Mayor and Council reports and information sharing. 2. Receive supplemental staff information and responses to questions. 3. Council will convene in Executive Session pursuant to Texas Government Code: • Section 551.071 for private consultation with the City Attorney to seek legal advice with respect to pending and contemplated litigation and all matters on this agenda to which the City Attorney has a duty under the Texas Rules of Discipline and Professional conduct regarding confidential communication with the City Council. · Hamrla, et al, v. City · Chacon v. City • Section 551.072 to discuss certain matters regarding real property. • Section 551.074 to discuss personnel matters. • Section 551.076 to discuss security matters. • Section 551.087 to discuss Economic Development. 4. Hearing of any citizen/visitor on items not listed on the regular meeting agenda. Citizens wishing to address the Council regarding items on the posted agenda will be called to speak during the Council's consideration of such items. Citizens/visitors should complete an appearance card located on the table at the entrance to the City Council Chambers. Speakers must address their comments to the presiding officer rather than to individual Council members or staff; Stand at the podium, speak clearly into the microphone and state your name and address prior to beginning your remarks; Speakers will be allowed between 2 and 5 minutes for testimony; Speakers making personal, impertinent, profane or slanderous remarks may be removed from the room; Unauthorized remarks from the audience, stamping of feet, whistles, yells and similar demonstrations will not be permitted; No placards, banners or signs will be permitted in the Chambers or in any other room in which the council is meeting. Consider Approval Of Bid # 14-020 For The Public Works Department From Jim Bowman Construction Company For Sidewalk Repairs In An Amount Not To Exceed $60,000.00 *13. Consider Approval Of Bid #14-021 For The Public Works Department From Jim Bowman Construction Company For Street, Alley And Sidewalk Concrete Repairs In An Amount Not To Exceed $1,100,000.00. *14. Consider Approval For The Purchase Of Additional Fitness Equipment For The Parks Department For Use At The Rosemeade Recreation Center Through An Inter-Local Agreement With Buyboard In An Amount Not To Exceed $44,415.54. CONTRACTS & AGREEMENTS *18. Consider Authorizing The City Manager To Approve Change Order #1 With SYB Construction Company, Inc. For Additional Pavement Removal And Replacement For The Miscellaneous Water Line Replacement 2013 Project In An Amount Of $34,160.00 For A Revised Contract Amount Not To Exceed $1,827,145.00. *19. Consider A Project Specific Agreement (PSA) With Dallas County Road & Bridge District #4 For A Mill And Overlay Of The 2000 And 2100 Blocks Of Denton Drive; 1300 Through 1900 Blocks Of Denton Drive; And The 1000 Block Of Palm Street, In An Amount Not To Exceed $275,028.96. *20. Consider Authorizing The City Manager To Approve A Contract With Banc of America Community Development Corporation for Asset Management Services In An Amount Not To Exceed $167,000.00. ORDINANCE *21. Consider An Ordinance Amending Chapter 73 Schedule I (C) Establishing A Temporary Speed Limit Of 35 Miles Per Hour For West Belt Line Road From 350 Feet East Of Hutton Drive To Interstate Highway 35E. RESOLUTIONS *22. Consider A Resolution Appointing A Representative And An Alternate To The Trinity River Authority Central Regional Wastewater System Advisory Committee. *23. Consider A Resolution Authorizing The City Manager To Enter Into A Demolition Grant Agreement With Joe L. Craig At 1607 And 1609 Whitlock Lane For An Amount Not To Exceed $52,000.00. *24. Consider A Resolution Of The City Council Of The City Of Carrollton, Texas, Denying The Rate Increase Requested By ATMOS Energy, Corp., Mid-Tex Division Under The Company’s 2014 Annual Rate Review Mechanism Filing In All Cities Exercising Original Jurisdiction; Requiring The Company To Reimburse Cities’ Reasonable Ratemaking Expenses Pertaining To Review Of The RRM; Authorizing The City’s Participation With ATMOS Cities Steering Committee In Any Appeal Filed At The Railroad Commission Of Texas By The Company; Requiring The Company To Reimburse Cities’ Reasonable Ratemaking Expenses In Any Such Appeal To The Railroad Commission; Determining That This Resolution Was Passed In Accordance With The Requirements Of The Texas Open Meetings Act; Adopting A Savings Clause; And Requiring Delivery Of This Resolution To The Company And The Steering Committee’s Legal Counsel. *26. Consider A Resolution Supporting A Grant Application To The North Central Texas Council Of Governments. OTHER BUSINESS 27. Reconsider the Motion for Denial of An Ordinance To Rezone To Establish A Special Use Permit For A General Medical & Surgical Hospital With Special Conditions; Amending Accordingly The Official Zoning Map. The Approximately 6-Acre Tract Is Located At The Northwest Corner Of Trinity Mills Road (PGBT) And McCoy Road And Is Currently Zoned PD-189 For The (O-4) Office District. Case No.04-14SUP3 North Texas Regional Hospital/City Of Carrollton. 28. Consider An Ordinance Canvassing The Returns Of The May 10, 2014 General Election For Mayor, Places 2, 4 And 6. 29. Administer the Oath Of Office to elected Council members and adjourn for Reception.
