Recommendation: A closed session will be held, pursuant to Government Code
Section 54956.9 (d)(4) because the City is considering whether
to initiate litigation in one case.
Item No. 6. 2015-684 CONFERENCE WITH REAL PROPERTY
NEGOTIATOR (HOUSING AUTHORITY)
Recommendation: A closed session will be held, pursuant to Government Code
Section 54956.8, to enable the City Council to consider
negotiations with : Andrew Gross, Thomas Safran and
Associates, with whom City is negotiating, and to give direction
to its negotiators, John Raymond, Director of Community
Development and Ken Farfsing, Interim City Manager, regarding
that certain real property known as 600 West Carson Street,
APNs 7343-020-902,903 & 904. The City's real property
negotiator will seek direction from the City Council regarding
price and terms of payment for the property.

1. APPROVE the agreement with the County of Los Angeles
Probation Department to provide Gang Alternative Prevention
Program (GAPP) services to the City of Carson, in the amount
of $77,000.00, from July 1, 2015 through June 30, 2016.
2. AUTHORIZE the Mayor to execute the GAPP services
agreement for FY 2015/16, following approval as to form by the
City Attorney.

Item No. 13. 2015-691 CONSIDERATION OF AN AGREEMENT WITH
CREASON & AARVIG, LLP TO PROVIDE
INVESTIGATIVE SERVICES (CITY COUNCIL)
Recommendation: TAKE the following actions:
1. APPROVE a general on-call agreement with Creason &
Aarvig, LLP to provide investigative services, at a cost not to
exceed $50,000.00 in any fiscal year.
2. AUTHORIZE the increase by $50,000.00 in the proposed FY
2015/16 budget for account no. 01-50-580-003-6005 for FY
2015/16 to cover the cost of the first year of the agreement with
Creason & Aarvig, LLP.
3. AUTHORIZE the Mayor to execute the agreement following
approval as to form by the City Attorney.

Item No. 14. 2015-692 CONSIDER APPROVING THE SECOND AMENDMENT
TO THE EMERGENCY ALERT RESPONSE SYSTEM

Recommendation: APPROVE changes to the current E.A.R.S. agreement between
Long Beach Memorial Medical Center and the City of Carson as
approved to form by the City Attorney.
