CONSIDER APPROVAL OF NEW YORK LIFE INSURANCE POLICY PREMIUM RATE ADJUSTMENTS FOR RENEWAL EFFECTIVE JULY 1, 2026, FOR CONTINUED PROVISION OF BASIC LIFE, AD&D, VOLUNTARY LIFE, SHORT TERM DISABILITY AND LONG-TERM DISABILITY BENEFITS TO CITY EMPLOYEES AND EMPLOYEE ASSISTANCE AND WELLNESS PROGRAMS (CITY COUNCIL) RECOMMENDED ACTION — 1. APPROVE the premium rate adjustments set forth in the renewal letter for the New York Life policies for Basic Life, Accidental Death and Dismemberment (AD&D), Voluntary Life Insurance, Short Term Disability and Long-Term Disability benefits effective July 1, 2026, with a rate guarantee for 24 months. 24. CONSIDER APPROVAL OF AMENDMENT NO. 1 TO THE CONTRACT SERVICES AGREEMENT WITH MARIPOSA LANDSCAPES INC. FOR CONTINUED LANDSCAPE MEDIAN MAINTENANCE SERVICES THROUGH AUGUST 7, 2026, TO ENSURE SERVICE CONTINUITY PENDING COMPLETION OF THE CITY'S COMPETITIVE PROCUREMENT PROCESS AND AWARD OF A NEW LONG-TERM AGREEMENT (CITY COUNCIL) RECOMMENDED ACTION — 1. APPROVE the proposed Amendment No. 1 to the Contract Services Agreement with Mariposa Landscapes, Inc. for continued landscape median maintenance services through August 7, 2026, increasing the contract amount by $86,349, for a revised total not-to-exceed contract amount of $951,645, thereby providing sufficient funding to complete the initial three-year term of the Agreement; and, — 2. AUTHORIZE the Mayor to execute the proposed Amendment No. 1 to the Agreement with Mariposa Landscapes, Inc., in a form approved by the City Attorney. 25. CONSIDER APPROVAL OF AMENDMENT NO. 1 TO THE CONTRACT SERVICES AGREEMENT WITH SWAYZER CORPORATION FOR CONTINUED LANDSCAPE MEDIAN MAINTENANCE SERVICES THROUGH AUGUST 1, 2026, TO ENSURE SERVICE CONTINUITY PENDING COMPLETION OF THE CITY'S COMPETITIVE PROCUREMENT PROCESS AND AWARD OF A NEW LONG-TERM AGREEMENT (CITY COUNCIL) RECOMMENDED ACTION — 1. APPROVE the proposed Amendment No. 1 to the Contract Services Agreement with Swayzer Corporation for continued landscape median maintenance services through August 1, 2026, increasing the contract amount by $51,712, for a revised total not-to-exceed contract amount of $768,472, thereby providing sufficient funding to complete the initial three-year term of the Agreement; and, — 2. CONSIDER ADOPTING RESOLUTION NO. 26-070, RESCINDING AND SUPERSEDING RESOLUTION NO. 26-052 TO REVISE THE FISCAL YEAR 2026-2027 SENATE BILL 1 (SB 1) PROJECT LIST FOR ROAD MAINTENANCE AND REHABILITATION FUNDING UNDER THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017, AND CONSIDER ADOPTING RESOLUTION NO. 26-071 AMENDING THE FISCAL YEAR 2026-2027 BUDGET IN THE GENERAL FUND, SPECIAL REVENUE FUNDS, ENTERPRISE FUNDS, AND CAPITAL IMPROVEMENT PROGRAM (CIP) FUND TO REALLOCATE SB 1 FUNDING TO PROJECT NO. CONSIDERATION OF AN EASEMENT AGREEMENT WITH BSREP III DOMINGUEZ LLC FOR THE ACCEPTANCE OF A SIDEWALK EASEMENT AT 2001 E. DOMINGUEZ STREET TO FACILITATE PUBLIC SIDEWALK IMPROVEMENTS (CITY COUNCIL) RECOMMENDED ACTION — 1. ACCEPT and APPROVE the proposed Easement Agreement with BSREP III for a 390 sq. ft easement area to accommodate public sidewalk improvements and related purposes; and, — 2. AUTHORIZE the City Manager to execute the proposed Easement Agreement and take all actions necessary to cause the agreement to be recorded with the Los Angeles County Recorder's Office. 28. CONSIDER ADOPTION OF RESOLUTION NO. 26-034, APPROVING FUNDING AGREEMENT BETWEEN THE COUNTY OF LOS ANGELES AND THE CITY OF CARSON FOR PROJECT NO. 1688: TRAFFIC SIGNAL SYNCHRONIZATION (TSSP) - AVALON BOULEVARD FROM 126TH STREET TO SEPULVEDA BOULEVARD AND CONSIDER ADOPTION OF RESOLUTION NO. 26-069, AMENDING THE FISCAL YEAR 2026–27 BUDGET IN THE GENERAL FUND, SPECIAL REVENUE FUNDS, ENTERPRISE FUNDS, AND THE CAPITAL IMPROVEMENT PROGRAM (CIP) FUND (CITY COUNCIL) RECOMMENDED ACTION — 1.
