Item No. 1. 2018-001 CONFERENCE WITH LEGAL COUNSEL - EXISTING
LITIGATION (CITY COUNCIL)
Recommendation: A closed session will be held, pursuant to Government Code
Section 54956.9(d)(1), to confer with legal counsel regarding
pending litigation to which the City is a party. The title of such
litigation is as follows:
Edward Roman vs. City of Carson, WCAB No.: ADJ9807403,
ADJ7416610, ADJ7416522, ADJ7057667, Long Beach Workers'
Compensation Appeals Board.

Item No. 2. 2018-007 CONFERENCE WITH LABOR NEGOTIATOR (CITY
COUNCIL)
Recommendation: A closed session will be held, pursuant to Government Code
Section 54957.6, with Kenneth C. Farfsing, City Manager, Sunny
Soltani, City Attorney, its negotiators(s), regarding labor
negotiations with AFSCME Local 809, AFSCME local 1017,
CPSA and AME.
Item No. 3. 2017-979 CONFERENCE WITH REAL PROPERTY
NEGOTIATOR (SUCCESSOR AGENCY)
Recommendation: A closed session will be held, pursuant to Government Code
Section 54956.8, to enable Successor Agency to consider
negotiations with Macerich, with whom the Successor Agency is
negotiating, and to give direction to its negotiators Kenneth C .
Farfsing, Executive Director and John Raymond, Director of
Community Development, regarding that certain real property
known as Assessor Parcel Nos. 7336-010-903 and
7336-010-904. The Successor Agency's real property negotiator
will seek direction from the Agency member regarding the price,
payment terms for purchase, sale or lease.
Item No. 4. 2018-003 CONFERENCE WITH REAL PROPERTY
NEGOTIATOR (CITY COUNCIL)
Recommendation: A closed session will be held, pursuant to Government Code
Section 54956.8, to enable the City Council to consider
negotiations with John Duong of Clear Channel, with whom City is
negotiating, and to give direction to its negotiators, Kenneth C .
Farfsing, City Manager, John Raymond, Director of Community
Development and Sunny Soltani, City Attorney, regarding that
certain real property known as 7406 026 915. The City's real
property negotiator will seek direction from the City Council
regarding the price and terms of payment for the property.
Item No. 5. 2017-976 CONFERENCE WITH LEGAL COUNSEL -
ANTICIPATED LITIGATION (CITY COUNCIL)
Recommendation: A closed session will be held, pursuant to Government Code
Section 54956.9 (d)(2) or (d)(3) & (e)(1), because there is a
significant exposure to litigation in three cases.

2 TO A CONTRACT WITH NATIONWIDE COST
RECOVERY SERVICES ESTABLISHING THE
EFFECTIVE DATE AS JULY 1, 2015 AND MODIFYING
THE CONTRACT AMOUNT TO COVER UNPAID
EXPENSES FOR SERVICES PROVIDED FOR THE
MONTH OF JULY 2015; AND, RESOLUTION NO.
18-002 AMENDING THE 2017-2018 BUDGET (CITY
COUNCIL) TO PROVIDE FOR INCREASE IN
CONTRACT AMOUNT BY $11,620 (CITY COUNCIL)
Recommendation: 1. APPROVE Amendment No. 2, to make the NCRS contract term
date effective July 1, 2015, and increase total compensation by
$11,620 for reimbursement of services provided, to a not to
exceed amount of $266,620; and
2. AUTHORIZE the Mayor to execute Amendment No. 2 upon
approval as to form by the City Attorney; and
3. ADOPT Resolution No. 18-002, a budget amendment to
increase the FY 2017-18 NCRS contract amount by $11,620.

APPLICATION FOR THE STATE'S LAND AND WATER
CONSERVATION FUND GRANT (CITY COUNCIL)
Recommendation: 1. WAIVE further reading and ADOPT Resolution No. 18-003, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARSON, CALIFORNIA, APPROVING ITS APPLICATION FOR
THE LAND AND WATER CONSERVATION FUND GRANT FOR
THE SCOTT PARK POOL RENOVATION PROJECT."
2. DIRECT staff to transmit the executed resolution to the State of
California, Natural Resources Agency, Department of Parks and
Recreation, Office of Grants and Local Services.

County of Los Angeles and the City of Carson to design, construct,
operate, and maintain Project No. 1515: Carson Stormwater
Capture Facility at Carriage Crest Park.
