Hearing of any citizen/visitor on items not listed on the regular meeting agenda. Citizens wishing to address the Council regarding items on the posted agenda will be called to speak during the Council's consideration of such items. Citizens/visitors should complete an appearance card located on the table at the entrance to the City Council Chambers. Speakers must address their comments to the presiding officer rather than to individual Council members or staff; Stand at the podium, speak clearly into the microphone and state your name and address prior to beginning your remarks; Speakers will be allowed between 2 and 5 minutes for testimony; Speakers making personal, impertinent, profane or slanderous remarks may be removed from the room; Unauthorized remarks from the audience, stamping of feet, whistles, yells and similar demonstrations will not be permitted; No placards, banners or signs will be permitted in the Chambers or in any other room in which the Council is meeting. ORDINANCE *20. Consider An Ordinance Amending Title III, Chapter 31, The Comprehensive Fee Schedule, Effective October 1, 2015. *21. Consider An Ordinance Amending Ordinance No. 3145 Regarding Natural Gas Drilling And Production By Amending The Codification In The City Of Carrollton’s Code Of Ordinance To Title XV, Chapter 157 Regarding Natural Gas Drilling And Production. *22. Consider An Ordinance Authorizing The Vacation And Abandonment Of Three Drainage Easements In Their Entirety, Said Easements Being Located On Certain Land Situated In The Samuel B. Evans Survey, Abstract Number 397, And Conveyed To The City Through Denton County Instrument Numbers 078224, 078225, And 2006-98668; Authorizing The Partial Vacation And Abandonment Of A Drainage Easement Situated In The Samuel B. Evans Survey, Abstract Number 397 And Conveyed To The City Through Denton County Instrument Number 2006-98667; And Providing An Effective Date On And After Its Adoption And Publication. RESOLUTIONS *23. Consider A Resolution Authorizing The City Manager To Approve A Contract With Freese And Nichols For A Land Use Study For Indian Creek Golf Course In An Amount Not To Exceed $60,500.00. *24. Consider A Resolution Authorizing The City Manager To Approve A Contract With BEST EMS To Provide Medical Direction, Quality Assurance, And Other Related EMS Services For Carrollton Fire Rescue In An Amount Not To Exceed $40,000.00.
