PUBLIC FORUM
14. Hearing of any citizen/visitor on items not listed on the regular meeting
agenda. Citizens wishing to address the Council regarding items on the
posted agenda will be called to speak during the Council's consideration of
such items.
Citizens/visitors should complete an appearance card located on the table at the
entrance to the City Council Chambers. Speakers must address their comments
to the presiding officer rather than to individual Council members or staff;
Stand at the podium, speak clearly into the microphone and state your name and
address prior to beginning your remarks; Speakers will be allowed between 2
and 5 minutes for testimony; Speakers making personal, impertinent, profane or
slanderous remarks may be removed from the room; Unauthorized remarks
from the audience, stamping of feet, whistles, yells and similar demonstrations
will not be permitted; No placards, banners or signs will be permitted in the
Chambers or in any other room in which the Council is meeting. In accordance
with the State Open Meetings Act, the City Council is restricted from discussing
or taking action on items not listed on the agenda. Action can only be taken at a
future meeting.

*18. Consider Authorizing The City Manager To Approve A Contract With Prime
Controls For The Water And Sewer Supervisory Control And Data
Acquisition (SCADA) Project In An Amount Not To Exceed $1,044,590.50.
*19. Consider Authorizing The City Manager To Execute A License Agreement
With Realty Capital Management, LLC For On-Street Parking Spaces

Comprehensive Fee Schedule, Effective October 1, 2015.
*21. Consider An Ordinance Amending Ordinance No. 3145 Regarding Natural
Gas Drilling And Production By Amending The Codification In The City
Of Carrollton’s Code Of Ordinance To Title XV, Chapter 157 Regarding
Natural Gas Drilling And Production.
*22. Consider An Ordinance Authorizing The Vacation And Abandonment Of
Three Drainage Easements In Their Entirety, Said Easements Being
Located On Certain Land Situated In The Samuel B. Evans Survey,
Abstract Number 397, And Conveyed To The City Through Denton
County Instrument Numbers 078224, 078225, And 2006-98668;
Authorizing The Partial Vacation And Abandonment Of A Drainage
Easement Situated In The Samuel B. Evans Survey, Abstract Number 397
And Conveyed To The City Through Denton County Instrument Number
2006-98667; And Providing An Effective Date On And After Its Adoption
And Publication.
RESOLUTIONS
*23. Consider A Resolution Authorizing The City Manager To Approve A
Contract With Freese And Nichols For A Land Use Study For Indian
Creek Golf Course In An Amount Not To Exceed $60,500.00.
*24. Consider A Resolution Authorizing The City Manager To Approve A
Contract With BEST EMS To Provide Medical Direction, Quality
Assurance, And Other Related EMS Services For Carrollton Fire Rescue In
An Amount Not To Exceed $40,000.00.

Interlocal Cooperation Agreements With Denton County For The

Caitlyn Drive In An Amount Not To Exceed $2,076,000.00.
*26. Consider A Resolution Authorizing The City Manager To Enter Into An
Agreement With Children’s Advocacy Center for Denton County For
Services To Be Provided To Carrollton Citizens For The 2015-16 Fiscal
Year In An Amount Not To Exceed $25,000.00.
*27. Consider A Resolution Authorizing The City Manager To Enter Into An
Agreement With Metrocrest Services, Inc. For Services To Be Provided To
Carrollton Citizens For The 2015-16 Fiscal Year In An Amount Not To
Exceed $310,000.00.
*28. Consider A Resolution Authorizing The City Manager To Enter Into A
Development Agreement With Breco Lands CH, LLC, And Denton County
Fresh Water Supply District No. 1-C For The Release Of The Certificate
Of Convenience And Necessity; Including Other Items And Providing An
Effective Date.
*29. Consider A Resolution Authorizing The City Manager To Negotiate And
Execute An Economic Development Incentive Agreement With Realty
Capital Management, LLC for the Carrollton Crossing Project at 1199
North Broadway.
OTHER BUSINESS
30. Consider An Ordinance Adopting And Approving An Operating And
Capital Budget For The City Of Carrollton, Making Appropriations
Therefore For The Fiscal Year October 1, 2015 Through September 30,
2016.
31. Consider An Ordinance Establishing The Tax Rate And Tax Levy For The
City Of Carrollton For The Tax Year 2015 Upon The Taxable Property In
The City Of Carrollton In Conformity With The Laws Of The State Of
Texas And The City.
32. Consider A Resolution Ratifying The Property Tax Increase Reflected In
The Fiscal Year 2015-2016 Operating Budget.

for social functions, conventions, workshops, ceremonial events or press conference;
however, there is no legal requirement to do so and in the event a social function,
convention, workshop, ceremonial event or press conference is not posted by the City
Secretary's Office, nothing shall preclude a quorum of the City Council from gathering
as long as "deliberations" within the meaning of the Texas Open Meetings Act do not
occur.
