2. 2014-368 CONSIDER AN AWARD OF A CONSTRUCTION CONTRACT FOR
PROJECT NO. 1444: AVALON BOULEVARD PAVEMENT RESTORATION
FROM DOMINGUEZ STREET TO VICTORIA STREET
Recommendation:
TAKE the following actions:
1. AWARD a Construction Contract for Project No. 1444: Avalon
Boulevard Pavement Restoration from Dominguez Street to Victoria
Street, in the amount of $1,612,783.25, to the lowest responsible bidder,
Shawnan.
2. AUTHORIZE the expenditure of a construction contingency, if
necessary, in an amount not-to-exceed $241,917.48 (15%) for change
orders such as the removal and remediation of contaminated soil,
substructure conflicts, and other unforeseen construction work that may
be required to complete this project.
3. APPROPRIATE $380,000.00 from the unassigned Carson
Successor Agency bond fund balance, to augment the amount currently
budgeted for Project No. 1444: Avalon Boulevard Pavement
Restoration from Dominguez Street to Victoria Street.
4. AUTHORIZE the Chairman to execute the Construction Contract
between the Carson Successor Agency and Shawnan, following
approval as to form by the Agency Counsel.
5. AUTHORIZE a material testing service agreement in the amount of
$24,975.00 to Hushmand Associates, Inc.

ADOPT STATE LEGISLATION AUTHORIZING GREATER LOCAL AUTONOMY IN
REGULATING THE ACTIVITIES OF REGISTERED SEX OFFENDERS
Recommendation:
1. WAIVE further reading and ADOPT Resolution No. 14-089, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, URGING THE CALIFORNIA LEGISLATURE TO ADOPT
STATE LEGISLATION AUTHORIZING GREATER LOCAL AUTONOMY
IN REGULATING THE ACTIVITIES OF REGISTERED SEX

2. DIRECT staff and the City Attorney's office to forward a copy of the
attached Resolution to the Governor of the State of California, the
Attorney General of the State of California, and every member of the

representative to "sponsor" the legislative amendment proposed in the
foregoing resoltuion; and

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON,
CALIFORNIA, ADOPTING THE FY 2014/15 GENERAL FUND BUDGET
AND APPROVING APPROPRIATIONS FOR THE 2014/15 FISCAL
YEAR."

Recommendation:
PROVIDE direction to staff regarding whether or not to waive fees for
the use of the Congresswoman Juanita Millender-McDonald Community
Center in the City of Carson for the Erasto R. Batongmalaque
Foundation to hold a 5K walk-a-thon on Sunday, October 19, 2014.
