authorized by law. Speakers are requested to limit their comments to no more than

negotiator, Latham & Watkins, LLP, with whom Successor Agency is negotiating,
on price, payment terms for purchase, sale or lease, and to give direction to its

A closed session will be held, pursuant to Government Code §54956.9(d)(1), to
confer with legal counsel regarding pending litigation to which the City is a party.
The title of such litigation is as follows: The Community Development Center vs.
City of Carson; Case Number BC565404; Los Angeles Superior Court.

CARSON SHERIFFS STATION SUPPORT
FOUNDATION FOR ITS AWARDS BANQUET
Recommendation: TAKE the following actions:
1. PROVIDE support to this year's event up to $6,000.00 to
fund the cost of the catering.
2. APPROPRIATE $6,000.00 from the unassigned general fund
balance to account no. 01-90-010-001-6008 to fund the City's
support to this year's event.

Item No. 7. 2015-232 CONSIDER A REQUEST FOR SUPPORT FOR THE
AUTISM AWARENESS DAY PROGRAM
Recommendation: TAKE the following actions:
1. PROVIDE support to this year's Autism Awareness campaign
in the amount of $3,000.00 to facilitate the program.
2. APPROPRIATE $3,000.00 from the unassigned general fund
balance to account no. 01-90-983-065-6009 to cover part of the
cost to hold the event.

Recommendation: TAKE the following actions:
1. PROVIDE fee waiver support to the Carson Relay for Life in
perpetuity.
2. PROVIDE $5,000.00 funding for the 2015 Carson Relay for
Life event.
3. INCLUDE $5,000.00 appropriation for FY 2015/16 in account
no. 01-10-000-003-6154 to fund the City's support for the 2015
Carson Relay for Life event.

FOR PROFESSIONAL FOOTBALL STADIUM AND
OTHER PERMITTED USES PETITION;
PROFESSIONAL SERVICES AGREEMENT FOR
ASSISTANCE WITH INITIATIVE REPORT
Recommendation: 1. DIRECT City staff and the City Attorney's office to prepare a
report on the proposed professional football stadium and other
permitted uses initiative; and
2. APPROVE a professional services agreement, contingent on
approval as to form by the City Attorney and not to exceed
fifty-thousand dollars ($50,000), for environmental analysis for
inclusion in the initiative report; and
3. APPROVE a professional services agreement, contingent on
approval as to form by the City Attorney and not to exceed
fifty-thousand dollars ($50,000), for fiscal analysis for inclusion
in the initiative report; and
4. APPROVE a professional services agreement, contingent on
approval as to form by the City Attorney and not to exceed
fifty-thousand dollars ($50,000), for planning and land use
analysis for inclusion in the initiative report; and
5. DIRECT City staff and the City Attorney's office to present the
report on the proposed professional football stadium and other
permitted uses initiative to the City Council pursuant to Elections
Code section 9212.

Recommendation: 1. CONSIDER filling the Mayoral vacancy by appointment.
2. DIRECT staff to create resolutions and supporting
documents for calling a special election and PRESENT the
documents to the Council at its April 7, 2015 meeting.
