Recommendation: That the two Community Facilities Districts and the Housing
Authority APPROVE and EXECUTE that "JOINT POWERS
AGREEMENT OF THE CARSON RECLAMATION
AUTHORITY" (the "Agreement") to form the Carson
Reclamation Authority (the "JPA") for the purposes of facilitating
the remediation and development of properties located in the
City of Carson that are suffering from hazardous materials
contamination or other environmental degradation. The

Item No. 5. 2015-105 CONSIDER AN AWARD OF A CONSTRUCTION
CONTRACT TO SULLY-MILLER CONTRACTING
COMPANY FOR PROJECT NO. 1043: CARSON
STREET MASTER PLAN
Recommendation: TAKE the following actions:
1. AWARD a construction contract for Project No. 1043: Carson
Street Master Plan, subject to the Project Labor Agreement, in
the amount of $18,688,928.25, to the lowest responsive and
responsible bidder, Sully-Miller Contracting Company.
2. AUTHORIZE the expenditure of a construction contingency, if
necessary, in the amount of $2,803,340.00 (15%) for change
orders such as the removal and remediation of contaminated
soil, substructure conflicts, soils and material testing, and other
unforeseen construction work that may be required to complete
this project.
3. AUTHORIZE a professional services contingency in the
amount of $100,000.00 for the anticipated services to be
provided by Gruen Associates related to the permitting process
with Caltrans for the improvements proposed in the Caltrans
right-of-way to complete Project No. 1043: Carson Street
Master Plan.
4. APPROPRIATE $8,640,015.32 from the unallocated Carson
Successor Agency bond funds to augment the amount currently
budgeted for Project No. 1043: Carson Street Master Plan.
5. AUTHORIZE the Chairman to execute the construction
contract with Sully- Miller Contracting Company following
approval as to form by the Agency Counsel.
