CITY COUNCIL MINUTES March 24, 2015 CONTINUED MEETING OF THE CARTERVILLE CITY COUNCIL (Continued from March 10, 2015) The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. He called the meeting to order at 7:03 p.m. Present at the meeting were: Bradley M. Robinson, Mayor; Michele A. Edwards, City Clerk; Khristina Hollister, Deputy City Clerk; Phyllis Emery, Alderman/ Ward 4; Tom Gentry, Alderman/Ward 1; John Gooden, Alderman/Ward 3; James Houseworth, Alderman/Ward 1; Curt Oetjen, Alderman/Ward 2; and Tony Trombino, Alderman/Ward 3. Others present were: Ralph Graul, Building and Codes; Donnie Smoot, Crawford & Associates; Marvin Oetjen, Kamper Supply; Bill Kirk, Zoning/Planning Committee; Retia Watson, Bookkeeper/Clerk; and Harry Treece II, Citizen. Motion 14: Gooden moved and Emery seconded to return to Regular Session. All present voted yea and the Mayor declared the motion carried and declared the Council was back in session.. The Mayor announced that the first item is the Breeze Drive speed limit request. This was discussed with the Street Superintendent (Garry Wiggs) and the Police Chief (Monty Jeralds) and it was recommended that the speed limit be set at 25 mph which is the usual limit set in residential areas. Motion 15: Trombino moved and Gentry seconded to set the speed limit on Breeze Drive at 25 mph as recommended. All present voted yea and the Mayor declared the motion carried. The Mayor explained that the next item of business was the Forsythe Subdivision plat approval – Williamson Manor Subdivision/Phase 1. A copy of the plat along with a letter of approval from the Zoning/Planning Commission was given to each alderman. The Phase 1 plan will not reach five of the lots with sewer so the developer has submitted a sewer plan for building the lift station necessary to service all of the lots in the subdivision. Donnie Smoot, Crawford and Associates, attended the meeting to answer any questions the Council may have regarding this plat. Donnie explained that this final plat has been reviewed by the Street Department and the Water/Sewer Department and comments were sent back to the developer for minor changes. Curt Oetjen was concerned about snow removal because there is no turn around until Phase II is completed. However, this was reviewed by the Street Superintendent who approved the plan. Houseworth indicated that this should not be a big problem. The Mayor stated that our first priority in snow removal is snow routes, second would be side streets, and third would be subdivisions. Motion 16: Trombino moved and Houseworth seconded to accept the plat of subdivision for Williamson Manor Subdivision/Phase I as submitted [pending approval by the Water and Sewer Board on Thursday, March 26, 2015]. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried. Continued Meeting of the Carterville City Council Tuesday, March 24, 2014 Page 2 Tom Gentry asked if there were sidewalks in the Williamson Manor Subdivision plan and Donnie Smoot responded that the developer will be requiring both an outside light and a sidewalk be supplied by the buyer of the property. The Mayor announced that the last item to be discussed is the bid for the Pin Oak Drive and Conestoga Trace paving and the repair work to Greenbriar Road and James Street. There was only one bid for this project from E. T. Simonds Construction Company, Carbondale, IL in the about of $246,387.50. The Williamson County Board has agreed to cover $60,861.40 of the total cost of the paving. Motion 17: Houseworth moved and Gooden seconded to accept the bid from E. T. Simonds Construction Company for the Pin Oak Drive paving and repair work to Greenbriar Road and North Division/James Street at a price of $246,387.50. A roll call vote was taken and all present voted yea. The Mayor declared the motion carried. The Mayor reminded the Council about the Easter Egg Hunt scheduled for Saturday, March 28, 2015 from 10:00 a.m. to 1:00 p.m.at the Love and Truth Church. Motion 18: Trombino moved and Oetjen seconded to adjourn the meeting. All voted yea and the Mayor dismissed the meeting at 7:16 p.m. ___________________________ Next Ordinance No. 1372-15 Michele A.
