UNANIMOUS VOTE.
Ms. Hewett said that Mr. Dee Gray resigned as Commissioner for a career opportunity and will no
longer be the Planning Board Liaison.
Administrative Reports:
Mr. Hicks gave updates on development. Mr. Hicks said they have started Phase 3A in Eagle Run and
are wide open. Mr. Hicks said Shingletree has done their grading and Sandy will be meeting with them
on Monday. Mr. Hicks said they will probably start pulling building permits in December or January.
Mr. Hicks said we have not heard anything on the new townhome development that was just approved
on the opposite side of Highway 17 from Car City. Mr. Hicks said the roads in Calabash Lakes have
been turned over to the town from D.R. Horton. Mr. Hicks said they have reached out about turning over
all the roads that are left in The Farm. Mr. Hicks said we are still waiting on them to put the topcoat
down on Phase 17 and they still have a punch list to do from the engineer. Mr. Wood said he has issued
the last Certificate of Occupancy in The Farm. Mr. Hicks said yes, it is built out. Mr. Hicks said
currently there are 113 homes being built and there were over 800 inspections last month. Mr. Wood
said that Eagle Run is waiting their state approval for water and sewer in Phase 2. Member Conte asked
Mr. Hicks if he could give the Planning Board some lead time to go out and look at the new property
that was annexed to see where they are going to put things. Mr. Wood said we are getting ready to do a
big upfit in Food Lion. Mr. Wood said CVS is going to do a minor uplift and he has the plans but has
not approved them yet. Mr. Wood said we had discussion with a developer for behind CVS but that fell
off the map.
Old Business:
Update on Extraterritorial Jurisdiction (ETJ) – Mr. Hicks said we will be starting the process and will
take it to the Board of Commissioners. Mr. Hick said we could possibly have it removed by the end of
the year.
New Business:

Public Comment:
Commissioner Debbie Watts congratulated the new members of the Planning Board.

UNANIMOUS VOTE.
