Thomas Heineman with whom the Housing Authority is negotiating, and to give
direction to its negotiators Nelson Hernandez and Jeff Westbrook regarding that
certain real property at 218 West Carson Street. The Housing Authority's real
property negotiator will seek direction from the Housing Authority Board
regarding the price, conditions and terms of payment for the property.

[FEDERAL NO. STPL-5403(023)]: AVALON BOULEVARD PAVEMENT RESTORATION
FROM THE I-405 FREEWAY TO 223RD STREET
Recommendation:
TAKE the following actions: AWARD a Construction Contract for Project
No. 1330: Avalon Boulevard Pavement Restoration from the I-405
Freeway to 223rd Street, in the amount of $770,218.00, to the lowest
responsible bidder, All American Asphalt, Inc. 2. AUTHORIZE the
expenditure of a construction contingency, if necessary, in an amount
not-to-exceed $77,021.80 (10%) for change orders such as the removal
and remediation of contaminated soil, substructure conflicts, and other
unforeseen construction work that may be required to complete this
project. 3. AUTHORIZE the Mayor to execute the Construction Contract
following approval as to form by the City Attorney.

CONTRACT FOR FOUR RUBBERIZED SLURRY SEAL PROJECTS WITHIN
THE CITY OF CARSON
Recommendation:
TAKE the following actions:
1. APPROVE the plans, specifications, estimates, Location Maps and
Location List, and order the work for Project No. 1361: Citywide Annual
Slurry Seal Program FY 2013/14.
2. MAKE the California Environmental Quality Act finding that the
proposed Citywide Rubberized Slurry Seal is categorically exempt
pursuant to Section 15301, 15301(c) and 15301(d) of the California
Environmental Quality Act guidelines.
3. AUTHORIZE staff to record the "Notice of Exemption" in the office of
the Los Angeles County Clerk for Project No. 1361: Citywide Annual
Slurry Seal Program FY 2013/14.
4. WAIVE the formal bid process defined by the Carson Municipal
Code, Section 2607, as allowed by Section 2604(d).
5. AUTHORIZE the City of Carson to piggy back off of a competitively
bid contract between the City of Los Angeles and Petrochem
Manufacturing, Inc.
6. Award a Construction and Materials Purchase Contract to
Petrochem Manufacturing, Inc., in the amount of $452,267.00 for
Project No. 1361: Citywide Annual Slurry Seal Program FY 2013/14.
7. AUTHORIZE the Mayor to execute the Construction and Materials
Purchase Contract following approval as to form by the City Attorney.

presentation REQUEST the ad-hoc committees deliberate and rate
each bidder and REQUEST the ad-hoc committee make a single
recommendation to the City Council as to which bidder to select.
