CONSIDER AWARDING A PROFESSIONAL SERVICES AGREEMENT TO NBS GOVERNMENT FINANCE GROUP TO EVALUATE AND IMPLEMENT A CITY-MANAGED STREET LIGHTING ASSESSMENT DISTRICT (CITY COUNCIL) RECOMMENDED ACTION — 1. AWARD and APPROVE a five-year Professional Services Agreement with NBS Government Finance Group in an amount not to exceed $312,500 to provide consulting services for the evaluation, potential formation, and implementation of a City-managed street lighting assessment district (Exhibit 3); the agreement is structured in phases, with the initial phase not to exceed $84,500 to evaluate the financial, technical, and operational feasibility of the transition before proceeding with subsequent phases; and, — 2. AUTHORIZE the Mayor to execute the proposed Professional Services Agreement, subject to approval as to form by the City Attorney. 17. CONSIDER APPROVAL OF A GRANT OF EASEMENT TO SOUTHERN CALIFORNIA EDISON COMPANY TO SUPPORT ELECTRIC VEHICLE CHARGING INFRASTRUCTURE AT THE CITY'S CORPORATE YARD (CITY COUNCIL) RECOMMENDED ACTION — 1. APPROVE the proposed Grant of Easement to Southern California Edison Company to facilitate construction, operation, and maintenance of the electrical infrastructure necessary to support the City's electric vehicle charging stations (Exhibit 1); and, — 2. AUTHORIZE the Mayor to execute the Grant of Easement, following approval as to form by the City Attorney. 18. CONSIDER APPROVING COMMUNITY PROJECT FUNDING GRANT AGREEMENT NO. B-23-CP-CA-0076 WITH THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO ACCEPT UP TO $2,000,000 IN FEDERAL FUNDING FOR ENERGY RESILIENCY AND FACILITY IMPROVEMENTS AT VETERANS PARK AND SPORTS COMPLEX (CITY COUNCIL) RECOMMENDED ACTION — 1. APPROVE the Community Project Funding (CPF) Grant Agreement with the U.S. Department of Housing and Urban Development (HUD), authorizing the City to accept and administer $2,000,000 in federal grant funding for the Energy Resiliency at Veterans Park and Sports Complex Project; and, — 2. AUTHORIZE the Mayor to execute the Grant Agreement and any related grant documents, amendments, certifications, and sub-recipient agreements necessary to implement the project, subject to approval as to form by the City Attorney. 19. CONSIDER APPROVAL OF A CONTRACT SERVICES AGREEMENT (SUB-AWARD AGREEMENT) WITH THE SOUTH BAY WORKFORCE INVESTMENT BOARD (SBWIB), INC. TO IMPLEMENT THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY’S BROWNFIELDS JOB TRAINING (BFJT) PROGRAM (CITY COUNCIL) RECOMMENDED ACTION — 1. APPROVE the proposed South Bay Workforce Investment Board, Inc. Agreement in the amount not-to- exceed $500,000; and, — 2. AUTHORIZE the Mayor to execute the contract after approval as to form by the City Attorney. 20. CONSIDER ADOPTION OF RESOLUTION NO. 26-067, DECLARING CERTAIN CITY-OWNED REAL PROPERTY KNOWN AS REFLECTIONS MINI PARK (ASSESSOR PARCEL NOS. 7334-003-903, 7334-003-906, AND 7334- 003-907) EXEMPT SURPLUS LAND PURSUANT TO GOVERNMENT CODE SECTION 54221(f)(1)(B) (CITY COUNCIL) RECOMMENDED ACTION — 1. WAIVE further reading and ADOPT Resolution No. 26-067, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, DECLARING CERTAIN CITY-OWNED REAL PROPERTY KNOWN AS REFLECTIONS MINI PARK (ASSESSOR PARCEL NOS. 7334-003-903, 7334-003-906, AND 7334-003-907) EXEMPT SURPLUS LAND PURSUANT TO GOVERNMENT CODE SECTION 54221(f)(1)(B)." 21. CONSIDER APPROVAL OF BLANKET PURCHASE ORDERS FOR PUBLIC WORKS SUPPLIES, MATERIALS, EQUIPMENT, AND SERVICES THROUGH COOPERATIVE PURCHASING AGREEMENTS (CITY COUNCIL) RECOMMENDED ACTION — 1. WAIVE the formal bidding procedures pursuant to Carson Municipal Code (CMC) Section 2610 and AUTHORIZE the use of cooperative purchasing in accordance with CMC Section 2611(g); and, — 2. AUTHORIZE the City to purchase paint, related supplies, equipment, and services from The Sherwin- Williams Company in an amount not to exceed $135,000 per fiscal year through November 8, 2027, including any authorized contract extensions, pursuant to Sourcewell Contract No. 091323-SHW (Exhibit 1), and APPROVE the issuance of Blanket Purchase Orders and individual purchase orders, as needed, in accordance with CMC Section 2605; and, — 3. AUTHORIZE the City to purchase rental equipment, related products, and services from Herc Rentals Inc. in an amount not to exceed $100,000 per fiscal year through June 11, 2028, including any authorized contract extensions, pursuant to Sourcewell Contract No. 040924-HRC (Exhibit 2), and APPROVE the issuance of Blanket Purchase Orders and individual purchase orders, as needed, in accordance with CMC Section 2605; and, — 4. AUTHORIZE the City to purchase maintenance, repair, and operations (MRO) supplies, parts, equipment, and materials from W.W. Grainger, Inc. in an amount not to exceed $100,000 per fiscal year through December 31, 2027, including any authorized contract extensions, pursuant to OMNIA Partners Contract No. 240078-01 (Exhibit 3), and APPROVE the issuance of Blanket Purchase Orders and individual purchase orders, as needed, in accordance with CMC Section 2605. 22. CONSIDER AWARDING A PUBLIC WORKS AGREEMENT TO PRO INSTALLATIONS INC. DBA PROSPECTRA CONTRACT FLOORING FOR THE CARSON EVENT CENTER FLOORING REPLACEMENT PROJECT (CITY COUNCIL) RECOMMENDED ACTION — 1. AWARD a Public Works Agreement to Pro Installations Inc. dba Prospectra Contract Flooring, the lowest responsive and responsible bidder, for the removal of existing flooring, surface preparation, moisture mitigation, and installation of new flooring materials at the Carson Event Center in an amount not to exceed $87,163.00; and, — 2. AUTHORIZE the Mayor to execute the proposed Agreement with Pro Installations Inc. dba Prospectra Contract Flooring, following approval as to form by the City Attorney. 23. CONSIDERATION OF REJECTION OF BIDS FOR INVITATION FOR BID (IFB) NO. 26-11, PROJECT NO. PW1833 - CITYWIDE STREET NAME SIGN REPLACEMENT (CITY COUNCIL) RECOMMENDED ACTION — 1. REJECT all bids received in response to Invitation for Bid (IFB) No. 26-11, Citywide Street Name Sign Replacement (Project No. PW1833). SPECIAL ORDERS OF THE DAY Public testimony is restricted to three minutes per speaker, speaking once (excepting applicants who are afforded a right of rebuttal, if desired), unless extended by order of the Mayor with the approval of the City Council. DISCUSSION (Items 24-25) 24.
