Planning Board
Meeting Minutes
October 19, 2022
11:00 a.m.
At 11:05 a.m., Chairperson Vandergrift called the October 19, 2022, Planning Board Meeting to order.
The following members attended: Pamela Faria, Daniel Conte, Ruth Ann Campbell-Grothe and James
Cioe.
Also present: Commissioner Watts, Liaison; Ronald Johnson, Town Alternate; Normand Neligon, ETJ
Alternate; Chad Hicks, Town Administrator; Nicole Hewett, Assistant Town Administrator/Town Clerk
and James E. Eldridge, Town Attorney.
Absent Members: None
The Pledge of Allegiance was recited and there was a moment of silence.
Approval of Minutes:
MEMBER CONTE MADE A MOTION TO APPROVE THE MINUTES OF THE SEPTEMBER 21,
2022 PLANNING BOARD MEETING. MEMBER FARIA SECONDED THE MOTION.
CHAIRPERSON VANDERGRIFT CALLED FOR A VOTE AND MOTION CARRIED BY
UNANIMOUS VOTE.
Administrative Reports:
Update on Extra Territorial Jurisdiction (ETJ) Relinquishment - Mr. Hicks said we have sent out the
mailings of the public hearing and map that will be held at the Board of Commissioners November
meeting to all the residents that will be affected in the ETJ. Mr. Hicks said we have received a lot of
phone calls and questions. Mr. Hicks said if approved, Brunswick County could rezone the area. Mr.
Hicks said if they haven’t within 60 days, it automatically goes to them. Mr. Hicks said we will
relinquish everything but commercial on that side of Highway 17.
Public Comment:
Diane Shaffer, Ocean Forest – Ms. Shaffer asked if a cost benefit was done on the relinquishment of the
ETJ. Mr. Hicks said no. Ms. Shaffer wanted to know how much revenue the Town will lose if the ETJ’s
are relinquished in building permits. Ms. Shaffer said she just had to pay $100.00 for a plumbing
connection. Ms. Shaffer said she is in the ETJ in Ocean Forest. Ms. Shaffer said she is wondering why
this came up. Ms. Shaffer mentioned the cost benefit analysis. Mr. Hicks said we are not going to lose,
and those areas are already built-out except for a couple of single-family homes. Mr. Hicks said any
money that is collected in Building Inspections has to stay in that department and it does not affect the
general fund.

Planning Board/Board of Adjustment Training – James E. Eldridge, Town Attorney held the training for
the Planning Board. (A complete copy of the training is on file with the Town Clerk).
