Council will reconvene in open session to consider action, if any, on matters discussed in the Executive Session. ***WORKSESSION*** 5. Discuss Remainder Of 2014 Meeting Calendar Dates. 6. Discuss Multi-Year Budget And Financial Forecast. ***REGULAR MEETING 7:00 PM*** INVOCATION PLEDGE OF ALLEGIANCE PRESENTATIONS 7. Present A Proclamation Declaring February 23 To March 1, 2014 As National Engineer’s Week. 8. Present A Proclamation Declaring March 4, 2014 As “IHOP’S National Pancake Day And Shriners Hospital For Children Day” In Carrollton. PUBLIC FORUM 9. Hearing of any citizen/visitor on items not listed on the regular meeting agenda. Citizens wishing to address the Council regarding items on the posted agenda will be called to speak during the Council's consideration of such items. Citizens/visitors should complete an appearance card located on the table at the entrance to the City Council Chambers. In accordance with the State Open Meetings Act, the City Council is restricted from discussing or taking action on items not listed on the agenda. Action can only be taken at a future meeting. Consider Authorizing The City Manager To Approve A Contract With RAMA General Contracting, Inc. For The Champion Drive & IH-35E Sanitary Sewer Lift Station Project In The Amount Of $1,013,512.00. *12. Consider Authorizing The City Manager To Approve A Contract With Insituform Technologies, LLC For The Indian Creek Sanitary Sewer Rehabilitation Project In An Amount Of $1,972,145.00. *13. Consider Authorizing The City Manager To Enter Into An Interlocal Agreement With Addison, Farmers Branch and Coppell To Engage iXP Corporation For The Implementation of the Regional Dispatch Center. *14. Consider Authorizing The City Manager To Enter Into A Contract For Rental Of A Billboard Over Downtown Carrollton To Assist With Retaining Current Carrollton Businesses, Maintaining Sales Tax Revenue During I35E Construction And Attracting New Businesses And Customers To Downtown Carrollton. ORDINANCE *15. Consider An Ordinance Amending Title 1 Chapter 10 Regarding Penalties And Title 3, Chapter 31 Regarding Fees; And Creating Title 15, Chapter 157 Establishing Private Water Well Regulations and Title 17, Chapter 175 Establishing Regulations Governing Municipal Setting Designations. Consider A Resolution Authorizing the City Manager To Enter Into A Redevelopment Incentive Agreement For 1025 South Broadway and 1020 West Main Street. *17. Consider A Resolution Appointing A Member To The Planning & Zoning Commission. *18. Consider A Resolution Accepting The Investment Strategies And First Quarter Investment Officers Report For Period Ended December 31, 2013. *19. Consider A Resolution Authorizing the City Manager to Enter Into A Redevelopment Incentive Agreement With The Owner Of 1111 South Main Street, Carrollton, Texas. *20. Consider A Resolution Authorizing The Creation Of North Texas Emergency Communication Center, Inc. As a Local Government Corporation; Approving The Form Of Certificate Of Formation For Said Corporation; Approving The Form Of Bylaws For Said Corporation; Appointing The City Manager To Serve As An Initial Director Of Said Corporation; And Providing An Effective Date. PUBLIC HEARING - INDIVIDUAL CONSIDERATION 21. Hold A Public Hearing And Consider An Ordinance To Rezone To Amend PD-52 To Allow Modified Development Standards For A Retail Store By Allowing Approximately 14,315 Square Feet Of Outdoor Display And Sales Area; And Amending Accordingly The Official Zoning Map. The Approximately 12.3-Acre Tract Is Located At 2011 Keller Springs Road And Is Currently Zoned PD-52 For The (LR-2) Local Retail District.
