DIRECT City staff and the City Attorney's office to prepare a report on the proposed professional football stadium and other permitted uses initiative; and 2. APPROVE a professional services agreement, contingent on approval as to form by the City Attorney and not to exceed fifty-thousand dollars ($50,000), for environmental analysis for inclusion in the initiative report; and 3. APPROVE a professional services agreement, contingent on approval as to form by the City Attorney and not to exceed fifty-thousand dollars ($50,000), for fiscal analysis for inclusion in the initiative report; and 4. APPROVE a professional services agreement, contingent on approval as to form by the City Attorney and not to exceed fifty-thousand dollars ($50,000), for planning and land use analysis for inclusion in the initiative report; and 5. DIRECT City staff and the City Attorney's office to present the report on the proposed professional football stadium and other permitted uses initiative to the City Council pursuant to Elections Code section 9212.
