CONTINUED MEETING OF THE CARTERVILLE CITY COUNCIL
(Continued from July 8, 2014)
The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. He
called the meeting to order at 7:00 p.m.

The Mayor declared a quorum present.
Others present were: Wesley Lehman, citizen; John Crawford, City Engineer; Josh Bradley (7:05 p.m.)
John Crawford explained the rebid on the West Grand renovation. The low bid was $1,037,442.74
and was still much higher than the estimated cost of the project. Crawford explained that the sidewalk is still
a part of the project and we have a $291,000.00 grant to cover the cost of the sidewalks on West Grand
Avenue. Therefore, the sidewalks on West Grand Avenue from Dent Street to Greenbriar Road would take
$150,000.00 of this grant which could be removed from the contractors bid. Crawford is recommending
that we reject all bids and rebid West Grand Avenue again.
Motion 22: Houseworth moved and Oetjen seconded to reject bids for the West Grand Avenue
improvements Phase I. All voted yea and the Mayor declared the motion carried.
John Crawford, Crawford Engineering, gave a report on the July 15, 2014 bid opening for the
Interceptor Sewer and is recommending that we award the bid to Mott Excavating:
Wiggs Excavating, Benton, IL $699,330.00
Haier Plumbing & Heating, Inc., Okawville, IL $715,467.00
Mott Excavating, Vienna, IL $692,451.10
Amrent Contracting, Chester, IL $695,005.00

The Mayor is meeting with Bernardi Securities regarding refinancing and bonding for additional
funds to cover the cost of the Interceptor Sewer, Tank Repairs, Grit Chamber, and several other projects.
Bill Mausey has been acquiring easements for the interceptor sewer line and most of them are secured. The
old sewer main will remain in place as the new line is designed to be strictly a relief. When this new sewer
line is completed the department will start working on resealing manholes.
Motion 23: Houseworth moved and Gooden seconded to accept the low bid for the Interceptor
Sewer from Mott Excavating, Vienna, IL at a bid of $692,451.10 and work with the Water and Sewer
Department on funding. A roll call vote was taken, and all present voted yea. The Mayor declared the
motion carried.
Crawford explained that his office is still working on Greenbriar/Valley Drive lift station and
securing easements. The construction permit from IEPA is in hand.
Tony Trombino asked Josh Bradley for an update on demolition of 409 Barr Street and he reported
that this is going to the judge in August.
Motion 24: Helfrich moved and Emery seconded to adjourn the meeting. All voted yea and the
Mayor dismissed the meeting at 7:21 p.m.
