AWARD a construction contract for Project No. 1043: Carson Street Master Plan, subject to the Project Labor Agreement, in the amount of $18,688,928.25, to the lowest responsive and responsible bidder, Sully-Miller Contracting Company. 2. AUTHORIZE the expenditure of a construction contingency, if necessary, in the amount of $2,803,340.00 (15%) for change orders such as the removal and remediation of contaminated soil, substructure conflicts, soils and material testing, and other unforeseen construction work that may be required to complete this project. 3. AUTHORIZE a professional services contingency in the amount of $100,000.00 for the anticipated services to be provided by Gruen Associates related to the permitting process with Caltrans for the improvements proposed in the Caltrans right-of-way to complete Project No. 1043: Carson Street Master Plan. 4. APPROPRIATE $8,640,015.32 from the unallocated Carson Successor Agency bond funds to augment the amount currently budgeted for Project No. 1043: Carson Street Master Plan. 5.
