Carson Street. The Authority's real property negotiator will seek direction from the Authority Board regarding the price, conditions and terms of payment for the property. AWARD a construction contract for Project No. 1439: Traffic Signal Installation at the Intersection of 223rd Street and Lucerne Street in the amount of $235,000.00 to the lowest responsible bidder Smart Tech Group, Inc. 2. AUTHORIZE the expenditure of construction contingencies, if necessary, in the amount of $35,250.00 (15%) for change orders such as substructure conflicts and other unforeseen construction work that may be required to complete this project. 3.
